Since 2011, the Environmental Protection Administration has coordinated the Water Resources Agency, the Council of Agriculture and local governments to jointly handle fugitive dust prevention and control work, defining the division of powers and responsibilities, work content, and improvement objectives, etc. between the ministries and departments. The Executive Yuan approved the "Prevention and promotion to improve river dust project of Zhuoshui River (2012-2015)" in 2013, the "Air Pollution Prevention and Control Action Plan" in 2017, and the "Air Pollution Prevention and Control Action Plan (2020-2023)". Through these series of action plans, the Water Resources Agency continues to carry out riverbed bare land improvement works in various rivers every year. In 2019, a total of 223 hectares of green coverage, 1,282 hectares of water coverage, and a total of 571 hectares of other coverage and treatment were handled in various rivers. The cumulative improved area was about 2,076 hectares. The Forestry Bureau, Council of Agriculture planted new and maintained existing windbreak forests, performed protection forest gap repalanting, and protection forest restructuring, and expanded the afforestation area. In 2019, a total area of 280 hectares was handled, and the area of riverbed bare land was greatly reduced.
This project collects and evaluates domestic and foreign fugitive dust reduction methods, and proposes suitable and feasible methods according to the characteristics of various domestic rivers. 5 project meetings and 10 on-site surveys were organised. In addition, in cooperation with relevant units' on-site survey activities, via the meeting coordination platform, the project coordinated with the various units to define the division of labor before and after the flood season, various prevention and control methods, monitored the schedule of various works for locations prone to figurative dust, and review the effectiveness of the prevention and promotion to improve river dust project.
In conjunction with the "Environmental Protection Administration’s 2020 Sustainable Earth Year" activity series, this project organized the "You login, I plant Trees" online event, which was opened for login for 1,000 people. It aimed to promote the people to plant trees for air purification and beautify the environment, to show their love and protect Taiwan through tree planting. Moreover, green mulch work was carried out on the big sand dunes at the mouth of Zhuoshui River. Wind- and drought-tolerant Hibiscus Tiliaceus and Bayhops were selected for planting. The green cover area is about 2.04 hectares to reduce fugitive dust at Zhuoshui River.
Based on professional weather forecast data and judged by factors such as seasons and weather conditions, this project issues fugitive dust warnings for Zhuoshui River, Gaoping River, Beinan River and Liwu River 7-days, 3-days, and 1 day ahead as well as on the same day to river management agencies and local governments, for them to carry out preventive operations in advance.
Moreover, to focus on the Zhuoshui River basin where the fugitive dust problem is more serious, the Executive Yuan specially approved the "Zhuoshui River Dust Prevention and Improvement Action Plan" on April 20, 2018. Since the implementation of the action plan, the number of fugitive dust incident days at Zhuoshui River has reduced year by year. The number of incident days in 2019 is 29. In addition to achieving the target for 2019, compared with 59 incident days in 2017 and 50 days in 2018, the number of incident days has been reduced by more than 42%. This shows that the full implementation of various preventive measures can indeed effectively slow down fugitive dust.
In 2019, the annual average PM10 value recorded at each river's measuring station is decreased compared with 2018, indicating that the air quality in the area where the river is located has been improving year by year; with the value at Zhuoshui Mailiao station dropped by 21.1% and the Lunbei station dropped by 12.1%. In 2019, the number of river fugitive dust incident days in each river was lower than that in 2018; with the value at Zhuoshui river decreased by 42% (50 days in 2018, 29 days in 2019), the number of incidents days at Gaoping River and Beinan River was respectively 2 days. From January to September 2020, a total of 10 fugitive dust incidents days were recorded; with 2 days at Zhuoshui River and 8 days at Gaoping River. Although the total number of dust incident days has been reduced by 8 days compared with the same period in 2019, Gaoping River is experiencing the highest number of incident days in history, which requires attention.
