This project plan of " Plan of Demonstration and Maintenance Management to Promote Self-management for Indoor Air Quality" was promoted this year. In addition to existing laws, policies, and project research results, further emphasis will be placed on “Review, amendment and integration of indoor air quality management act”, “The promotion of self-management demonstration operation is aimed at indoor air quality in unlisted places”, “Compilation of interactive teaching materials and strategic promotion of national public education”, “Audit of listed places, and investigation, feedback and analysis of the causes, problems and improvement measures of places that do not meet indoor air quality standards”, “IAQ webpage revision and maintenance and integration of application platform to improve control efficiency” and other major governance priorities. The specific implementation results of each project goal were briefly described as follows:
Project goal one: The promotion of self-management demonstration operation for indoor air quality. Including: 1.Collect and compare the promotion of the self-management label system in foreign (e.g., Hong Kong) and domestic (e.g., Taipei City), as well as other building labels, and evaluate their recommendations for promotion. 2.Complete the self-management label trial plan, invite expert members to conduct 20 field surveys of unlisted places-kindergarten, and further guide them to obtain the label. 3.Complete a seminar of the self-labeling pilot project, in which the objects of the invitation for the trial are kindergartens and the environmental protection bureaus of the county and city governments. 4.Complete the review and evaluation of the content of the pilot project through the counseling site process of obtaining the self-management label. 5.Develop public selection methods of self-management of label, handle label design competitions, invite relevant agencies (institutions), representatives of private organizations, experts and scholars to form a jury to select outstanding works and handle awards and recognition. Finally, this project also issued a press release and produced 250 promotional materials.
Project goal two: Strengthen the compilation of interactive teaching materials of "Indoor Air Quality Management" and strategic promotion of national public education. Including: 1.Strengthen the publicity of elementary school children and complete a one-type propaganda electronic book with storytelling. 2.In order to strengthen policy publicity, complete the production of 13-style indoor empty lazy bags and graphic cards. 3.Collect the contents of relevant improvement manuals over the years, and complete a one-type campus self-management teaching material for indoor air quality. 4.Complete an educational promotion film for indoor air quality, and the target is the general public. Another film is based on the air quality pollution prevention and control action plan, publicizing prevention strategies and results, showing the effectiveness of the Environmental Protection Agency's governance in improving Taiwan's air quality over the years.
Project goal three: Inventory and analyze the relevant laws and regulations of the “Indoor Air Quality Management Act”, and provide advanced suggestions and planning. Including: 1.Complete the collection of the latest relevant regulations and guidelines in Europe, America and Asia, and compare the differences between Republic of China and South Korea. 2.Cooperate with the Environmental Protection Agency to promote the indoor air quality self-management label in the future, assist in the revision of "Regulations of Indoor Air Quality Inspection (draft)", and hold seminars, including relevant units of the Environmental Protection Agency, across ministries and announcement places. 3.Consolidate the future work direction of indoor air quality of various ministries, and convene an inter-ministerial coordination meeting for division of labor and implementation progress tracking. 4.Review and revise the performance appraisal content of the government of municipalities, counties, cities in 109, and assist in the compilation of the results of counseling, inspection and tracking of counties and cities. 5.Convene 3 expert consultation meetings to discuss the future direction of indoor air quality promotion, the content of e-books and film scripts, and the consulting work for selection method of indoor air quality self-management labels. 6.Through the workshop questionnaire survey and the discussion of the counseling results for announcements and non-announcement places, comprehensive improvement suggestions and plans were proposed.
Project goal four: To summarize the control implementation status of the publicly listed places (including the first and second batches), analyze the indoor air quality of various publicly announced places, and provide suggestions for improvement. Including: 1.Regularly submit the declaration data and control effectiveness of the listed places in the counties and cities. 2.Analyze the characteristics and specific improvement plans of indoor air quality in various types of announcement places. 3.Analyze the characteristics of indoor air quality and specific improvement measures of non-conforming sites through 20 on-site visits of announcement sites that do not meet the indoor air quality standards. 4.Conduct 1 workshop on self-management experience sharing of announcement sites, observe and learn from each other to share improvement experiences and practices. 5.In accordance with the "Spirit of the Indoor Air Quality Management Act", municipal and county (city) governments have coordinated to promote the performance of the indoor air quality management act over the years, review and evaluate the feasibility of promoting batch-by-batch announcement management policies.
Plan goal five: Operation, maintenance, and compliance with the needs to update the relevant functions of the indoor air quality information network and reporting platform, and integrate relevant information to improve control efficiency. Including: 1.Completed the revision of the "IAQ information network" webpage. 2.Complete the online function development of the performance appraisal network. 3.Complete the overall construction and the operating system of internet application and network transmission work in the automatic monitoring facilities. However, it must be revised after the follow-up response "Regulations of Indoor Air Quality Inspection (draft)" announcement. 4.Complete the operation manuals of various parts of the information platform for the announcement site, local EPA and Environmental Protection Agency.
