108年度 環工技師簽證案件查核專案計畫

中文摘要 行政院環境保護署辦理環工技師簽證案件查核,其目的在於了解簽證技師之簽證品質及缺失情形,進而督促簽證技師改進,以提升環工技師簽證品質,另自95年度起開始執行技師執業機構查核,查核重點為工作底稿。 水污染簽證案查核顯示最常出現缺失為:廢(污)水處理單元或污泥處理單元必要之設計或量測操作參數,其項目不符合環工學理,且未檢附可靠佐證資料者、廢(污)水處理單元或污泥處理單元之功能計算或質量平衡計算,不符合環工學理、簽證文件、工作底稿查核事項之登載內容與書件不符及廢(污)水處理單元之尺寸或材質,或污泥處理單元之規格與書件不符。 固定污染源簽證案查核顯示最常出現缺失為:空氣污染物排放量計算引用依據錯誤或估算方式錯誤、污染收集設施及防制設施之設計參數、操作參數、相關監控儀表及記錄未符合空氣污染防制法相關法規及工程學理、設計學理、經驗參數、設備處理效率或負荷容量及漏列或錯列製程單元、防制設備、排放管道(含高度、口徑及設置位置)。 土壤及地下水污染簽證案顯示最常出現缺失為:事業運作調查或歷史資料、申請文件完整性、確實執行簽證查核及事業污染源配置、用地範圍、佈點位置、採樣深度或運作情形(含歷史運作情形)。 已完成之查核案件缺失統計為:水污染簽證案第三級缺失5件,固定污染源簽證案第三級缺失1件。 此外,為了有效管制技師簽證業務,本計畫同時進行環工技師基本管理系統之規劃與建置工作,藉由網路管理系統提供各級環保主管機關了解技師基本資料、簽證狀況、接受查核結果及獎懲等紀錄,以落實技師簽證管考。並持續配合環保署業務單位及縣市政府環境保護局推動以網路傳輸方式辦理環保許可文件之申請制度,強化環工技師管理系統簽證紀錄提報及相關介接功能。

2019 Professional Environmental Engineer Certification Case Auditing Project.

英文摘要 The objectives of the Executive Yuan Environmental Protection Administration’s registered professional environmental engineer certification cases auditing program are to understand the quality and defects of certification cases processed by professional engineers. The results are used to improve the ability of the certification professional engineers, and to upgrade the certification quality. And, the implementation of the registered professional engineer organization auditing program has started since 2006. The auditing programs are focused on the inspection of worksheets. The most frequently appearing common defects in the water pollution auditing are: for the required design or measurement operation parameters of the waste (sewage) water treatment unit or the sludge treatment unit, these items do not meet the environmental engineering principles, and there are no reliable supporting evidence attached, the functional calculation or mass balance calculation of the waste (sewage) water treatment unit or sludge treatment unit do not meet the environmental engineering principles, certification documents, the reported contents of the worksheet not conforming to the original documents, and the sizes of waste (sewage) water treatment unit or the materials of the sludge treatment unit do not match the specifications. The auditing of the stationary pollution source certification cases shows that the most frequently appearing common defects are air pollutants emission calculations used erroneous or wrong calculation methods, the design parameters, the operation parameters, relevant monitoring instruments and records of the pollutants collection and control facilities do not conform to relevant regulation and engineering principles and design principles and experience parameters and equipment treatment efficiencies or loading capacity of air pollution control regulations, and omitted or misplaced processing units, control equipment, and discharge ducts information (including height, diameter, and equipment locations.) In soil and groundwater pollution certification cases, the most frequently appearing common mistakes are: company operations survey or historical data, completeness of application documentation, verification of the implementation of certification and the allocation of company pollution sources, land use, sampling points layout, sampling depth or operational conditions (including historical operations). The statistics of the defects of the completed audited cases are: five level three defects in water pollution certification cases and one level three defect in stationary pollution source certification case. In addition, to effectively control the professional engineer’s certification business, this program also carries out the planning and setting up of the basic management system for the environmental professional engineers. Through the internet based management system to provide the environmental protection authorities at all levels to understand the basic information of the professional engineers, certification situation, and accepting the results of auditing, and rewards and punishments etc. records, to implement the professional engineer’s certification management and auditing, and continue to cooperate with the business units of the Environmental Protection Agency and the Environmental Protection Bureau of the County and Municipal Governments to promote the application system for environmental protection permitting documents by means of internet transmission, and strengthen the notification and relevant interface functions for certification records.
