To respond to the transformation of energy development, Taiwan is dedicated to enhancing the green energy development. The Office of Energy and Carbon Reduction, EY invited the Ministry of Economic Affairs and the Environmental Protection Administration (EPA) for meetings in which promotion and division of labor for the waste photovoltaic (PV) panels recycling mechanism were discussed, and it was decided that the EPA should formulate the mechanism for the waste PV modules recycling and disposal. Therefore, the work plan comes to being for the purpose of setting up the waste PV panels recycling and disposal system for the proper, future treatment of the decommissioned PV modules once installed.
During the plan execution, we have set up the waste PV panels recycling and disposal system, the standards for acceptance, and the mechanism for disposal auditing and fee collection. And through the “Waste PV Panels Recycling Management Information System”, we have also established a database covering the waste PV panels production source, recycling and disposal so as to reinforce the management on their flow. In the process of formulating the foregoing management system, our project office dispatched personnel to attend the EU-TW Circular Economy Seminar 2019 for imbibing the international experience and prepared three versions (for case sites and for the public) of leaflets concerning the recycling and disposal information. For this, we conducted two consultation meetings for experts and three sessions (one each for northern, central and southern Taiwan) of propagation to spread the relevant information to the general public.
For proper recycling and disposal of waste PV panels, the producers, after registering through the above-mentioned information system, have been assisted by our project office to contract with the disposal firm for the disposal date and audit work. Totally, 2,695.0 kilogram of waste PV panels were disposed up to March 27, 2020. During the disposal process, our project office has verified, one by one, the disposal system, acceptance standards, fee calculation, and audit work which is conducted based mainly on the module serial numbers and aided by the total quantity control on each case site, so we may propose rolling suggestions to make the systems further match the operation in practice.
