108年「廢溶劑循環經濟研析專案工作計畫」

中文摘要 本計畫從聯合國永續發展目標之目標與策略,廢溶劑循環再生與綠色化學12項原則之相關性進行評析,依照綠色化學12項原則定義以及循環經濟理念,蒐研國內外針對廢溶劑處理與再生技術,以及其適用的產業,針對國內電子製造業所使用的廢溶劑,蒐集相關處理作法、管理方式與再生技術的應用,同時,針對國際上推動化學租賃制度做法與成功案例進行研析。整合綠色化學原則與循環經濟理念邁向永續發展目標,推動綠色化學品中的合成技術,研發高選擇性,高原子經濟性的綠色合成技術;國內電子製造業所產生的廢溶劑之管理與再利用處理技術推動以最大電子業台積電為例,為了響應綠色化學政策,降低廠區廢棄物對於環境的污染,積極推動製程廢液減量污染、預防、有回報之計畫;大多數廢溶劑回收與處理工作僅集中於基於化學反應設計的溶劑篩選。溶劑篩選非常耗時,因為必須從龐大的數據庫中徹底搜索潛在的溶劑,因此必須輔以創新資訊技術提升管理效能。化學品租賃制度主要是以化學公司為特定用戶提供化學物質的商業模式,但保留該化學品的所有權;化學品租賃制度可全面性將化學品銷售零浪費與產品生命週期納入考量,將有助於建立循環系統,並強化商業夥伴之間的交流與提升資源使用效率,整合化學品使用方、製造商、設備供應商以及其他參與者,降低整體化學溶劑的使用對於環境衝擊,同時提升化學品使用效率。
