108年度土壤及地下水污染調查及查證工作計畫-彰化縣
| 中文摘要 | 工作事項內容為地下水水質監測及維護、有污染疑慮之工廠及中央主管機關公告事業調查與查證、農地監測場址重金屬監測、污染場址監督查核、驗證、定期監測、擴大監測及地下儲槽查核監測、污染場址監督查核、巡查及管理及民眾陳情及緊急應變等項目。計畫履約期限為自108年01月01日至11月30日完成，工作成果摘要如下。 1.地下水水質監測及監測井維護 (1)場置性及區域性監測井維護 計畫完成122口次區域性及場置性監測井巡查及維護，7處監測井外觀修繕、3口監測井井體設施修復、12口監測井井況評估、6口監測井再次完井、5口監測井異物排除及5口次廢井。 (2)枯水期和豐水期地下水質監測 完成7井次監測井檢測，有3口次監測井總石油碳氫化合物項目超過「地下水污染管制標準」；7口次監測井部分項目超過「地下水污染監測標準」。 2.有污染疑慮之工廠及中央主管機關公告事業調查與查證工作 有污染疑慮之工廠調查完成14家工廠之現勘與訪談，進廠調查8家業者，其中3家工廠土壤調查結果超過土壤污染管制標準；1家工廠土壤調查結果超過土壤污染監測標準。中央主管機關公告事業調查與查證共執行16家現勘，其中4家執行土壤污染調查，調查結果均未有超過土壤污染管制標準之情形。 3.達監測標準農地重金屬監測 農地調查完成258筆農地坵塊監測，結果10筆農地坵塊超過食用作物農地之管制標準值，並已完成剷除及公告列管。 4.污染場址監督查核、驗證及定期監測工作 完成478次場址巡查。場址驗證完成27處(共31場次)驗證作業，完成6處達監測標準場址(非農地)之定期監測。 5.民眾陳情及緊急應變作業 民眾陳情及緊急應變完成7場次調查。 | ||

The Survey of the Soil and Groundwater Contamination in Chang-hua County in 2019
| 英文摘要 | For the environmental sustainability, the program of “The Survey of Soil and Groundwater Contamination in Changhua county in 2019” has been advanced, which involves groundwater monitoring wells maintenance and groundwater investigation, unlisted farmland reexamine, potential polluting factory investigation, to supervise and verify pollution remediation of contaminated sites, dealing with emergency cases, and administrative assistances. The plan had been executed from January 1st 2019 to November 30th 2019, and the results of implementation are summarized as follows: At first, the task of groundwater monitoring wells inspection has been implemented twice this year and there were totally 10 maintenance works finished. All slug tests of groundwater monitoring wells were completed, and six purges and five foreign matter exclusion of monitoring well were implemented according to the slug test results. Besides, there were 7 monitoring wells surveys accomplished in both dry and wet season, and besides the monitoring wells of N00282, N00283 and N00490，the results TPH concentrations over than Groundwater Pollution Control Standards and the others are less than Groundwater Pollution Control Standards. There were 258 farmlands finished sampling for regular monitoring, and the analysis results showed 10 farmlands exceeded Soil Pollution Control Standards. In addition, the work team explored 30 factories with pollution potential in Changhua County. According to the exploration, there were 12 plants chosen and sampled, and the results demonstrated 1 factory’s soil samples over the monitor standards and 3 factories’ soil samples over the control standards. With respect to the mission of to supervise and verify pollution remediation of polluted sites, those sites had been examined at least bimonthly, and there were 31 listed sites completed verification and 6 sites sampled for regular monitoring.
