108年度廢乾電池及廢照明光源回收處理體系管理及策略研擬專案工作計畫

中文摘要 本計畫執行期程為108年1月18日至12月31日,乾電池方面已蒐集調查穿戴式裝置、3C產品及移動(車用)/固定儲能系統用電池(二次鋰電池)之相關資訊;照明光源方面已調查彙整LED照明及OLED照明之應用範圍及市場趨勢,作為國內回收處理管道及責任業者申報資料完整性之檢討。30組各類鈕扣型電池及40組市售照明汞含量已完成檢驗,其中1組鈕扣鋅空氣電池汞含量偏高,並針對照明單位重量汞含量提出調整建議,車用動力鋰電池及LED照明已完成組成成分分析供資源化處理參考。另就乾電池單位回收清除處理成本更新並估算提出費率修正草案,規劃不同種類二次鋰電池差別補貼費率及再生料高值化分級補貼費率模式;LED照明依資再比分級補貼費率草案已於8月公告實施,並提出徵收費率調整建議。廢照明光源流布調查已回覆且問卷屬有效者計7家回收處理業,其回收量占比達76%;廢乾電池依據過去流布調查結果及民眾3C產品(含二次鋰電池)囤積行為調查分析,已研擬提出6項提升回收成效策略。有關電弧爐處理廢乾電池,目前嘉德創公司向地方單位申請事廢許可展延中,另台灣鋼聯公司預計提出第2次環差申請,新增廢乾電池處理項目。為掌握後續車用二次鋰電池回收量及流向,規劃要求責任業者(電動汽、機車商)申報相關資訊。本計畫參酌過去及回收商/清潔隊輔訪調查結果,針對回收階段之民眾、運送階段之清潔隊與回收商、貯存階段之回收商與處理廠規劃相關防破作為。販賣業者廢乾電池回收宣導活動於4/29~5/12由國內2大連鎖便利超商(統一超商及全家便利商店)協助辦理完成,以回收抵消費加碼模式吸引民眾回收。未登業者查核經由網路、實體商店及海關篩選已完成第一~四季共43家未登責任業者調查,其中33家確認為未登業者並已輔導登記。另持續追蹤101~107年回收處理技術創新研發補助計畫成果,6/24並於集思台大會議中心完成成果發表會辦理,參與人數達125人以上。

Management and Tactics Proposing for the Collection and Recycling systems of Waste Batteries and Waste Lamps

英文摘要 The project period was from Jan18, 2019 to Dec 31, 2019. The information of secondary Lithium batteries for wearable devices, 3C products, mobile (electric or hybrid vehicles) and stationary energy storage system, and LED lamps and OLED lamps had been investigated and analyzed for the evaluation of collection and recycling system and the submitted data completeness from the responsible producers. 30 button cells and 40 lamps had been sampled and tested. 1 Zn-air button cell’s mercury content was on high side among them. Also suggested the unit weight of Hg for specific lamps should be adjusted based on the test results. The composition analysis of 5 electric motorcycles’ batteries and 10 LED lamps had been tested for resource recycling references. The unit costs for collection and recycling of batteries were reviewed and the draft of levy and subsidy rate was proposed. Also proposed the different subsidy rates for different secondary Lithium batteries types (LCO, NCM, LPF) and the differential subsidy rate mode for raising the recycled materials’ value of secondary Lithium batteries. The draft of LED differential subsidy rate (based on recycling rate level) had been passed and announced in August. And the project suggested the future adjustment of LED levy rate. The investigation of waste lamps distribution already received 7 collectors/recyclers’ replies (valid survey). The collection volumes proportion of these collectors and recyclers was over 76%. Based on the past investigations of waste batteries distribution and the survey for hoarding effect, the project suggested 6 strategies for improving the collection performance. By recycling waste batteries with the arc furnace, the waste treatment plant Katec Creative Resources Corp. is still applying the extension of its industrial wastes disposal permit to local authority. Another waste treatment plant Taiwan Steel Union Co.,Ltd. planned to apply the second environment impact assessment report covered adding waste batteries as one of its treating item in the future. In order to get the information of collection channels and volumes for waste Li batteries used by electric motorcycles and vehicles, the responsible producers (electric motorcycles and vehicles producers) should be required to report the related data by suggestion. According to the investigation results of past and the collectors/municipal cleaning crews, the project proposed the breakage prevention strategy for consumers in collection stage, municipal cleaning crews and collectors in transporting stage, collectors and recyclers in storage stage. The waste batteries collection campaign had been assisted and held by the 2 chain convenient stores (7-11 and family) from 29th April to 12th May. The attracting point for consumers was that the waste battery collection can deduct the price for shopping. 33 unregistered entities had been inspected through the web, retailers and screened list of customs from the first to fourth quarter. EPA will continue to pursue the recycling fees those entities should submit. The project kept tracing the 2012 to 2018 achievements for subsidizing the inventing and researching of regulated recyclable wastes collection and recycling. The exhibit and conference had been held in NTU Convention Center on 24th June. The number of participants reached 125.
