108年度屏南工業區污染巡稽查及減量輔導計畫

中文摘要 目前設廠家數90家,其中屬固定污染源列管的有47家、未列管33家、暫時停工5家、設置中5家,總就業人口約3,666人。 108年共執行工業區工廠巡查710家次,巡查期間發現異常或缺失狀況27家次,其中異味4家次、異常排放4家次、設備異常13家次、粉塵逸散6家次(2件與設備異常同家次)、污染路面3家次(1件與設備異常同家次),約佔總巡查件數的3.8%,約較107年下降2.1%,多數經複查確認改善完成,但興惟、富廣鑫及建信一廠有重覆發生情況,改善品質較不佳,其中興惟公司經更換新式坩鍋爐後異常或缺失狀況已有顯著改善,富廣鑫及建信一廠仍需加強管制。 本年度4季空氣品質監測中,各污染物濃度均低於空氣品質標準或AQI 100,與鄰近空品監測站相較,濃度變化趨勢相近無明顯偏高情形,但第1、4季玉光國小PM10與第2季東海國小SO2有短時間顯著偏高情形,參照鄰近空氣品質感測器PM2.5監測結果,研判為周邊污染源或人為活動所致,應非屬屏南工業區來源;另第2季東海國小NMHC有短時間顯著偏高情形,參照鄰近空氣品質感測器VOCs監測結果,研判來源應為工業區內的億揚公司。 本年度空氣中戴奧辛平均值0.013 (標準偏差0.006,不含PCBs) pg I-TEQ/m3,以WHO2005-TEF換算並納入PCBs後總毒性當量平均濃度約0.013 pg WHO2005-TEQ/m3(含PCBs),遠低於日本環境品質空氣標準年平均0.6 pg WHO2005-TEQ/m3,PCBs約佔總毒性當量的6.1~16.7%,與環保署107年「環境有毒空氣污染物排放調查、監測與管制策略研擬計畫」彙整空品監測站監測結果中PCBs所佔比例(0~50%)相較,本年度空氣中PCBs含量對空氣中戴奧辛類總毒性當量濃度之影響不大;本年度濃度範圍與107年計畫及崁頂焚化廠99年周界較相近。本年度底泥樣品濃度1.810~2.294 ng I-TEQ/kg,符合行政院環保署「底泥品質指標之分類管理及用途限制辦法」下限值,濃度範圍與寶山水庫、大甲溪及後龍溪較為相近,無異常情形。 煙道檢測已執行PSN稽查3根次、戴奧辛稽查3根次、VOCs削減率驗證1根次、PM2.5及TSP檢測1根次與24項重金屬檢測1根次,稽查結果均符合法規標準,但其中佑錸公司戴奧辛稽查檢測期間排氣量超過許可範圍,依法開單告發。 臭味官能測定方面已執行9點次異味官能測定,包括周界3點次與煙道6根次,其中有3根次煙道異味為支援環保局非屏南工業區稽查檢測使用,屏南工業區稽查檢測部份則有億揚公司煙道異味、聯友公司煙道異味及惠華公司周界異味稽查結果超過管制標準,已由環保局依法告發處份。 工業區道路揚塵自主管理現有62家廠商參與,認養總長約6.33 km,認養作業方式以人工洗掃為主,108年總認養作業長度約為1,162.903 km,現階段年度評比結果以宏萊、泓達及桂賢最佳。定期執行工業區內道路髒污巡查,計畫期間巡查結果A級道路比例約67.8%、B級道路比例約32.2%,108年受工業區內道路施工、髒污判定標準加嚴及部份工廠污染影響,A級道路比例有較低之情形;工業區道路髒污熱點計有裸露地1處、工廠出入口4處及砂石場2處,以豐鼎、鳳勝、鯤晟及天人的C級比例較高,各C級狀況均已於查核當日要求改善完成;另接獲環保署道路髒污通報4件,均已完成改善,並將髒污地點納入工業區道路髒污熱點加強管制。 工業區內廠商與工業區周邊敏感地區聯絡窗口,包括鄉公所代表、村長及學校教職員代表等共64家加入「行動通訊app通報平台」。計畫期間共拜訪36家次,感覺屏南工業區鄰近地區空品狀況有變好的受訪者約22.2%,略高於感覺空品狀況有變差受訪者的19.4%,大多數受訪者(58.3%)表示空品狀況沒改變或不知道,感覺空品狀況有變好的受訪者比例略低於105年及107年,感覺空品狀況變差的受訪者比例則較高,經比對108年陳情案件與民眾通報資料,已針對各主要陳情來源加強稽巡查或進行輔導改善。 經本計畫強化管制、加強稽查檢測、運用微型感測器稽查、邀請專家學者強化查核與輔導改善等措施,屏南工業區107年屢遭陳情工廠(建信一廠、建信二廠、長興、億揚及申豐)108年陳情件數與107年相較,前述5家屢遭工廠陳情件數合計減少50件,工業區既存污染源總陳情件數與107年相較,由102件→34件減少68件(約減少67%)。

The Project of Pingnan Industrial Park Pollution Inspection and Counselling for Reduction Project in 2019

英文摘要 There are 90 factories installed at present, of which 47 are under control for fixed pollution sources, 33 are not under control, 5 are temporarily suspended and 5 are in installation with a total employment of approximately 3,666. There were total of 710 patrol inspections in the Industrial Park factories between Januray and November 2019 with 27 abnormal or deficient conditions were found during the inspection, including 4 abnormal odors, 4 abnormal emissions, 13 abnormal equipment, and 6 dust powder emissions (2 cases are the same with the abnormal equipment), 3 polluted roads (1 case is the same with the abnormal equipment), accounted for about 3.8% of the total number of inspections, about 2.1% lower than the same period in 2018. Most of which were confirmed with completion of improvement by re-examination, however, Xingwei, Fuguangxin and Jian Shin Factory 1 had repeated occurrences and the quality of improvement was not good. Among them, the abnormal or deficient conditions of Xingwei Company has been significantly improved after the replacement of new crucible boiler, and the control of Fuguangxin and Jian Shin Factory 1 still needs to be strengthened. The concentration of each pollutant is lower than the air quality standards or AQI 100 in the air quality monitoring of this year, compared with the neighboring air quality monitoring stations, the trend of concentration change is similar without any obvious situation of moving higher, however, Yuh Kang Elementary School PM10 in the first and fourth quarters and Donghai Primary School SO2 in the second quarter second were significantly higher for a short period of time. With reference to the PM2.5 monitoring results of the neighboring air quality sensors, it is determined that it is caused by surrounding pollution sources or human activities and not sourced from the Pingnan Industrial Park. Furthermore, the Donghai Primary Shool NMHC was significantly higher for a short period of time in the second quarter. With reference to the VOCs monitoring results of the neighboring air quality sensors, it is determined that the source should be from the Mandarin Decor Co., Ltd. in the Industrial Park. In the sampling analysis of Dioxin in the perimeter air and sediment this year, the average value of Dioxin in the perimeter air was 0.013 (standard deviation 0.006, excluding PCBs) pg I-TEQ/m3, the average concentration of total toxicity equivalent is about 0.013 pg WHO2005-TEQ/m3 (including PCBs) after converted with WHO2005-TEF and included in the PCBs, which is far lower than the annual average of Japan's environmental quality air standard of 0.6 pg WHO2005-TEQ/m3. PCBs account for about 6.1 to 16.7% of the total toxicity equivalent, and compared with the proporation of PCBs (0~50%) in the monitoring results of Air Quality Monitoring Stations summarized by the Environmental Protection Administration 2018 "Environmental Toxic Air Pollutant Discharge Investigation, Monitoring and Control Strategy Development Program," the effect of PCBs in the air on the total toxic equivalents of Dioxin in the air this year the total toxicity of PCBs in the air to Dioxin in the air this year is not significant; the range of concentration in the fourth quarter of this year is closer to the 2018 Program and the 2000 Kanding Incinerator Plant perimeter. The concentration of sediment samples this year was 1.810~2.294 ng I-TEQ/kg, which was in line with the lower limit value of the "Regulaions for Classification Management of Sediment Quality Indicator and Restrictions for Use" by the Environmental Protection Administration, Executive Yuan. The concentration range is relatively close to that of Baoshan Reservoir, Dajia River and Houlong River without abnormal situation. 3 PSN inspections, 3 Dioxin inspections, 1 verification of VOCs reduction rate, 1 inspection of PM2.5 and TSP, and 1 inspection of 24 heavy metals have been implemented in the gas duct inspection. The inspection results are in compliance with the regulatory standards. However, the exhaust volume of Yu Lai Co., Ltd. exceeded the permitted range during during the inspection of Dioxin and has been reported with ticket issued for alleged violation according to law. The odor organic function measurement has been implemented 9 times, including 3 times on the perimeter and 6 times gas duct, of which, 3 measurements of gas duct odor were used to support the audit inspection of the non-Pingnan Industrial Park of the Environmental Protection Administration. For the audit inspection part of Pingnan Industrial Park, the inspection results of Mandarin Decor Co., Ltd. with gas duct odor, Lianyou Metals with gas duct odor and Huihua Company perimeter order exceeded the control standard, and the Environmental Protection Administration has report to punish the alleged violation according to law. There are currently 62 manufacturers who participated in the independent management of road dust emission in the Industrial Park with about 6.33 km total length of sponsorship. The sponsorship operating method is mainly by manual cleaning with about 1,162.903 km total length of sponsorship operation from January to November of 2019, and Hsin Hwa Chemical, AROCHEM and GS-Granite are the best in current stage annual evaluation results. Patrol inspections were implemented regularly for the dirty road in the Industrial Park, and the patrol inspection during the Program period resulted in the proportion of Class A roads was approximately 67.8%, and the proportion of Class B roads was approximately 32.2%. Affected by the road construction in the Industrual Park, stricter dirty judgment standards and part of the factories pollution in 2019, the proportion of Class A roads is relatively lower; with the Industrial Park road dirty hotspots include 1 bare ground, 4 factory entrances and exits, and 2 sand and gravel plants, with higher propertion of Class C for SunnyWin, Fengsheng, Kuncheng, and Tianren, and all Class C conditions have been requested to complete the improvement on the day of audit inspection; in addition, the improvement for four other road dirty reports from the Environmental Protection Administration have been completed, and the dirty locations have been included in the Industrial Park Road Dirty Hotspot to strengthen the control. The contacts between manufacturers in the Industrial Park and sensitive areas around the Industrial Park, including representatives of township offices, village chiefs and school staff member representatives, a total of 64 have joined the "Mobile Communication app Reporting Platform." A total of 36 visits were made during the Program period, and about 22.2% of the respondents felt that the air condition in the neighboring Pingnan Industrial Park has been improved, which is higher than 19.4% of the respondents who felt that the air condition was worse. Most respondents (58.3%) expressed that the status of air quality was not changed or was not aware of, and the proportion of respondents who felt improved air quality condition was slightly lower than that of in 2016 and 2018, and higher proportion of respondents who felt the air quality condition was worse. After comparing the 2019 complaint cases and public reported information, the main complaint sources have been targeted to strengthen patrol inspections or conducted counselling for improvement. Through this Program to strengthen control, strengthen audit inspection, use micro-sensor to audit and invite experts and scholars to strengthen inspection and counseling of the improvement measures, the Pingnan Industrial Park has been repeatedly complained by the factories (Jian Shin Factory 1, Jian Shin Factory 2, Eternal Materials, Mandarin Decor and Shin Foong) in 2018, compared the cases of complaints in January ~ November, 2019 over the same period in 2018, the number of repeated complaint cases of the aforementioned five factories has been reduced by 50, and the total number of cases of existing pollution sources in the Industrial Park was reduced by 68 cases (about 67% reduction) from 102 cases to 34 cases compared with the same period of 2018.
