108年度中區水庫水質治理前瞻管理計畫

中文摘要 本團隊完成永和山水庫12點次補充調查,並完成調查蘭潭水庫集水區與入庫溪流之背景資料及規劃採樣蘭潭水庫及蘭潭水庫上游集水區-仁義潭水庫周邊及八掌溪之採樣點位,共計15點位,針對蘭潭水庫周邊及上游集水區-仁義潭水庫點源及非點源皆有對應點位,期間採樣達128點次,利用零維水庫總磷模式(Vollenweider)進行蘭潭水庫污染熱區分析,根據熱區調查與考量污染流達率,初步建議仁義潭水庫與蘭潭水庫之間的引水渠道進行淨水設施的搭建,亦或是強化竹山堰通往仁義潭水庫之引水渠道的淨水設施。此外,本團隊蒐集了中區水庫總磷污染熱區分析之計畫或研究報告。 本團隊賡續106年與本土廠商共同研發之結合生物除氮與電解鐵單元之生物去氮除磷合併式淨化槽研究,進行長效性測試,由107年9月中開始試車至108年5月初,試驗於第四階段已達到預期目標總氮(TN)<10 mg/L及總磷(TP)<2 mg/L;此外,本團隊協助評估合併式淨化槽納入預鑄式建築物污水處理設施審定登記評估,評估結果為若備妥相關資料及完成功能測試,合併式淨化槽可以取得預鑄式建築物污水處理設施審定登記。本團隊於108年11月07日會同署內長官一同至湖山水庫細部設計案之場址現勘,並於108年4月24日及108年10月15日至內湖污水處理廠及大溪順時埔進行合併式淨化槽現勘,並進行現勘報告之撰寫。自走船部分,本團隊已將過去之成果彙整完畢,完成相關推廣資料之撰寫。 本團隊分析中區水庫及入庫溪流水質監測成果,依據分析結果,發現現行水庫水質管理指標卡爾森指數(CTSI)之計算方式容易高估水庫優養化潛勢,為了持續檢討環保署現行水庫水質管理指標(卡爾森指數(CTSI))之適宜性,並提出CTSI值建議修正之計算方式,於民國108年5月29日假環保署會議室辦理「國內民生水庫水質管理指標修訂」專家諮詢會;協助署內建立水質異常追蹤管考機制,並針對107年度優養化水庫及金門地區水庫提出改善策略及召集利害關係人開一場次研商會議。 另本團隊依據財團法人成大研究發展基金會研擬代表性湖庫採樣點有四大建議原則,進行中區水庫及入庫溪流水質採樣地點之代表性檢討。 本團隊追蹤及彙整前瞻水庫計畫執行成果,製作懶人包提供機關更新前瞻水庫資訊公開網頁,並協助擬定110年加強水庫集水區保育治理計畫之工作計畫書。

The Plan of Water Quality Forward-Looking Comprehensive Management for Reservoirs(Middle District)

英文摘要 Our team has completed the twelve times investigation of Yungheshan reservoir, the investigation was carried out for the background of the catchment and inflow stream of Lantan Reservoir and water quality of reservoir. The sampling plan has fifteen sampling points around Renyitan Reservoir, Lantan Reservoir, and Pa-chang River. According to the analysis result, it shows the point pollution sources and non-point pollution sources can be defined roughly. During the sampling period, we used the Vollenweider model to analysis the pollution hotspots in Lantan Reservoir and finished 128 times sampling. By the investigation of pollution hotspots and the pollution Concentration Ratio (Delivery Ratio), we suggested that building the water purification facilities in the headrace channel between Renyitan Reservoir and Lantan Reservoir. Intensify the ability of water purification facilities in the headrace channel between zhushan weir and Renyitan Reservoir. Our team has collected the analysis result reports or study references of pollution hotspots of TP in middle Taiwan. We have extended the cooperation with a local company, it was communicated about the research on combined purification tanks based on biological nitrogen removal and electrolysis units for removing nitrogen and phosphorus and performed the long-lasting test By the test results, at the fourth stage of test, it was achieved the expected purpose that TN<10 mg/L and TP<2mg/L. In addition, we also supported to assess the combined purification tank using in the wastewater treatment facilities at the precast building. If the evaluation result had the completed relevant information and the function test, the combined purification tank could get the permit to use in the precast building. On 2019 November 7, we went to the Hushan Reservoir with the director of the department for a site survey. Moreover on 2019 April 24 and October 15, we went to the Neihu wastewater treatment plant and Daxi Shunshipu for the combined purification tank test. The part of an automatic boat, we have collected and organized the results we have performed, and wrote the promotional copywriting. According to our analysis results, the water quality management method (CTSI) have been used is easier to overestimating the potential of Eutrophication. In order to check the current method EPA uses is suitable for the Reservoir management, we have proposed a calculation method for CTSI value correction; it was held an Expert consultation for revising the management of domestic water quality indicator on May 29, 2019. In order to assist EPA in setting the abnormal water quality tracking system, and to propose the improvement strategies for the 107 annual‘s Eutrophication Reservoir and Reservoirs at Jinmen and also hold a conference of businessmen for stakeholders. Furthermore, according to the major four rules of NCKU Research and Development Foundation for the representative lake and reservoir sampling points, our team reviews the representative points at the Reservoirs in middle Taiwan and the inflow streams. We have tracked and aggregated the results of Forward-Looking Infrastructure in Reservoirs, produced the lazy packages to provide agencies updating the information about Reservoir for the Forward-Looking Infrastructure on the website, and assisted to frame the 110 annual’s plan for strengthening the work of protection and management at catchment of Reservoirs.
