地面貯存設施土壤及地下水污染預防與調查示範計畫

中文摘要   鑒於近年發生地上儲槽嚴重污染地下環境品質事件,環保署透過辦理本計畫,瞭解國際管理趨勢、掌握基線資料及地上儲槽現況,並探討查證發現的污染洩漏原因,回饋擬定合適我國的地上儲槽系統管理策略,以作為未來行政管制與修法作業的參考。   本計畫研析國外地上儲槽法令與規範,並與目前我國現行法規進行比對,顯示我國應加強貯存物質的存量管理,同時納入地上儲槽系統洩漏的監測規定。另蒐集儲槽相關單位資料,依原物料來源與流通確認產業間供應鏈關係,並將貯存物質名稱正規化歸納為725種、編入CAS編號有442種、依GHS危害群組分類為202種;將事業地址正規化進行座標定位、參考其地籍資料與航照圖繪製廠區範圍、應用影像判識技術掌握其地上儲槽實際位置,並針對地上儲槽高密度區域,透過建置數值地表模型立體量測其槽體高度並估算容積,以建置6,300餘處事業名單基線資料,前述成果已匯入地下儲槽申報中心並建置相關查詢功能。   此外,本計畫制定現場勘查篩選原則的14項因子,並執行326處地上儲槽現況勘查與污染潛勢評估作業,並篩選8處高潛勢者辦理污染查證工作,發現其中3處土壤或地下水超過污染管制標準,分析其污染發生原因,並回饋完備後續管理策略。   綜上,本計畫針對地上儲槽未來管理,提出三項管理策略,包括落實防污設施、規範監測設備及完備列管程序,另辦理5場次研商會議,與相關利益單位針對前述策略進行研商,並依其意見提出因應對策。

Aboveground storage tank systems pilot project-pollution prevention management and investigation

英文摘要 The Environmental Protection Administration (EPA) implemented the project to understand the international management trends, to collect the baseline data as well as the current conditions of aboveground storage tanks (AST). EPA also investigated the causes resulting from the AST leakage for the purpose of developing Taiwan’s AST management strategies. The foreign AST laws and regulations were reviewed and compared with Taiwan’s current laws. The results indicated that the substance inventory management should be enhanced, and the leak detection and monitoring regulations of AST systems should be enforced. In addition, the AST data of different business sectors were established and the supply chain relationship between various industries were confirmed according to the source of raw materials and sales. Also, the substances were categorized into 725 types, in which there were 442 types with chemical abstracts service number (CAS number), and 202 types were classified according to Globally Harmonized System of Classification and Labelling of Chemicals (GHS) hazard group. Moreover, the addresses of business were normalized for coordinate positioning. The business areas were defined with reference to the cadastral data and aerial photos. The actual locations of AST were collected through the image recognition technology. Through the digital surface model and three-dimensional measurement, the height and volume of the tanks were estimated for the high AST density areas. Therefore, a baseline list of the 6,300 businesses was built. The aforementioned results were imported into the system of the underground storage tank reporting center with query functions Furthermore, 14 screening factors were formulated for the screening principle of the on-site survey, and the inspection of 326 sites of AST were completed, in which soil and/or groundwater investigation and verification were carried out for 8 sites and 3 of them were verified to be contaminated. As stated above, the 3 management strategies were established for AST, including implementing pollution prevention facilities, standardizing monitoring equipment, and completing management procedures. Besides, 5 meetings were held with related businesses/industries to collect their opinions on the aforementioned strategies.
