108年度臺中市非法棄置場址處理暨緊急應變計畫

中文摘要 本計畫主要工作項目分別為:「執行廢棄物專案管制工作」、「事業廢棄物減量再利用及防範非法棄置」、「辦理廢棄物非法棄置緊急應變事宜」、「廢棄物採樣檢測及研提專案報告」、「沙鹿區現有石業公司非法棄置場址地下水調查及研析建議」及「配合行政執行作業」等工作為主要範圍。 執行廢棄物專案管制工作部分,針對環保署各類專案稽查、自主性勾稽或環保局交辦事業查核,執行稽查601家次;「2018花博周邊污染源查核計畫」之事業輔導,執行稽查40家次;例行性及專案性勾稽異常樣態嚴重之事業現場查核,執行稽查50家次;協助聯合稽查醫療及長期養護機構,執行稽查162家次;本市畜牧場稽查,執行稽查50家次,亦執行斃死禽畜車輛攔檢,共計執行12件;至於本市公民營清除、處理及共同清除處理機構部分,已完成清除機構493件、處理機構20件及共同清除處理機構12件;查核營建廢棄物(R-0503或D-0599)、水肥(D-0104)GPS軌跡與進入處理廠情形,已完成48件查核作業;執行解除列管之事業機構現場查核760件;針對廢棄物重點污染單位,邀請專家學者專案輔導,已完成4場次至現場查核輔導作業;另針對非法棄置相關議題經驗分享已辦理1場教育訓練。 至於事業廢棄物減量再利用及防範非法棄置部分,針對本市再利用機構營運場址現場查核,已完成76件;協助執行取締非法棄置廢棄物聯合稽查計畫執行(易)非法棄置地點巡查及攔檢載運廢棄物、剩餘土石方貨卡車,共計執行車輛取締聯合稽查執行1001次及巡查高潛勢棄置點252次。 有關辦理廢棄物非法棄置緊急應變事宜部分,協助辦理5件現場緊急應變作業;協助場址清理計畫審查作業,共計25件;至於監督場址清理部分,協助1處場址清理作業(清水區)。 另有關沙鹿區現有石業非法棄置場址,本計畫針對場內設置之3口簡易監測井進行地下水調查採樣檢測及植生區域(W06非屬有害廢棄物堆置區域、W16有害廢棄物堆置區域)之馬拉巴栗樹(根、莖、葉)進行毒性特性溶出程序(TCLP)及總量分析。其結果顯示井3的地下水鉛濃度達0.178mg/L,推測係因土壤質地和長時間雨水淋洗之原因引起;植生區域結果顯示,於W06非屬有害廢棄物堆置區域生長之馬拉巴栗樹根部吸收重金屬含量較多,顯示馬拉巴栗樹利用其根部區域限制重金屬移動性,累積或濃縮於植體上;另於W16有害廢棄物堆置區域生長之馬拉巴栗樹,則以莖的部分於第四季出現重金屬銅、鎳、鋅濃度累積增加,顯示馬拉巴栗樹莖部分亦具重金屬累積效果。 另配合環保局執行行政工作包含定期彙整更新各清理進度、協助專案報告(含簡報)合計1件;及定期更新環保稽查處分管制系統(EEMS)與非法棄置管理系統資料庫(IDMS)。本計畫各工作項皆依期程執行,並適時提供環保局相關管理策略規畫及建議,作為提供環保局於未來執行事業廢棄物管理政策上之參考。 總結執行成果,本計畫屬於協助性質之計畫,多數工作內容為防範非法棄置作業之工作,如事業單位廢棄物產生源查核、清除處理機構及再利用現場查核、輔導改善及專家專案輔導等工作,其後續皆須配合臺中市政府環境保護局進一步執行方能展現實績,本計畫考量地方環保局經費有限但業務繁重繁雜,故在有限之人力經費下,以充分運用各項人力資源配合環保局作業,務力求協助辦理業務,以達成順利執行本計畫之目標。

2019 Processing and Contingency Plan on Illegal Dump Site in Taichung City

英文摘要 The main work items of the project are: “Executing Control of Wastes”, “Business Wastes Reduction and Recycle and Illegal Dumping Prevention”, “Processing Illegal Waste Dumping Emergency Response”, “Waste Sampling and Testing and Project Report Proposal”, “Underground Water Investigation and Analysis Recommendation on Existing Illegal Dumping Sites of The Pebbles Businesses in Shalu District”, and “Complying With Administrative Operations”. In terms of “Executing Control of Waste”, 601 audits and examinations have been conducted on each type of projects from the Environmental Protection Administration, self-proposed audit, or audit as instructed by the Environmental Protection Bureau; 40 audits on businesses around the “2018 Contamination Source Audit Plan of the Floral Expo”; 50 audits on businesses for routine and project auditing on abnormal and severe businesses; 162 audits on businesses for assisting in joint audit on medical and long-term care institutions; 50 audits on businesses on the ranches of the city as well as road block check on vehicle carrying dead animals (12 cases in total); as for the city’s public and private cleaning, processing, and collateral cleaning institutions, 493 cases have been completed for cleaning institutions, 20 for processing institutions, and 12 for collateral cleaning institutions; 48 audits for construction wastes (R-0503 or D-0599), manure (D-0104) GPS tracks and status of entering the treatment plant; 760 on-site inspection on lifting ban on regulated businesses; as for major waste contamination unit, expert scholars were invited to execute on-site project counseling for 4 times; education training has been held once on illegal dumping related issues. In terms of “Business Wastes Reduction and Recycle And Illegal Dumping Prevention”, 76 on-site audits were conducted on the city’s recycling institutions; 1001 times of assistance on executing the united plan on catching illegal dumping, patrolling illegal dumping sites, and road-block checking trucks carrying waste and disposed materials, residual dirt and 252 times on patrolling high potential dumping sites. For “Processing Illegal Waste Dumping Emergency Response”, there has been 5 times of assisting in processing on-site emergency response operations; 25 cases of assisting in auditing site cleaning project; and 1 site cleaning operation (clear water zone) in supervising the site cleaning. As for “Existing Illegal Dumping Site Of The Pebbles Businesses in Shalu District”, the project has conducted underground water sampling and testing on the 3 simple wells in the site, and toxicity and total quantity analysis on Malabar chestnut (root, stalk, leaf) in the planting area (W06 non-dumping site for toxic waste material; W16 toxic waste material dumping site). The results showed that the lead concentration in the underground water in well number 3 reached 0.178mg/L, which is surmised to be caused by soil quality and long-term washing by rain; the results of the planting area showed that the root of the Malabar chestnut in W06 non-dumping site for toxic waste material absorbed more heavy metals, indicating that Malabar chestnut has used the root area to limit the mobility of heavy metal to be accumulated or concentrated in the plant proper; increased level of heavy metals copper, nickel, zinc appeared in the stalk of the Malabar chestnut in W16 toxic waste material dumping site in the fourth quarter, indicating that the stalk of Malabar chestnut also exhibits heavy metal accumulation. One case in Complying the Environmental Protection Bureau in Executing Administrative Work including regularly compiling and updating on the progress of cleaning and project report (including briefing) was implemented in addition to regularly updating the Environment Examination Management System (EEMS) and database of Illegal Dumping Management System (IDMS). The project has been implemented according to schedule and provided the Environmental Protection Bureau the management strategy planning and recommendation at appropriate time to be the reference on executing future business waste management policy for the Environmental Protection Bureau. Summation on the execution results: the content of the project execution is of assistance in nature. Most of the work content is the prevention work of illegal dumping such as examining the source of the waste from the business, auditing cleaning institution and recycle site, improvement counseling and project counseling by professionals. The ensuing work must comply with the Taichung City Environment Protection Bureau in terms of execution in order for the result to appear. The project has taken in the consideration for the limited funding of local environmental protection bureau. However, due to heavy work load and being under limited manpower and funding, it has extensively deployed all human resources to achieve successfully the goal of the project.
