整合空氣品質分析資料庫及系統建置

中文摘要 為強化短期空氣品質管制能量,應用新的整合及通訊科技,建置空氣品質應變管理系統有其必要性,期望藉由資訊系統與應變工作結合,提供各業務單位使用,強化應變能量與工作效率。資訊整合呈現方面,建置「空氣品質嚴重惡化緊急防制網」,期作為環保署應變資訊公開平台,快速展現中央與地方應變成果。 本計畫整合空氣品質相關資訊及建置應變管理系統,輔助環保署於空氣品質不良時,啟動與管理應變作業。藉由擴充應變回報與管理應用系統,有效掌握各單位應變資訊,並建置空品應變通報機制與行動端查核系統,提升應變工作效率;同時開發應變資訊應用分析功能,包括:應變資訊儀表板、應變輔助地理資訊系統、即時排放分析等決策支援工具,作為應變時之輔助資源,並辦理七場次教育訓練與使用者交流。運用本計畫建置之各項功能輔助應變執行與掌握污染物即時排放狀況,於空品不良時,將更有效提升管理綜效。 「空氣品質改善維護資訊網」維運部分,新增多項主題頁面,提升網頁資訊豐富度,並負責網站維運,完成辦理108年國發會政府網站營運績效檢核作業,本網站經檢核後加權分數為94分。同時為確保系統效能及資訊安全,亦執行壓力測試及資安測試,測試結果未發現相關資安漏洞,可維持多人同時上線查詢

Integrated air quality analysis database and system construction

英文摘要 To strengthen the control over short-term air quality issues, it is necessary to establish the Air Quality Contingency Management System with the application of new and communication technologies. It is expected that with the integration of the information system and contingency work task can improve the efficiency and the capability of contingency through providing the system to all concerned departments. The establishment of Air Quality Severe deterioration Emergency Response Network is expected to be the contingency information disclosure platform of EPA aiming to present the efforts made on the emergency response by the central and local government. This study establishes the contingency system integrating air quality relevant information, which facilitates the activation and the management of emergency response work task when air quality is bad. With the expansion of contingency response and management system, the control over the emergency response information of all concerned departments is enhanced and the efficiency is improved by the establishment of the air quality emergency response and audit system. Establishing the function of contingency information application and analysis simultaneously, this includes several auxiliary resources such as contingency dashboard, geographic information system, and the real-time emission analysis tool, in addition of the 7 training sessions for the system user. It is said that this study facilitates the contingency task and control over the real-time emission status especially when air quality is poor, which increases the synergy of management. In terms of the maintenance for Air Quality Improvement Network, this study sets up several theme pages with the aim of enriching the information; maintains the website and authorized by National Development Council with a high score of 94 for the completion of the operational performance audit at 2019. To assure system performance and safety, this study also conducts pressure test and security check. The results indicate no relevant vulnerability of information security and the website enables multi-user operation simultaneously.
