107年及108年度事業廢棄物申報流向管制工作及清理計畫書制度檢討專案計畫(第2年)
| 中文摘要 | 因應機關於106年至107年陸續公告事業廢棄物清理計畫書(以下簡稱廢清書)及事業廢棄物流向申報相關規範修正，以落實各項事業廢棄物管理工作，協助地方環保機關加強法令宣導，督促所列管事業維持廢清書及清理申報流向資訊正確性與合法性，故辦理本計畫。 計畫執行期間透過具有相關專業經驗之人員，如統籌人員協助辦理申報資料勾稽作業及廢清書現場訪視等作業，並將機關各項管理措施規劃中央與地方分工及推動成果統計等；並藉由專任人力協助各地方環保機關（除直轄市、金門縣及連江縣外）辦理輔導作業，以提升廢清書送審率、通過率及上網申報率等量化標的，進而強化產源責任之落實。 另為確保廢清書填報及審查品質，以作為後續流向勾稽應用，透過廢清書檢視及現況訪查作業，完善廢清書完整性與合理性，並將疑似異常移請各地方環保機關再行確認及輔導修正，適時匡正相關管理基線資料；同時提升縣市(除直轄市、金門縣及連江縣外)事業廢棄物上網申報率達97%以上、事業廢棄物清理計畫書檢具送審率達97%以上及審查通過率達95%以上。 期透過檢討與輔導提升作業，以健全事業廢棄物申報及管理資訊系統(IWR＆MS)資料庫事業基本資料之完整與正確性，以利各級環保機關對網路申報事業廢棄物流向之相關資料進行勾稽、比對、篩選、統計、稽查及流向追蹤管制。 | ||

The 2018-2019 Project to Review Both the Industrial Waste Flow Reporting Controls and the Industrial Waste Disposal Plans (2nd year)
| 英文摘要 | In response to the consecutive amendments to the regulations of the Industrial Waste Disposal Plan (IWDP) and the Industrial Waste Flow Report (IWFR) promulgated by the EPA during the years from 2017 to 2018, the Project was set up to realize the management of all kinds of industrial waste, to help local environmental protection agencies propagate the relevant regulations, and to urge the firms subject to controls to maintain the accuracy and legality of the data provided in their IWDPs and IWFRs. During the Project execution period, the experienced professionals like the coordinating personnel helped the firms in checking the data to be reported and conducting on-site inspection for the IWDPs. They also assisted the environmental protection agencies in the division of labor between the central and local entities, and summed up the results in promotion. In addition, dedicated personnel helped the environmental protection departments in all Taiwan’s cities and counties (except special Municipalities, Kinmen County and Lienchiang County) in providing counseling for firms to upgrade the quantified targets of their IWDPs reporting ＆ pass rates and the rate of reporting via the Internet, which would further highlight the source responsibility. Furthermore, to ensure the filling-in of the IWDPs, and their review quality for follow-up linking audits, we have inspected the IWDPs and conducted relevant on-site checks to improve the integrity and rationality of the IWDPs. We also have referred the suspected variances to the relevant local environmental departments for reconfirmation and counseling for correction so that such departments may opportunely correct the relevant management baseline data. Moreover, in all Taiwan’s cities and counties (except special Municipalities, Kinmen County and Lienchiang County), the online declaration rate has been increased to 97% or more, which also applies to the submitting rate of the IWDPs for review. And the pass rate after review has reached 95% or more. To improve the integrity and correctness of the basic data of the firms in the IWR＆MS database through reviews and counseling, the Project will, among other things, facilitate the environmental protection departments at all levels to conduct the linking audits, comparison, screening, summing up and checking of the relevant data provided in the online declarations of the industrial waste flows for further tracking and controlling. | ||
