The aim of this project is to monitor toxic chemical substances transportation with real-time tracking systems on the motor vehicle, in order to conduct management and improve the efficiency of the adopting response when an accident occurs. The project focus on 6 aspect: (1) Evaluating and updating the system according to the revisions of Toxic Chemical Substances Transportation Management Regulations. (2) Enhancing the emergency notification systems to meet the needs of Emergency Response Team. (3) Improving the information transparency of the toxic chemical substances transportation among the Environmental Protection Bureaus. (4) Promoting the self-management work among transportation companies. (5) System operation and Information security work. (6)Developing and maintaining mobile version of transport manifest and mutual aid groups system.
In the aspect of improving the management of toxic chemical substances transportation and Information integrity, the project planed the assessment indexes for the toxic chemical substances transportation companies, developed Citizen Digital Certificate Login System for the users of the government official, promoting the APP system to the companies which transported small amount of toxic chemical substances according to the Toxic Chemical Substances Transportation Management Regulations, and establish external interfaces to meet the needs of management. Concerning the information needs of Emergency Response Team, the project developed the response procedure, designed notified objects, input phone numbers for the emergency notification system according to the new GPS specification, and planned the mechanism of excluding the misjudgment event. Otherwise toxic chemical substances transportation inspection should be enlarged, so the project developed function for the system according to the transportation inspection program, developed scoring function for the performance, and adjusted inspection rules according to the response of the Environmental Protection Bureaus. In the work of promoting the self-management among the transportation companies, the project not only conducting 3 operating Instruction meeting which advocating the transportation companies to keep the real-time tracking systems in normal operation and how to handle the exception, but also reminding the transportation companies to upgrade the GPS specification of the Annex 2 according to the Regulations.
