污染土壤管理制度推動及策略研析計畫

中文摘要 採土壤離場處理之土壤及地下水污染場址自103年7月1日起屬廢清法之列管事業,有關污染土壤之離場處理,須依廢清法相關規定進行委託清理,並須以污染土壤代碼(S代碼)進行流向網路申報。環保署為管理離場處理成效與流向,自103年度開始,委辦計畫執行污染土壤離場處理管制與追蹤查核相關工作。本年度計畫執行成果包括協助辦理31件再利用許可審查作業,並就許可審查之經驗,研修污染土壤再利用許可審查注意事項手冊,並依環保署相關計畫執行成果,彙整製作污染土壤處理技術之審查注意事項手冊,作為未來相關案件審查之參考。為掌握及確認離場再利用情形,本計畫辦理15場次再利用機構之現場查核,比對業者申報資料、查對現場運作紀錄及確認現場操作情形,並針對土方、磚瓦及其他產品(如水泥)採集共12樣品進行檢測分析,確認是否符合許可之產品品質標準及TCLP溶出標準,並採集共5樣品進行CNS檢測。本計畫執行期間亦持續辦理污染土壤申報系統與污染土壤管理系統之流向追蹤及統計、勾稽報表等功能之更新維護工作,以有效協助主管機關掌握離場流向。此外,本計畫亦辦理宣導會議及申報系統教育訓練,讓業者及環保機關更瞭解離場管理制度及資料申報、勾稽之作業方式,並促進意見之交流與回饋。為健全離場管理制度,本計畫針對離場管理制度現況,提出相關管理改善建議,並就環保署108年函釋離場處理得採土污法專案審查方式,分析執行時之優缺點與建議訂定之管理規定,此外,考量為健全離場管理制度,分析現行離場管理制度與回歸土污法管理制度之優缺點與未來推動執行建議,作為未來推動執行之參考。

Evaluation On Contaminated Soil Management Strategy

英文摘要 Since July 1, 2014, contaminated soil site that implement off-site treatment had been announced as an Enterprises of Waste Disposal Act, therefore, transport and treat using soil codes in accordance with regulations of internet reporting and chain of custody for industrial waste. In order to manage the effectiveness and flow of off-site treatment, the EPA had commissioned projects to implement the control and tracking of contaminated soil off-site treatment since 2014. This project accomplished results include assisting in reviewing 31 cases of the applications of off-site soil recycling permission. This project also made manual of permission reviewing techniques. In order to confirm the treatment results of off-site soil, this project completed 15 on-site auditions of soil off-site recycling facilities, to control and manage the operation of contaminated soil off-site treatment. At the same time, this project took samples of after treatment soil, brick and other products (ex. cement), total of 12 samples, and confirmed the test results to meet product quality standards and TCLP Leaching Standards. Besides, this project took 4 brick products and 1 cement product tested by CNS. This project continued to maintain and adjust the reporting and inquiring functions of off-site soil treatment flowing records in IWRS&IWMS and EMS. As a result, the reporting and inquiring functions can be more efficient in controlling off-site soil treatment flows. In response to the new policy implementation, this project also held meetings and training programs to reveal the off-site soil management system to related agencies. In order to improve the management system, this project proposed some suggestions based on the current management regulations. In conclusion, this project not only let the industry understand and comply with the relevant rules about the off-site soil management system, this project also provided future suggestions and planning on how to enhance the functioning of the management system.
