推動廢太陽能板回收處理機制及一般廢棄物回收專案工作計畫
中文摘要 | 本計畫研究推動推動太陽能板回收處理機制,因太陽能光電板生命週期長,廢棄清理責任將不易釐清,在法律、行政效益面考量短期由能源局代徵清理費並保管,待廢棄物清理法修法後,再由環保署管理。廢太陽能板回收處理方式,初期以專案委託辦理,輔導產業回收清除處理,採「統一時段」、「集中地點」方式規劃辦理,並估算初期補貼費率。 本計畫擇定電冰箱、洗衣機及印表機,評估其尺寸規格大小不具上下限之可行性,經評估顯示擴大列管範圍後,對目前回收處理管道不致額外衍生去化管道窒礙等問題,另就行動通訊產品、印表機及容器類擴大列管進行評估,考量此變動幅度甚大,建議暫先不納入管理,本計畫另檢討一般廢棄物宜採公告應回收及自主制回收項目評估原則。 另分析目前國內廢紙去化困難的關鍵因素在於回收價格受國際廢紙價格影響低落,而回收商提供的廢紙品質不符紙廠需求,建議可由提升分類品質及優先回收國內廢紙作為因應;而廢薄片塑膠去化困難的關鍵因素,在於再生後的價值不高需要補貼,而回收業者難針對認證補貼項目分類,建議可進一步評估擴大列管項目,將尚未列管的襯墊、泡殼納入,並提高補貼費用,以提升經濟誘因。 本計畫已檢討研提109年廢包裝用發泡塑膠自辦回收合約,並協助辦理10場次回收再生廠查核及稽核認證作業監督;另辦理10月手機回收月活動,總計回收23,241支手機,參與人數達20,319人,據以提升民眾回收手機成效。 | ||

Promote the recycling mechanism of waste solar photovoltaic module and the management of general waste
英文摘要 | This project examined the promotion of the recycling mechanism for photovoltaic modules. Owing to their long lifecycle, it is difficult to assign clear responsibility for their waste disposal. Factoring in the legal and administrative benefits, the Bureau of Energy is temporarily tasked with acting as an agent to collect and safe-keep cleaning fees. After the amendment of the Waste Disposal Act, the fees will be managed by the Environmental Protection Administration. As regards recycling waste photovoltaic modules, the preliminary phase involves commissioned projects to provide guidance on recycling and disposal handling. Waste modules are recycled through a "fixed time, fixed location" centralized approach. In addition, this project selected refrigerators, washing machines, and printers to evaluate the feasibility of recycling without upper and lower size limits. Results showed that after expanding the regulation scope, it would not cause additional problems, such as waste treatment blockage, to current recycling and processing channels. Moreover, the expansion of regulation scope to cover mobile devices, printers and containers was evaluated. Considering the extent of the change, it is recommended that these items are not included in the regulation scope for the time being. This project also reviewed the evaluation principle of which general waste should be considered regulated recycling waste and voluntary recycling waste. The key factor hindering the current domestic wastepaper treatment was found to be the low recycling price on account of international wastepaper prices. In response to the quality of wastepaper provided by recyclers unable to meet the requirement of paper mills, it is suggested that waste separation quality and recycling domestic wastepaper first. On the other hand, the key factor in the difficulty of waste thin plastic treatment was found to be that the value of recycled plastic is low and subsidies are needed. It is difficult for recycling companies to separate and categorize the items eligible for subsidies. It is suggested that the expansion of regulation scope can be further evaluated and include gaskets and blisters that have not yet been regulated, on top of increasing subsidies to provide better incentives. The project also reviewed and developed a voluntary recycling contract for the recycling of expanded polystyrene (EPS) packaging for 2020. We assisted in organizing 10 inspections and audits of recycling plants. During the mobile phone recycling month in October, a total of 23,241 phones were recycled, where 20,319 people participated, effectively raising people's awareness in recycling mobile phones. | ||
