固定污染源空氣污染物連續自動監測設施輔導管制及數據檢核管理計畫
| 中文摘要 | 固定污染源空氣污染物連續自動監測設施(Continuous Emission Monitoring Systems, CEMS)可即時且連續監測排放管道空氣污染物排放情形，公私場所可透過空氣污染物排放情形，檢視其防制設備操作狀況，主管機關可同步監控轄區內固定污染源空氣污染物排放情形，社會大眾亦可藉由即時公開資訊平台，了解全國大型固定污染源空氣污染物排放狀況，達成自主、管理及監督之共同願景。 為提升整體CEMS管理，本年度主要工作重點包括：(1)協助完成固定污染源連續自動監測設施（CEMS）相關法規修正發布後之技術性管制規範文件，完備整體監測管制措施，落實管制作業一致化；(2)協助評析污染源排放特性，輔導公私場所進行空氣污染物減量工作，並掌握各批次公私場所CEMS監測設施改善作業；(3)協助提升地方環保局CEMS管理及查核能力，擬訂審查原則供地方環保局執行參考，並協助掌握地方環保局輔導管制成效；(4)協助管控CEMS監測數據連線傳輸及落實電子化申報平臺作業，並完成公私場所異常操作與資料缺漏之通報作業，俾利掌握全國CEMS監測數據狀況。 環保署於本年度4月12日修正發布「固定污染源空氣污染物連續自動監測設施管理辦法」（以下簡稱CEMS管理辦法），針對可立即採行且具各界共識之管制內容進行第1階段法規修訂，以提升CEMS監測數據之可靠度及強化相關查核管制能力。後續藉由執行公私場所設置與連線輔導、鍋爐與水泥業輔導、鍋爐汽電共生程序及蒸汽程序之污染源輔導、訊號平行比對測試查核作業，了解第1階段法規公告後公私場所操作執行及地方環保局之管理情形，與第2階段草案規範未來執行及管制問題。 綜合彙整公私場所輔導問題後，已協助環保署修正第2階段草案規範，著重提升管制量能、強化數據計算管理、數據品保品管規範及落實數據狀態管制之4大方向，並於10月15日預告修正第2階段CEMS管理辦法草案，於11月6日召開研商會，說明第2階段加強管制措施，並聽取各界意見，使法規修正作業更貼切實際操作與管理。另配合法規修正加強資料管制，整合CEMS電子化申報平台，配合法規修正擴充管理系統相關功能，介接環保局之公私場所基本管制資料，強化全國資料管制之即時性與正確性。 | ||

The project of CEMS counseling control and data inspection management of the stationary source.
| 英文摘要 | The Continuous Emission Monitoring Systems (hereinafter referred to as “CEMS”) of the stationary sources can immediately and continuously monitor the air pollutant emissions from discharge pipes or stacks. Public and private places can check the operation status of their preventive equipment through air pollutant emissions. Simultaneous monitoring of air pollutant emissions from stationary sources within the jurisdiction can be realized by the public through real-time information platforms to understand the state of air pollutant emissions from large stationary sources across the country, and achieve a common vision of independence, management and supervision. In order to strengthen the management mechanism, the major tasks in this year include: 1. assisting the Environmental Protection Administration Executive Yuan (hereinafter referred to as “EPA”) to revise relevant rules and technicality regulations document of CEMS after the CEMS’s management rule announcement¸ to harmony with relevant legal institutions promote and integrity the CEMS regulatory regime; 2. Assisting EPA to estimate and analysis the emission characteristics of stationary sources and coach the public and private places to reducing the emission pollutants and grasp the CEMS instrument improve operations of each batch controlled objects; 3. Upgrading the local Environmental Protection Bureaus (hereinafter referred to as “EPBs”) capability of CEMS management and audit and draft the review principle for EPB referral and have in hand of the outcomes of guidance and assistance of EPB; 4. Assist in controlling CEMS monitoring data transmission and implementation of electronic filing platform operations and achieving the announcement of abnormal operations and missing data in public and private places and favorably grasp the status of national CEMS monitoring data. The EPA issued the first amendment to the CEMS management rule on April 12, this year. The phase 1 regulation revised against the regulatory content that can be adopted immediately and has consensus from all industrial circles and to improve the reliability of continuous automatic monitoring data and strengthen relevant inspection and control capabilities. In order to realize the status of operation execution for factory and management for EPBs after the first phase regulatory bulletins and the problems of managements and future execution for the second phase regulatory bulletins, we follow-up by executing the guidance and assistance of CEMS set up and data transformation, boiler and cement industry, pollution sources of boiler steam-electricity cogeneration program and steam program, and signal parallel comparison test audit. After comprehensively arranging public and private place counseling questions, it has assisted the EPA to revise the second phase of the draft specification, focusing on improving the control capacity, strengthening data calculation management, data quality assurance quality control specifications, and implementing the four directions of data status control. On the 15th October, the draft amendments to the CEMS management rule for the second stage were announced in advance. A research conference was held on November 6th to explain the strengthening of control measures in the second stage, and to listen to opinions from various circles to make the revision of the laws more practical and management. In addition, it has strengthened data control with the amendment of laws and regulations, integrated the CEMS electronic reporting platform, expanded related functions of the management system with the amendment of laws, and interfaced with the basic control data of public and private places of the Environmental Protection Bureau to strengthen the timeliness and correctness of data control across the country. | ||
