108年度精進廢機動車輛回收處理作業暨廢車粉碎殘餘物(ASR)減量策略研析專案工作計畫

中文摘要 (一)費率修正暨延伸生產者責任 評析車輛減禁用含氯材質有助拓展ASR能源回收去化管道,故以此作為精進綠色費率內容,短期:可要求責任業者申報含氯材質及使用量,掌握零件含氯量占比;中長期則新增綠色費率取得標準(循環指標)。修訂廢車處理業補貼費率1式,增訂2項補貼級距(資再比介於82%~89%及大於89%,費率分別為4,400元/噸碎鐵、4,800元/噸碎鐵),以促使業者精進設備及篩分效率。統計107年度機動車輛回收率為99.07%,建議可檢核計算因子(其他量)以如實反應回收成效;計算國內107年廢車再使用及再循環率86.72%、再生率96.72%,已達到歐盟2015年回收目標。累計第1~4季提交疑似未登業者20家,規模經濟達123萬元。 (二)強化廢車回收處理業管理制度 新增車輛列管項目方面,可分階段納入稽核認證手冊進行列管,短期列管導流板、車輪罩、行李箱底座隔板、前後門踏板、杯座、全車防水條、中央扶手及擋泥板;中長期則可納入潛在列管拆解項目如:全車車廂貯存板/飾材、前後擋風玻璃、車窗玻璃(4片)及儀表板座。調查廢車回收處理業作業規模與營運成本關聯性,以SWOT方式評估廢車回收管理體系運作模式及提出制度建議。ASR可採替代燃料、原料替代及製程添加料等2種再利用方式提高去化量能。處理業能以廠內自行處理(製程延伸)、設立共同處理場、設置汽電共生設備等三種方案設置ASR處理設施,本計畫編撰「設置ASR處理機構指引手冊」1式,提供業者設置申請參考。 (三)推動回收業分級管理制度 修訂廢車回收業分級管理制度表單1式,研擬聯單控管配套作法。完成辦理3場次廢車研習會,以強化廠區管理(包括消防工安及缺失改善等)、冷媒妥善回收及熟悉廢車回收系統操作為題進行演講,共計143人參與。 (四)參訪國外廢車回收處理機構 蒐集國外廢車回收管理及資源化技術相關資訊,以作為國內政策作法研參。本次出訪因配合辦理環保署作業故辦理減價驗收。

Enhanced ELV Recycling Procedure and Reduction of Automobile Shredder Residue (ASR) Strategy Analysis Project 2019

英文摘要 1. Revise levy and subsidy rate and extended vehicle producer responsibility This project has commented on the reduction of chlorine-containing in vehicles would increase the ASR(Automobile Shredder Residue) energy recovery percentage that could be used as indicator for levy rate, and proposed phased program asked designated responsible enterprises to declare the chlorine-containing materials in the short-term, and carry about new different levy rate indicator in next stage. Completed a draft of subsidy rate for ELV(end-of live vehicle) disposal enterprises, which add two subsidy levels (resource recycling ratio between 82% ~ 89% and greater than 89% , the subsidy fee are 4,400 NTD / ton scrapped iron and 4,800 NTD / ton scrapped iron respectively). Calculation result showed 2018 ELV collecting was 99.07%, the ELV reuse and recycle rate was 86.72%, and reuse and recovery rate was 96.72%. This project had completed capturing 20 responsible enterprises who hadn’t paid the levy fee (about 1.23 million NTD), and the results were submitted to EPA. 2. Enhance ELV management system of ELV To decrease ASR, this project proposed dismantle component list and fitted into regulated material of Auditing and Certification manned by stage. Teared wheel covers, trunk base partitions, front and rear door pedals, cup holders, whole car waterproofing strips, central armrests and stops Clay tablet in the near future, and teared car storage panels / trim, front and rear windshields, window glass (4 pieces), and instrument panel seats in next stage. This project figured out the relevance between operation scale and cost, moreover, prosed recommendation for ELV recycle system by SWOT analysis. ASR could be recycled in two ways: alternative fuels, raw material substitution. As stated above, the feasible model of ASR disposal facility including process extension in-situ, co-disposal plant, and set up new steam/electricity cogeneration system. Also completed the guideline for applying for ASR disposal facility. 3. Promote classification management of the ELV dismantlers The project revised the classification management scoring form, and created incentive of ELV recycle issuing form triplicate. Completed 3 educational sessions of ELV’s workshops and presented the issue concerning how to improve the in-situ management (including industrial safety and improve working function), proper ways to recycle refrigerant, and assist participants to familiar with the operation of RRMS. Overall, total 143 people attended these meetings. 4. Visit foreign ELV dismantlers and disposal institutions This project has studied foreign ELV recycling mechanism paper and proposal implementation domestically. Coordinated EPA need canceled visiting overseas this year, and the project price has completed reduction acceptance affair.
