This project, which is choosing seven different inspection areas of the Gaoping River from the upper reaches of Liling Bridge at Dashu to the estuary at Lin-Yuan. The statistical project is currently implemented in June 109 and a total of 143 inspections have been completed. The bare areas of Gaoping Creek are mainly concentrated in the river sections of Dashu and Daliao District. There was no river dust incident in Kaohsiung City from June to November 108. However, there were 7 river dust incidents from February to June 109. Analyzing the air quality over the years, it is found that the annual average concentration of PM10 at five measurement stations, including Linyuan, Meinong, Daliao, Pingtung and Chaozhou has decreased year by year. In addition, the annual average concentration of PM10 continued to decline in 2019 and meets air quality standards.
The 7th River Management Office also implements the dust improvement method on the bare ground of Gaoping River every year based on the bare land analysis data provided by this project to reduce the area of exposed riverbed and reduce the dust phenomenon of the Gaoping River. In 2019, a total of 586.9 hectares of improvement related methods were implemented, such as: water, mulch method, straw mat mulch and planting of Pennisetum. During the implementation of this plan, a total of 3,146.87 kilometers of environmental cleanup was completed. The reduction of TSP reached 44.427 metric tons and the reduction of PM10 reached 8.182 metric tons. The dredging project along the Gaoping River was also promoted to clear 3,636 kilometers of roads to avoid the impact of secondary winds.
In 2019, this plan will focus more on the promotion and improvement part, and realizes that the action should start with education. The promotion targets are divided into three parts as follows(Due to the impact of the COVID-19 pneumonia epidemic, some campuses, districts, and open-air burning of agricultural waste promotion sessions have been suspended).
(1) The first part is for teachers and students of elementary and middle schools along the Gaoping River. For schools that have a serious impact along the Gaoping River, 4 sessions are planned for this year, and a total of 1 session of the Gaoping River campus self-protection publicity instruction The number of participants reached approximately 152.
(2) The second part is the district along the Gaoping River. The planning and selection of the districts along the Gaoping River that are vulnerable to the daily dust incidents of the river will handle 2 sessions of the district dust protection, promotion and explanation meeting, and a total of 1 session will be selected. In Mino District, the number of participants reached approximately 250.
(3) The third part is to participate in large-scale environmental protection activities and set up booths for publicity. This year plans to handle 3 sessions, but a total of 4 sessions are selected. World Water Quality Day, resource sustainability activities, subsidy for merit, beach cleaning activities, etc. Environmental protection activities were promoted, and the number of participants reached approximately 441.
In addition, this plan cooperates with the Environmental Protection Agency’s assessment to provide an additional 5 sessions of "Agricultural Waste Open Burning Prevention and Control Promotional Seminars". Currently, there are 2 sessions held in Daliao District and Mino District, with a total of 277 participants. The content of the promotion mainly focuses on the current situation of air pollution prevention and control and a brief explanation of the laws and regulations. It is hoped that through the meeting, farmers will not be encouraged to burn agricultural waste in the open to maintain air quality and avoid penalties for violations.
