108年限制產品過度包裝及重金屬源頭減量推動及規劃專案工作計畫
| 中文摘要 | 本計畫執行期間自１０８年４月２２日起至１２月３１日止，相關成果包括： （一）蒐集及研析聯合國、歐盟、美國、韓國、日本、德國、英國、法國和中國大陸等，關於產品包裝、網路購物物流包裝減量及重金屬源頭減量之管理資訊。參考歐盟、美國、中國大陸、日本、韓國有關限制產品過度包裝相關法令及管理機制，提出建議及說帖；建議由包裝廢棄物減量、材質單一化以及使用再生料、循環箱等三個面向持續檢討修訂我國產品包裝廢棄物管理。 （二）協助規劃及研擬管制公告等法規檢討工作，協助完成「限制產品過度包裝檢驗收費標準修正實施，以及研擬限制產品過度包裝與含汞產品之相關管理法規修正建議。 （三）協助限制產品過度包裝及重金屬源頭減量相關措施調查統計；協助完成訂定網購包裝減量指引，推動網路購物相關產業２６家簽署綠色協議，輔導網路購物相關產業自主進行網購物流運輸之包裝重量、材質種類等之減量作為。 （四）完成包裝檢驗及市場抽查達到４００件，透過抽查疑似不合格案件移送地方主管機關進行現場稽查而能進行實務交流、達到中央與地方之良好分工；辦理１場次限制性產品過度包裝減量宣導會、完成５式文宣品設計，使業界與一般民眾明瞭限制產品過度包裝與網路購物包裝減量措施。 | ||

The planning and promoting project for over-packaging of products and heavy metal source reduction 2019
| 英文摘要 | The implementation period of this project is from April 22 to December 31, 2019. Relevant results include: (1) We have collected and analyzed management information on product packaging, online shopping transport packaging reduction, and Source reduction of heavy metals in the United Nations, EU, USA, Korea, Japan, Germany, UK, France, and China. We have also referred to the EU, the United States, China, Japan, and South Korea restrictions and management mechanisms for product excessive packaging restrictions to make recommendations and position paper; It is suggested that the management of product packaging waste of our country should be continuously reviewed and revised from the three aspects of reduction of packaging waste, simplification of materials, encouraging recycled materials and reuse systems of packaging. (2) We have assisted in the planning and development of regulatory announcements such as regulatory review, in the implementation and revision of “Fee-charging Standards for Compliance Test of Excessive Product Packaging Restriction”, have formulated recommendations for excessive packaging restrictions. We have also revised relevant management regulations for mercury-containing products. (3) We have assisted in excessive product packaging restrictions and the reduction of heavy metal source reduction of relevant measures to investigate and statistics, have completed the establishment of online shopping packaging reduction guidelines, and have promoted 26 online shopping-related industries signed green agreement signed the green deal, counseling online shopping-related industries to take the initiative in carrying out reductions in packaging weight and material types for online shopping logistics. (4)400 packaging inspections and market spot checks have been completed. Through spot checks of suspected unqualified cases and transferred them to local authorities for on-site inspections to enable practical communication and achieve a good work division between the central and local governments; conducted one session of propaganda of over-packaging reduction of restricted products and completed the design of 5 types of handout propaganda products, making the industry and the general public aware of measures to limit over-packaging of products and reduction of online shopping packaging. | ||
