108年度「執行汽機車污染新車型審驗專案工作計畫」
| 中文摘要 | 本計畫為我國汽油汽車與機車新車排放管制之重要關卡，主要工作是協助主管機關執行汽油汽車及機車新車排氣污染車型合格證明相關業務之申請文件審查作業，包含車型審驗、品質管制一致性、耐久測試及車上診斷系統等審查工作。 新車排放管制業務車型審驗，2019 年統計共計有汽油汽車359,359 輛、機車788,159 輛採新車型審驗合格證明方式辦理，另有13,889 輛國外使用中汽油汽車及314 輛機車採逐車測試方式辦理。在新車型審驗中，完成審查核定汽油汽車420 件、機車387 件審驗合格證明及2 件退件，其中汽油汽車116 件、機車137 件為新引擎族申請，其餘則為既有引擎族的沿用、延伸及修改申請，而汽、機車測試認證值皆符合排放標準值。 受理審查以引擎族(Engine Family)之新車耐久測試計畫，2019 年統計共21 個引擎族申請耐久計畫，其中七期車有6 個引擎族；申請全里程共14 件，申請縮短里程7 件已完成里程累積並已核發劣化係數，並已執行24 次的耐久測試查核工作，車上診斷系統(OBD)測試計畫汽油汽車受理15 件已完成審查，機車已完成審查8 件。 新車型排氣合格證明及量產車排氣的品質一致性統計，2019 年統計共廠商新車品管測試汽油汽車有1,997 輛其中同1 輛車2 輛次測試不合格，機車有1,537 輛其中有2 輛不合格，皆已完成不合格車輛原因說明、改善並完成合格測試。 審驗作業系統之電子收費系統已於2 月25 日上線及汽車六期污染管制審驗合格證明管理系統已於6 月14 日上線，以完備國內新車排氣管制項目，業者說明會分別於3 月26 日於上午及下午召開汽、機車各1 場及代理商公及車輛公會各1 場汽油車使用中車輛管制說明會，提供業者與審驗單位及主管機關進行交流與溝通，並提供業者友善的使用申請環境與諮詢服務。 最後，考量國內自汽油汽車四期及機車六期也分別導入OBD 設置規定，同時也收集世界各國OBD 執行現況及應用管制措施，針對國內未來即將導入之OBD 使用效能(In-Use Performance Ratio, IUPR)規範，研析國內車輛車輛OBD 系統執行現況，探討系統資訊之可應用於管制需求內容格式資料，提出未來國內車輛定檢增加OBD檢測之可行應用方案，以作為主管機關擬定政策參考。 | ||

Implement new gasoline automobile’s and motorcycle’s emission certificate
| 英文摘要 | This project is one of the major emissions control measures for new gasoline automobiles and motorcycles in Taiwan. The main task for this is to assist the competent authority to implement new gasoline automobile’s and motorcycle’s emission certificate related applications and verifications, which include: Vehicle model certification, Conformity of Production, Durability tests and On-Board Diagnostics (OBD) related verification tasks. As to the new vehicle model emission certificate verification task; in 2019, there were 359,359 gasoline automobiles and 788,159 motorcycles adopted the new vehicle model certification process and other 13,889 foreign used gasoline automobiles and 314 foreign used motorcycles adopted the individual testing certification process. For new vehicle model certification, 420 applications for gasoline automobiles and 387 applications for motorcycles were completed the verification and being issued the certificate; 2 applications were returned, within which 116 gasoline automobiles and 137 motorcycles belong to new engine family applications, others belong to existing engine family carryover, extension or modification and for all the certified automobiles and motorcycles, their testing emissions are comply with the emission standards. As to the new vehicle durability test plan applications for engine families, in 2019, 21 engine families applied for durability test plan and within which 6 engine family vehicles in compliance with the Stage 7 emission standards; 14 applications for full mileage testing and 7 applications for shorten mileage testing, all of them were comp leted mileage accumulation and being issued the deterioration factors; 24 durability testing check were implemented; as to the OBD testing plan, 15 applications for gasoline automobiles and 8 applications for motorcycles were finished the verifications. As to the Conformity of Production (COP) task for new vehicle model certifications, in 2019, 1,997 automobiles were performed the COP testing and within which one automobile failed the test twice; 1,537 motorcycles were performed the COP testing and two motorcycles failed the test; all the causes for failing the test were being explained, improved and the retest were performed and passed. The electronic fee collection system for certification process were available for online service on February 25, 2019 and the automobile Stage 6 emissions control certificates management system were available for on-line service on June 14, 2019 to complete the implementation of control measures for new vehicle exhaust emissions; description meetings for automobile and motorcycle stakeholders were being held respectively in the morning and in the afternoon on March 26, 2019; description meetings for in-use gasoline vehicle emissions control measures were held for Taipei Automobile Distributors Association and for Taiwan Transportation Vehicle Manufacturers Association respectively to provide communication and discussion opportunities for vehicle stakeholders, competent authority and Certification organization and also provides application friendly environment and consulting services for vehicle stakeholders. Finally, consider the introduction of OBD requirements since Stage 4 emission standards for gasoline automobiles and Stage 6 emission standards for motorcycles; referred to current status of implementation and control measures in the world; take into consideration of future introduction of In-Use Performance Ratio (IUPR) for OBD; study current implementation status for the OBD system in Taiwan to investi gate the applicable content format for system information to meet the emissions control needs and to propose a viable plan for the competent authority to add OBD inspection in the vehicle’s periodic inspection as the reference for future policy setting. | ||
