「執行柴油引擎汽車新車抽驗、使用中車輛召回改正調查測試及實車道路測試」專案工作計畫(第2年)

中文摘要 依據2019年12月交通月報統計,國內柴油車總數約有84萬輛,確保柴油車輛在生命週期中污染排放品質是政府重點施政工作之一。因此,行政院環保署依據空污法針對新車及使用中車輛進行污染排放管制,做為維護空氣品質的基礎。故本計畫於新車管制部份,配合法令執行審驗、品管及抽驗測試工作,以確保新車出廠之品質一致性,另外在使用中車輛管制部份,則是透過召回調查與實車排放研究,協助掌握排放控制的品質。 本年度完成執行27家車廠新車抽驗及各項品質管制查核等工作,稽查出1車型PN不合格(複測中),此外實施2車型使用中柴油車召回調查測試,驗證符合排放標準,協助確保量產車輛符合排放品質一致性要求,並協助6案國外自主召回改正追蹤與監測,以維護排放品質與消費者權益。另因應六期排放標準實施及協助加速淘汰老舊大型柴油車政策,完成柴油車審驗辦法、排放標準及使用中汽車召回改正辦法修訂及公告,落實污染管制效益。 同時參考國際NOx管制趨勢與配合國內高污染使用中車輛污染減量政策,投入動力站NOx檢測方法、PEMS實車道路調查與使用中車輛加裝DPF+SCR 污染減量效益研究。本年度(1)已建立1項以濃度法於全負載80%測試點之NOx快速檢測方法,未來可應用於SCR污染控制元件有效運作稽查;(2)執行4車次輕型及1車次重型柴油車PEMS實車道路調查,NOx-CF值測試結果為0.05~2.16,與前期計畫及國際ICCT調查結果相當,尚無顯著排放異常現象,同時國內已完備各車種六期實車道路測試能量;(3)經實車道路測試驗證加裝DPF+SCR污染效益於30~60km/hr車速區其最高NOx削減率可達65%,PM削減率可達99%。並建立後處理器耐久驗證程序與遠端監控技術,惟裝置成本較高且有尿素水成本,考量整體推動成本效益,以維持加裝DPF黑煙減量政策為重點。各項研究成果將提供作為政策管制應用策略工具,促使國內柴油車管理更臻完善。

Implementation project for New Diesel Vehicle Model Conformity of production, In-use conformity check and real-driving emission test(2nd years)

英文摘要 According to the monthly statistical report of vehicles in December 2019, there are around eight hundred and forty thousand diesel engine vehicles in Taiwan. To ensure the emission quality of diesel vehicle’s life cycle is one of the important subjects of government. Therefore, in order to protect the air quality, the Environmental Protection Administration of executive conducts the emission control policy of new vehicles and of in-use vehicles that is according to the Air Pollution Control Act. In this project, the first part of new vehicles emission control includes new vehicle certification, quality control and productive sampling tests which to ensure the emission quality is consistency. The second part of in-use vehicle emission control is through recall investigation and real-world driving test to monitor the emission qualities. In the current year, the conformity of the production of 27 vehicle manufacturers and inspection of vehicle quality control has been completed. There was one vehicle type did not pass the test which PN exceeded the emission standard (under the retesting process). Furthermore, in order to validate in-use vehicle emission and to assist the emission-quality to satisfy the requirement of conformity of production vehicles, the 2 vehicle models of in-use diesel vehicle recall investigations have also carried out. In order to keep the exhaust quality and the rights of the consumer, the six cases of recall in the foreign have been monitored and pursued. On the other hand, in response to the implementation of 6-stage emission standard regulation and to promote the policy of accelerating phase out old heavy-duty diesel vehicles, the “Regulations Governing Issuance, Revocation, and Cancellation of Emissions Certificate of Conformity for Diesel and Alternative Clean Fuel Engine Vehicles”, “emission standard” and “In-Use motor vehicle recall and correction regulations” have also been modified and announced. In the same time, to follow the trend of NOx emission control and policy of emission reduction of high-emitted in-use vehicles in Taiwan, the testing method of NOx emission in diesel vehicle emission inspection station, real-driving emission test by Portable Emission Measurement System (PEMS) and the benefit of emission reduction via in-used vehicle equipped with SCR+DPF system have been conducted in this project. This project has established some achievements as follows: (1) A quick testing method of NOx concentration emission at 80% full load that could be applied to the inspection of the effective operation of an SCR system ;(2) We completed the real-driving emission tests that included 4 light-duty and 1 heavy-duty vehicle. The result of NOx-CF values ranged from 0.05~ 2.16 and it was closed to the result of ICCT. There was no obvious difference. The capability of real-road testing on 6-stage emission standard regulation has been established by this project; (3) After the real-road testing of the vehicle that equips with DPF+SCR system, the NOx reduction could reach about 65% under the vehicle speed ranged from 30 to 60km/hr, and the PM reduction could reach 99% under the same condition. The durability validation of aftertreament system and remote monitoring technology has also established. However, the higher cost of the SCR+DPF system and the urea consumption, the installation of DPF system has been still suggested as the main policy at this time. These accomplishments could become emission control strategies for the government, and let the management of diesel vehicles in Taiwan become more complete.
