108年度建立雲端稽核認證作業及廢車回收電子化流程專案工作計畫

中文摘要 為提升廢車回收認證作業與回收管理效率,本計畫完成規劃廢車回收e化及雲端稽核認證制度,並依新制度建置第三代廢車系統(CAR 3.0),整合廢車回收系統相關功能,建置衍生物申報功能、民眾端廢車回收查詢介面。 廢車回收導入全面e化作業,透過回收業收車司機配戴行動化裝置,可將相關e化回收管制聯單資訊以平板電腦開啟給民眾檢視,並經過民眾電子簽名後立即連線系統進行收車回報,民眾可馬上進行後續獎勵金或其他補助申請作業,亦可至指定網址查詢下載回收管制聯單,達到作業程序簡化、紙張減少、即時回收即時回報等優點。 廢車稽核認證作業導入雲端稽核認證制度,業者使用行動智慧型裝置,將待認證引擎進行實體及引擎號碼拍照,並透過無線網路及雲端上傳廢車回收系統,再由稽核認證團體依上傳照片進行稽核認證,可確實有效減少業者引擎排列、造冊申請認證作業人力,降低貯存引擎等待認證時間與空間,以加速引擎拆解及清除作業。 新制度推動後,預期可大幅降低作業時間與人力成本,回收業可節省稽核認證配合人力23%、縮短引擎存放時間1至3週、提高廢車拆解週轉率30%以上;稽核認證團體每月可節省稽核交通時間35小時、提前1至3週完成稽核認證作業;民眾可縮短3至5天作業等待時間、簡訊通知達到對民眾的資訊即時揭露成效;在環保署推動效益部分,雲端稽核模式可大幅減少稽核作業時間,並強化計畫監督品質。

Project for Establishing Cloud Auditing and Certification and Electronic Procedure of Recycling Waste Vehicle 2019

英文摘要 To improve the efficiency of waste vehicle recycling certification and recycling management, the project completed the planning for the electronization of recycling system as well as the planning of cloud auditing and certification system. In addition, a third-generation waste vehicle recycling system, namely CAR 3.0, was established to integrate functions related to waste vehicle recycling. CAR 3.0 will facilitate waste auto-parts declaration and provides the public with a web-based inquiry interface for waste vehicle recycling. The introduction of e-platform to waste vehicle recycling establishes the connection between the public and recycling companies by sharing the information on the mobile device carried by the recycling personnel. Users who sign and submit the vehicle recycling application will receive the confirmation from the system and can proceed to apply for rewards or subsidies. Through the system, users can also download the recycling application form from designated websites, thereby simplifying the application procedure, reducing paper consumption, and receiving immediate responses. By introducing cloud technology into the waste vehicle auditing and certification system, recycling companies can thus use their mobile devices to take photos for waste engines and upload the engine numbers to the recycling system. Auditing and certification agencies can then verify the information shown in the photos. This improvement substantially reduces human resource on collecting data on waste engines and on making applications and verification inventories. Time spent on sorting waste engines can be considerably reduced, thereby accelerating the dismantling and disposing of waste engines. The new system is expected to substantially reduce the processing time and human resource. Recycling companies may save 23% human resource for auditing certification, reduce one to three weeks of engine storage, and improve 30% of the waste vehicle turnover rate. The auditing and certification agency is expected to reduce 35 hours on personnel transportation and accomplish auditing and certification one to three weeks earlier. The waiting time for the user will be reduced by three to five days, and the text message sent to the user will achieve adequate information disclosure. For EPA, the cloud auditing module can significantly reduce the time for auditing process and enhance the quality of project supervision.
