毒性及關注化學物質綜合政策規劃及成果彙編計畫

中文摘要 為強化毒性及化學物質管理源頭管理、協助各部會強化管理化學物質,加強部會合作勾稽檢查與國家化學物質管理接軌。本計畫協助行政院環境保護署毒物及化學物質局(以下簡稱化學局)針對毒物及化學物質進行整體的綜合性政策規劃,提升相關人員核心職能,促進各部會溝通效率,並就施政成果撰編成實錄及影片,以利對利益相關人溝通,進而促使一般大眾能瞭解政府在化學物質管理之推動成效。茲就本計畫各工作項目之執行成果摘要說明如下: 蒐整國際間化學物質管理推動現況,包括美國、加拿大、中國大陸、印度、歐盟、東協、韓國及日本等各國相關法規與政策;國際化學品管理策略方針(SAICM)推動現況,包括SAICM閉會期間三次會議決議、SAICM 2020年後續推動策略方針;聯合國環境大會發表全球化學品展望第二版報告及瑞典、西班牙、美國對於此報告發表關注項目,並研提政策綱領及行動方案精進建議。 為充分瞭解各部會機關管理職掌與執行成果內容,協助化學局有系統性的彙整化學局及各部會化學物質管理成果,分別綜整成「國家化學物質管理行動方案109年跨部會執行成果報告」「化學局108年施政年報」與「化學局109年施政年報」,以利人民共享及公平利用政府資訊,保障人民知的權利,增進人民對公共事務之瞭解、信賴及監督,並促進民主參與。 配合化學局成立3週年,協助編撰108年度施政成果實錄及影片,蒐整108年度所辦理相關會議及活動照片,彙編成冊,以供外賓及局內同仁閱覽,另邀集局內同仁拍攝業務甘苦談影片,並剪輯編撰後於局慶當日播放。 為使相關政策推展順利及與外部溝通,邀集相關單位與會並了解目前化學物質管理政策走向及未來推動方向,透過協助辦理「108年國家化學物質管理政策綱領及行動方案成果研討會」及「109年國家化學物質管理政策綱領及行動方案成果研討會」,並於會議上與各單位交流分享並提供精進之建議措施,藉此與各單位達到良性互動,以擴大相關政策推動之外部效應;另為增進化學局團隊核心職能,以凝聚化學局主管幹部及同仁之共識及向心力,協助化學局辦理「化學局3週年局慶暨109至112年業務規劃會議」及「110年組織學習活動」,透過組織內部橫向業務交流以及跨單位小組活動,促進不同單位間業務之管理、溝通與合作並激發創新思維,以強化內部組織之整合性,進而提升工作能量以面對未來多元複雜的政策推動挑戰。 就毒性及關注化學物質管理相關綜合政策規劃或法規案製作簡報,並採以圖、表、動畫或影片呈現,協助製作「化學局業務說明簡報」「毒管法說明簡報」「國家化學物質管理政策綱領及行動方案(草案)介紹與未來國家化學物質管理會報運作說明簡報」及「政策綱領及行動方案說明簡報」。 配合毒管法修正,協助更新、編排、校對及印製毒管法及其相關子法,並分別寄送各縣市環保局及相關單位,以利相關單位得以瞭解最新法規資訊。 此外,亦協助化學局編撰「毒性及關注化學物質專業技術管理人員」訓練課程教材,內容涵蓋職掌與工作倫理、毒管法相關法規及我國化學物質管理政策及國際發展趨勢等。

Project of Toxic and Concerned Chemical Substances Comprehensive Policy Planning and Results Compilation

英文摘要 In order to strengthen the source management of toxic and chemical substances, assist relevant ministries and agencies in enhancing management of chemical substances, and improving inter-ministrial cooperation in verification and linking of chemical substance management activities, this project will assist the Toxic and Chemical Substances Bureau (the “Bureau”) in planning for an integrated and comprehensive policy on toxic and chemical substance management, and enhance the core functions and capability of relevant personnel. In addition, this project will also promote efficient communications among relevant ministries, agencies and stakeholders. For this purpose, this project will compile administrative results and achievements of the Bureau into documentary records and videos to facilitate communications with stakeholders, and allow the general public to better understand the effectiveness of the government's actions in chemical substance management. For implementation results of each work item of this project, a brief summary and descriptions will be provided as follows. The following information have been collected regarding the current status of international chemical management: national legislation and policies related to the current status in implementation of chemical substance management were collected from countries including the United States, Canada, Mainland China, India, European Union, ASEAN, and South Korea; information related to the promotion of Strategic Approach to International Chemicals Management (SAICM), including resolutions from three meetings for SAICM intersessional process and information related to the Beyond 2020 process; information related to the Global Chemical Outlooks II - UN Environment report, concerns expressed by Sweden, Spain, and the United States, and recommendations on drafting of policy guidelines and action plans. In order to fully understand the management responsibilities and implementation results of relevant ministries and agencies, through systematic integration of the Bureau’s and relevant ministries’ chemical substances management results, the following reports have been prepared: “2020 Report on the Implementation Results of National Chemical Substance Management Action”, “2019 Annual Report for the Toxic and Chemical Substances Bureau”, and “2020 Annual Report for the Toxic and Chemical Substances Bureau”. These reports are intended to facilitate the sharing and fair use of government information, protect the citizens’ right to know, enhance the citizens’ understanding and trust in public affairs and supervision, and promote citizens’ democratic participation. In line with the 3rd anniversary of the Toxic and Chemical Substances Bureau, the project has compiled several records and videos to showcase the Bureau’s administrative results for 2019; photos for the Bureau’s relevant 2019 meetings and activities were collected and compiled into albums for easy viewing by foreign guests and colleagues. A video was also produced by inviting colleagues to talk about their experience working for the Bureau, and was presented for public viewing as part of the anniversary activities. In order to facilitate the implementation of relevant policies and external communicates, and improve understanding of the current trends and future directions of chemical substance management policies, relevant personnel were invite to participate in the following events: “2019 Conference and Workshop on Implementation and Results of National Chemical Substances Management Policy Guidelines and Action Plan”; and “2020 Conference and Workshop on Implementation and Results of National Chemical Substances Management Policy Guidelines and Action Plan”. During both events, participants exchanged their views on management of toxic and concerned chemicals and offered valuable recommendations, so that the Bureau was able to interact with relevant stakeholders and enhanced the external effects on promoting relevant policies. In addition, in order to improve the core functions and capacity of the Bureau’s staff, and generate consensus and solidarity among the management and staff, the following events were held: "Business Planning Meeting for 2020-2023 and the 3rd Anniversary Event” and “Organizational Learning Activities for 2021". During both events, new ideas were exchanged and promoted through different inter-unit and cross-unit team activities, so that different units with the Bureau are able to manage, communicate and cooperate better, through stimulation of innovative thinking and strengthening of internal integration, thereby enhancing their capacity to face the future challenges in promoting diverse and complex policies. In order to meet the administrative needs of the Bureau, several presentation materials were prepared related to the comprehensive policy planning or regulatory requirements of relevance to the management of toxic and concerned chemical substances. The contents of these presentations include tables, figures, animations and/or videos. The prepared presentations include “Introduction to the Responsibilities of the Toxic and Chemical Substances Bureau", "Introduction and Overview of Toxic and Concerned Chemicals Control Act", "National Chemical Substance Management Policy Guidelines and Action Plan”, “Introduction and Overview of Future Operations for National Chemical Substance Management and Reporting Board”. In line with the revisions of the Toxic and Concerned Chemicals Control Act, the project assisted with the update, layout, proofreading and printing of the Act and relevant regulations, and provided copies of the Act and regulations to every county and city’s environmental protection bureaus and relevant agencies, so that relevant government agencies can understand the latest updated information on management of toxic chemicals. In order for trainees taking part in the "Professional and Technical Management Personnel for Toxic and Concerned Chemical Substances" training course to fully understand their duties and work ethics, regulations related to the Toxic and Concerned Chemicals Control Act and Taiwan’s chemical management policy and relevant international development and trends, a set of training materials were developed focusing on the practical applications of the course’s contents to the trainees’ actual work.
