Environmental Protection Bureau of Yunlin County (YLEPB) has set up the 24 hours Environmental Public Nuisance Center with direct line 0800-556-003 (0800-066-666 for EPA) to deal with various environmental nuisance cases. The contents of appointment include reception and log in of complaint cases, immediate inspections, database set up based on inspection results, and other administrative matters. Among 5,604 complaint cases accepted by the Environmental Public Nuisance Center, 3,647 cases (65.1%), 999 cases (17.8%), and 437 cases (7.8%) were reported by phone calls, Internet, and the mobile APP respectively. In addition, the percentage of Internet and mobile APP has been increasing recently. It is suggested to provide multiple reporting approaches through electronic billboards or radio broadcasting in the furture.
According to the classification of pollution sources, 2,635 odor nuisance cases accounting for 47.0% of total cases were handled in 2019, followed by Environmental Sanitation (1,533 cases, 27.7%), Noise (557 cases, 9.94%), Waste (430 cases, 7.67%), and the remaining cases (less than 5% for each source), indicating odor, environmental sanitation, noise and waste nuisance cases were the main pollution sources in Yunlin County. Compared to last few years, the cases of Odor Pollutants, Environmental Sanitation, and Waste were found increasing graudally. The more cases of illegal dumping this year has inevitably increased the analysis costs due to the requirement to determine if the wastes were harzardous or not. For 86 cases with 172 samples analyzed, 21 cases with 27 samples did not meet the requirements and were notified to make improvements within a limited time period.
Based on the classification of petition targets, public places were found to be the highest percentage (42.0%) with 2,354 cases, followed by factories (928 cases, 16.6%), households (780 cases, 13.9%), animal agriculture/aquaculture areas (563 cases, 10.1%), and others (less than 10%). The statistic results showed that the reports of Environmental pollutions were not limited to profit-seeking enterprises but various places, indicating people started to focus on the environment nearby and were able to report the pollution cases to Environmental Public Nuisance Center.
