固定污染源燃料現況調查及管制策略推動暨資訊公開規範研訂計畫

中文摘要 本計畫目標設定之工作內容分類為「研擬燃料成分與混燒規範」、「擬訂易致空氣污染物質管理規範」、「固定污染源資訊公開與復工規範」及「固定污染源管理資訊公開平台」等四大類工作項目。針對各項工作項目內容摘要說明如下: 一、研擬燃料成分與混燒規範 收集國際間成分標準、混燒管制相關法令、技術文件,提出我國燃料成分與混燒管制相關建議,包含環保署、能源局、工業局等部會之燃料成分管制規定、混燒試驗結果,擬訂我國固定污染源燃料成分管制標準草案,分析我國不同污染源類型、燃料使用、排放標準現況,訂定燃料、輔助燃料混燒標準草案,此外,篩選固定污染源燃料使用對象,進行固體燃料、液體燃料替換之實廠輔導改善作業,擬訂50件次名單後執行固定污染源燃料使用查核作業。 二、擬訂公告易致空氣污染物質及管理辦法 評析與篩選易致空氣污染物物種,收集國內外使用現況、原物料替代技術現況,研擬公告易致空氣污染物質及易致空氣污染物質使用之申請、審查、核發、申報之管理辦法,並擬定執行50件次固定污染源易致空氣污染物物種使用查核作業。 三、固定污染源資訊公開與復工規範 因應空氣污染防制法修訂,持續擬訂固定污染源管理資訊公開及工商機密審查管理辦法,108年2月18日完成草案預告,108年8月5日及8月7日辦理研商會議,於108年10月21日完成發布「固定污染源管理資訊公開及工商機密審查辦法」,建立固定污染源資訊公開規定之作業問答集,作為地方主管機關、公私場所作業執行之參考,以降低執行之衝擊。 收集近年公私場所固定污染源申請復工之案例內容,釐清爭議案件問題納入資訊公開、民眾參與、試車檢測前7日通知主管機關到場進行監督檢測及停止試車等機制,修訂公私場所固定污染源復工申請及評鑑管理辦法,於108年6月5日預告,並於108年8月5日及8月7日辦理研商會議,109年1月31日完成發布。 四、固定污染源管理資訊公開平台 新增擴充資訊公開平台功能,公開公私場所許可申請文件及環保機關核准定文件,包括空氣污染防制計畫、空氣污染防制設施說明書、民眾意見、審查會議紀錄、空氣污染防制設施說明書及固定污染源設置與操作許可證內容、突發事故緊急應變措施計畫、公開技師查核及懲戒、專責證號撤銷、檢測機構查處資料,協調各項資料來源單位開發資料串接及排程功能,依資料性質設計提供公開查詢功能。 因應燃料與易致空氣污染物質源頭管制策略推動,開發燃料與易致空氣污染物質線上申報系統,提供應申報名單維護、線上申報、審查、通知補件及補件功能。
