固定污染源有害空氣污染物減量推動及技術改善計畫

中文摘要 延續前期計畫架構,持續就有害空氣污染物、建物塗料及消費商品揮發性有機物含量管制等議題研析推動作業。於有害空氣污染物管制作業上,參採各界意見修正「固定污染源有害空氣污染物排放標準」(草案),完成因應空氣污染防制法規定之3項HAPs子法內容,並對氯乙烯及聚氯乙烯製造業完成7廠10製程之法規符合及改善狀況調查;對車體及零件製造業、膠帶製造業、聚氨基甲酸脂合成皮業等完成23家次調查及控制技術水準分析,提出相關管制及排放標準修正草案。於加油站管制作業,完成10站次加油站周邊大氣BTEX檢測作業,並進行加油站真空壓力調節閥功能測試、加油槍有/無氣罩、自助加油/人工加油之檢測,瞭解對逸散影響。於固定源有害空氣污染物管制工具上,提出排放量申報管理辦法及計算方法規定之修正草案,並以鍋爐發電程序為例,試算HAPs排放係數,亦完成「固定污染源有害空氣污染物環境濃度模擬工具」電腦版介面建置,並搭配提出系統使用手冊。為掌握我國HAPs濃度水準,解析民國105-107年特殊性工業區重要有害污染物物種與濃度,並解析近年來環境大氣中有害空氣污染物監測資料。針對塗料揮發性有機物管制作業,收集塗料低VOCs技術資訊,並建議應先調查之消費商品品項,做為後續推動參考。

Control of Hazardous Air Pollutants Emissions from Stationary Sources and VOCs from Consumer Products

英文摘要 Follow the framework of preliminary project, this project continues to analyze on 3 parts: to prepare the instrument of HAPs control of stationary sources, to analyze ambient levels for HAPs, and to develop the VOCs control tool for coating/paint and consumer products. During the project period, the drafts of emission standards for HAPs of stationary sources have been revised. Three regulations that related with HAPs control have established in accordance with the Air Pollution Act. The investigation of vinyl chloride and polyvinyl chloride manufacturer (7 factories, 10 processes) has completed to investigate the compliance and improvement. The HAPs emissions and control technology floor of vehicle body and parts, tape, and polyurethane synthetic leather manufacturing have completed, the draft regulatory and emission standard amendments are also proposed. For gas station VOCs control, we analyzed the BTEX ambient concentration around 10 gas stations. In order to understand the influence from fugitive sources at gas station, the tests to perform the function of the vacuum pressure valve, and refueling gun with or without hood have been conducted in this project, the diffidence of total VOCs concentration between self-service refueling and refueling by employee are also test. On the control tools of stationary sources, three draft amendments related to management and calculation for the reporting of emissions have proposed. The air toxics emission factors of boiler power generation process have calculated by follow the process that established by US EPA. The maximum ground level concentration modelling tool for HAPs (personal computer version) has been modified based on testers’ comments. The monitoring data of the special industrial parks of the year 2016 to 2018, and the ambient concentrations of organic air toxics from photochemical monitoring stations, and heavy metal, dioxins from monitoring projects were analyzed. For coating volatile organic matter control operations, collect technical information on low VOCs in coatings. Hair cosmetics and liquid cleaners were suggested as the items to do survey for VOCs content of consumer products.
