Summary
At present, various counties and cities in China have different management methods for open burning and paper money reduction policies, but the main purpose is nothing more than accelerating the change of old traditions and replacing them with modern environmental protection methods. Therefore, the main difficulty of promoting policies is not inspection and banning , But lies in the habits and cognition of the people. Therefore, the main focus of this plan is to promote the public not to burn in the open air and promote paper money reduction.
In terms of open burning control, due to the nature of open burning, which has the characteristics of short time, high pollution, high risk and susceptibility, this project aims to improve the ambient air quality within the jurisdiction, and divides 4 open burning control zones for key areas. In addition to conducting inspections, it also cooperates with strengthening the immediate investigation of open burning cases during the first and second phases of rice harvesting in the jurisdiction, and dispatching mobile broadcast vehicles to strengthen the promotion of straw resource reuse methods. The focus of this year's promotion work includes the promotion of organic probiotic fertilizers, the use of monitors and unmanned aerial vehicles (UAV) to assist in open-air combustion inspection, and the development of diversified straw recycling methods. The Puli branch of the Agricultural Improvement Center in the Central District, Taiwan's Aidi Fermentation Compost Promotion Association and other units coordinated and cooperated to jointly contribute to the county's environmental protection.
In the promotion of paper money reduction, the main focus of work includes the continuous promotion of paper money centralized burning, environmental protection temple counseling (including promotion of environmental salute cars, centralized paper money removal, paper money and incense stick reduction, setting up environmentally friendly gold furnaces, switching to LED bulbs, etc.) Various promotion activities such as promotion activities. In the process of promotion, we also cooperated with representatives of various temples, environmental protection bureaus of other counties and cities, private transportation companies, environmental protection gold furnace manufacturers, electronic signboard marquee managers and other units to promote the reduction of paper money at the source.

The executive achievements are summarized as follows:
1. Open burning inspection control and publicity operations
According to the statistics of this plan, as of December 31, a total of 180 inspections of general open-air combustion cases, 47 inspections of fire point notifications by the Environmental Protection Agency and 137 inspections during rice harvesting were completed, and the total combustion area was about 723,356.50 square meters. The total control area is about 1,671,458 square meters. According to the statistical results, the number of open burning cases found was the highest in October (62 cases), followed by July (57 cases). In January, the plan was just started, so the number of inspection days was fewer and the number of cases was less. In addition, the largest number of open burning cases were found in October, mainly due to the fact that the period coincided with the end of the harvest period of various agricultural crops, and farmers were rushing to plant secondary crops. In addition, among the species that were burned in the open air, straw was the largest, 146 cases, and plant-other 104 cases; followed by branches and leaves (51 cases), other (42 cases), and municipal garbage (18 cases) Times), bark and wood (3 times). Regarding the electronic marquee promotion, this project selected 15 important road sections before the first and second phases of rice harvesting, and asked the management units to assist in broadcasting the information of the electronic kanban promotion to reduce open burning in the form of a letter. From June 11, 108 to July 10, and from November 1, 108 to November 30, each of the 30 consecutive days of electronic marquee promotion operations. Regarding mobile broadcasting vehicles, the touring radio announced that farmers should not burn straw in the open air to maintain the air quality. As of December 31, it has been implemented for a total of 37 days (8 hours a day) to promote farmers not to burn straw in the open air. In terms of publicizing the briefing session, in conjunction with the agricultural administration units (Famian Township Farmers 'Association and Puli Township Farmers' Association), the two sessions were jointly conducted on June 5, 108 and October 25, 108, and the Environmental Protection Agency issued a document to each The production and marketing classes and relevant organs and organizations invited to participate in the briefing. In terms of counseling the use of beneficial bacteria fertilizers, in order to encourage farmers not to burn in the open air, this year, the use of supplementary bacteria in Mingjian Township was the main area of guidance, and it was distributed after the first and second stages of rice harvesting, and farmers were invited to use it for corruption. Instead of burning in the open air, a total of 210 packs of spoilage bacteria are applied, with an area of 21.5 hectares.
2. Promote the centralized burning of paper money policies and publicity operations
According to the statistics of this plan, as of December 31, the amount of paper money collected and transported to Taichung Wuri Incineration Plant has reached 292.04 metric tons, of which 49.77 metric tons were collected during the Spring Festival, and 98.72 metric tons were collected during the Qingming Festival. A total of 66.14 metric tons of paper money was collected, and about 77.41 metric tons was collected in the rest of the time. According to the analysis of the number of various sources of centralized burning of paper money, the number of participating public and private places, cemeteries, large temples and temple ceremonies are 37, 6, 9, 4 and 24, respectively, accounting for 46%, 8%, 11%, 5% and 30%.
According to the analysis of the centralized collection and removal of paper money from various sources, township and city offices have the most concentrated collection and removal (110 metric tons, accounting for 42%), followed by large-scale temples (52 metric tons, accounting for approximately 20%). Regarding the electronic marquee promotion, this project selected 15 important road sections before the Qingming Festival and the Zhongyuan Festival.
