108年度新竹市營建工程污染管制計畫

中文摘要 108年新竹市營建工程污染管制計畫期中報告之撰寫內容,有關工作成果主要統計期程至108年12月31日止,由委辦單位康廷工程顧問企業有限公司協助執行新竹市轄內之營建工程稽巡查管制、管理辦法查核輔導、營建空污費徵收及宣導作業等工作,所有工作項目皆依規劃進度執行,詳細的工作執行方法及成果分述各章節。 基於提升為民服務品質理念,在營建工程空污費申報作業上持續推動e化申報服務,期間共有357處營建工程採電子化方式辦理空污費申報作業,其中包含230件開工申報及127件完工結算,平均每月約40件次,約佔申報與結算總件數之21%,其中開工e化佔總開工申報26%,完工e化申報佔完工申報15%。在空污費繳費方面也持續推廣小額空污費e化繳款服務,共開立條碼繳款單1,194件,繳費效率提升66%。此外,在充實空污基金方面,計畫期間申報案件901件,共徵收營建空污費21,369,259元。於完工未結算清查作業,共有977件因工程規模異動或工期增加需補繳空污費,共計追補繳5,667,635元元,另查獲18件修繕工程及5件逾期未繳納案件,追繳空污費273,104元,同時配合電話通知及發文方式,提升營建空污費申報率,使營建空污費徵收工作更妥適便民。 管制面主要依據營建工程空氣污染防制設施管理辦法規定,以分級巡查、色單控管、勸導單通知與工地現場輔導等行動方案,除推動工地主動做好污染防制及道路認養等工作外,亦投入人力逐步清查轄內施工中工地,期末階段共完成4,980處次之工地巡查,其中一級工地查核率為98.1%,並依據工地規模、施工期程、缺失違規情形及是否為重大公共工程等條件,篩選21處重點工程納入重點輔導,輔導期間平均污染排放削減率自49.5%提升至68.5%,優於全市平均削減率54%,平均缺失改善完成率為91%。也特別針對關埔、舊城及金雅3處區域推動重點區域管制,除改善後平均削減率為67.3%,提升7.1%;而在缺失點數上亦有明顯的改善,在管制前平均缺失點數高達9.9點,在管制後降至3.4點,已較管制前減少6.6點,缺失計點改善率為66%,並對關埔區域陳情案件數為74件,相較去年107年同期83件,減案11%;金雅重劃區道路認養長度提升至2.1公里,相較去年增加5處600公尺,路網串聯延伸300公尺;舊城重點區域出入口色差情形改善比例為50%,期間共有6處工程配合進行圍籬綠美化作業,其設置長度為275公尺。在推動工地道路認養及洗掃方面,共輔導130處參與道路洗掃作業,認養里程約26.8公里,總洗掃長度為13,694公里,推估共計削減188.98公噸之TSP。此外,透過街塵負荷檢測作業,確認工程執行道路洗掃作業,計畫期間比對前後街塵坋土量,減量幅度為0.1334g/m2~9.03g/m2。在污染削減作業平均削減率為54%,相較去年同期削減率51.6%提升。今年持續採用無人飛行載具執行區域空拍作業共執行4次(3處工程、1處特定區域),配合現場查核缺失改善作業,理銘開發股份有限公司店鋪、集合住宅、停車空間新建工程,比對前後污染削減情形其削減率由62.7%提升至66.6%;宏宗聖堂道學院新建工程,比對前後污染削減情形其削減率由65.1%提升至69.2%;中油新竹油庫拆除工程,則維持於68%。在宣導作業的執行上,藉由法規說明會、工地現場講習會、電子媒體加強宣導,以多元化宣導手段提升宣導成效,使廠商熟悉法令要求。
