108年-109年嘉義縣空氣品質感測物聯網發展布建計畫

中文摘要 本計畫推動工作包含於嘉義縣轄內鄉鎮市與鄰近縣市交界處布建200台感測器、進行縣轄內300台空氣品質感測器數據品質管理及巡檢維護工作、提供空氣品質感測物聯網感測數據資料上傳且有效資料完整率達90%以上、運用感測物聯網大數據分析,掌握空污熱區及辦理空氣品質及空氣污染認知宣導會,提升民眾環保意識等作業。計畫於執行期間於108年11月完成100台汰換既有感測器之更換作業,於109年2月15日完成200台感測器布建,感測器監測數值依據規範同步上傳至環保署IOT平台。針對感測器之維護巡檢,比對查核作業自108年12月份開始,109年11月底前完成兩次300點之比對作業。針對監測數值應用及污染事件追蹤作業,污染熱區以頭橋工業區及民雄工業區較為顯著,經由數據分析及高污染區域之稽查、巡查作業,共計告發裁處7件次,裁處金額56.54萬元。針對計畫後續推動之建議:(1)感測器對露天燃燒、營建工地、餐飲油煙等逸散性污染來源之感測具成效,若稽查、巡查管制能量能即時接軌,可有效發現污染情事進行適時的處置。(2)相關專案計畫間之橫向聯繫主要仍仰賴平日的自主交流,建議可提高感測器監測資訊平台的使用率、回饋意見的統整及改善、提高各計畫對感測器監測資訊的認知後,逐步強化橫向聯繫的功能。

2018 - 2019 Chaiyi County air quality sensors IoT deployment project

英文摘要 The work contents of this project which including:(1)Deploying 200 sensors in Chiayi county. (2) Inspected and maintained existing 300 sensors in Chiayi county. (3)To monitor the data quality assurance and make sure the effective data uploading rate being over 90%. (3)Using data analyzing to find the hotspot of air pollution. (4)Conducting the dissemination events and education training in order to improve the environmental awareness of citizens. During the working period of this project, 100 air quality miniature sensors had been eliminated and updated to new ones before November, 2019. 200 air quality miniature sensors had been deployed before February 15th,2020. All data had been uploading to the IoT platform. Alll sensors had been inspected and maintained from December 2019 to May 2020. Regarding the monitoring data analysis and applications, Minxiong and Touqiao Industrial parks were found to be the mainly air pollution regions. Based on the results of data analyzing and audit, about 7 violations had been determined and the fine amounted was 565,400 NTD. Recommendations for follow-up promotion of this project are: 1.Air quality sensors detected the emission sources effectively such as open-air combustion, construction sites, cooking fume, etc. By inspection or patrol control immediately, detecting pollution event can be treat properly. 2.By enhancing awareness of sensor monitoring information in various projects, increasing the utilization rate of sensor monitoring information platform and summarizes the feedbacks can increase the relationships with others projects and enforce the monitoring data application.
