108年度宜蘭縣土壤及地下水 污染調查及查證工作計畫

中文摘要 宜蘭縣政府環境保護局(以下簡稱環保局)為持續進行轄內土壤地下水潛在污染區域定期監測及調查,並針對污染列管場址進行驗證、及相關管制措施,經公開評選後委託傑美工程顧問股份有限公司(以下簡稱本團隊)執行「108年度宜蘭縣土壤及地下水污染調查及查證工作計畫」(以下簡稱本計畫),本計畫執行期程為108年1月1日至108年12月31日,截至108年12月20日各項工作執行說明如后。 一、定期監測 本計畫已於108年7月16日及8月20日完成13筆地號共14點次土壤定期監測作業。其中8筆地號土壤重金屬濃度超過土壤污染監測標準;4筆地號土壤重金屬濃度低於土壤污染監測標準;1筆地號土壤重金屬濃度超過土壤污染管制標準。 二、高污染潛勢調查 本計畫已於108年6月13日至6月21日完成18處工廠現場勘查工作,並挑選8處工廠進行土壤/地下水品質查證,結果顯示8處工廠土壤品質皆符合土壤污染監測標準及土壤污染管制標準,依土壤及地下水污染整治法規範,後續無須進行列管。其中,信東企業社查證結果顯示其土壤重金屬銅濃度超過土壤污染監測標準,後續應定期執行土壤品質監測。 三、指定區域底泥採樣 計畫已於108年8月20日完成4處工廠周遭溝渠共12點次底泥採樣工作,結果顯示4處採樣區域皆有重金屬濃度超過底泥品質指標下限值及上限值,各事業下游處底泥重金屬濃度有增加趨勢。 四、地下水監測作業 本計畫已完成19口場置性監測井水質檢測,有6口監測井檢出測項達地下水污染監測標準,主要達監測標準項目以氨氮為主。 本計畫已完成掩埋場地下水及原水監測作業,部分地區地下水氨氮、總溶解固體物有超過監測標準之情形,例如五結、蘇澳、宜蘭市建蘭段、冬山及羅東掩埋場;原水部分,五結、蘇澳及三星掩埋場皆測得氨氮濃度有超過放流水標準之情形,但掩埋場滲出之原水接返送,並無放流。 五、監測井維護管理 本計畫已完成今年度2次監測井巡查維護工作,並完成3口次井體設施修復、5口次井體外觀維護及1口次監測井廢井工作。本年度挑選11口監測井進行井況評估,並根據評估結果並依照再完井篩選原則,挑選6口監測井進行再完井作業、5口監測井執行異物排除工作。 六、場址監督查核與驗證 本計畫執行迄今針對各列管場址每月至少執行1次之巡查工作,並協助環保局完成32件場址相關書面審查、8場次審查會議、10件土污法八九條公告事業審查及1場次現場查核。 本計畫已完成8處場址改善完成後驗證作業,其中7處場址土壤/地下水中污染物濃度皆低於管制標準,已依法解除列管。1處場址(龍德段93地號) 驗證結果顯示,土壤中總石油碳氫化合物(TPH)濃度仍檢出高於土壤污染管制標準情形,目前場址管理單位已申請改善期限展延至108年11月2日,將於近期提出再次驗證申請。 七、地下儲槽系統網路申報審查與查核 本計畫已協助環保局完成3季網路申報資料審查工作,申報審查率皆為100 %。本計畫已於108年7月18至19日依照污染潛勢分級結果挑選6處地下儲槽業者執行測漏管檢測,並於108年10月1日至廣進加油站執行土壤及地下水查證,結果顯示本場址均符合土壤管制標準及地下水管制標準。 八、陳情應變及其他調查工作 本計畫截至108年12月完成12車次入境土石方採樣抽測工作,重金屬濃度均低於食用作物農地監測標準。 本計畫至108年12月20日止,共計執行5場緊急應變採樣工作,包含「三星鄉農地緊急應變」、「CC-13-30營區地下水採樣」、「員山鄉望龍埤段廢棄物傾倒」、「員山鄉冷水坑段掩埋廢棄物」及「砷超標農地調查」。 九、相關活動辦理及行政協助 本計畫已完成3場次法規說明會,分別為「地下儲槽系統管理相關辦法暨地下儲槽系統申報作業要點說明會」、「土污法第八、九條公告事業說明會」、「水污染防治措施專責人員土水法規宣導說明會」,參與總人數為242人。 本計畫已完成5場次土壤及地下水保育宣導課程及1場次種子教師培訓課程,參與總人數為360人。透過環保署發行之「小水滴哭什麼?」及「小動物,大偵探」兩冊故事書,宣導正確土壤及地下水保育觀念。 本計畫於108年10月6日協助環保局舉辦1場次大型環境教育活動,參與民眾約3200人次。本次活動以親子野餐活動為主軸,藉由多元化且富教育意義的表演節目讓民眾認識生活中的環保,共同將環境教育落實在生活中。 本計畫已舉辦2場次教育訓練,以環保單位相關業務同仁為訓練對象,透過各種專業智能訓練以及實作課程,增進環保局業務同仁專業能力,參與總人數為69人。 本計畫協助環保局針對補助計畫管理、污染場址管理及行政配合宣導方面提出108年績效考評得分關鍵要點及具體作為,本團隊協助環保局設定考評相關權重,針對完成把握度較高之項目給予較高權重,以在確實掌握基本分數之原則外,爭取最高得分,截至108年12月20日止,考評績效指標分數為83.35分。

2019 Investigation and Verification of Soil and Groundwater Contamination in Yilan County

英文摘要 In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with the petitions. Therefore, Yilan Environmental Protection Bureau (EPB) has been continuously monitoring the potential sites of contaminated soil and groundwater in the region, including industrial complex in Loung Te and Letzer, as well as other underground storage tanks (UST). Additionally, the inspection, verification and control measures has been implemented over restricted contaminated area. The Yilan EPB has commissioned Pro. Vision Environmental Engineering Corporation (the “PVEEC”) to be the chief executive of the “2019 Investigation and Verification of Soil and Groundwater Contamination in Yilan County” project (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work. 1. Soil Reguler Analysis This year, a total of 13 sites, where the contamination in soil exceeds the monitoring standard, were investigated. The result shows that the concentration of heavy metals were found to exceed monitoring standards in 8 sites, where some of area that the lands fertilized using animal manure and groundwater full of arsenic. In addition 1 site be analyzed the concentration of heavy metals were found to exceed control standards. 2. Contamination Potential Area Survey The total of 18 factories were Phase I surveyed and conducted soil and groundwater contamination verification of 8 of these factories were sampled. The results showed for soil and groundwater, none of these 8 factories exceeded the control standards. However, one of them are exceeded the monitoring standards, who regular monitoring is needed in the future. 3. Sediment Analysis of Industrial Area This year, PVEEC has completed sediments analysis around the potentially-contaminated factories, a total of 4 factories in Loung Te and Letzer industrial area. Results showed that the many of heavy metals in the sediment exceeded the “Sediment Lower Limit”, even exceeded the “Sediment Upper Limit”. There is an increasing trend with downstream of the regional drainage. 4. Groundwater Analysis Sampling work of all 19 wells has been done in May, 2019, and no results exceeded the control standards, and 6 of them reached the monitoring standards, mainly ammonia nitrogen. As for the monitoring of the landfill site, no groundwater exceed the control standards. It is common that all landfills detected ammonia nitrogen and total dissolved solids(TDS), exceeding monitoring standards. For raw water, Wujie, Su-Ao and Samxing Landfill all detected ammonia nitrogen, exceeding the discharge water standard. 5. Wells Maintenance and Checking The team had completed, as contracted, a total of 2 times of quarterly work of the checks and maintenance of regional and on-site monitoring wells, according to the results, 5 of them went through the external maintenance after the assessment, and 1 of it was stopped monitoring. In addition, for the condition assessment on 11 monitoring wells; according to the results, 5 of them went through the internal maintenance after the assessment, and 6 of them went through the well development again followed by camera shooting inside the well to assure of tidiness. 6. Restrained Sites Management and Verification The PVEEC has completed 32 site-related written reviews and 10 soil and groundwater legal-related written review; also assisted in 8 review meetings and 1 On-site checking. The PVEEC has carried out the monthly inspection over restrained sites for the progress of improvement and the latest condition in hand and evaluate the predicted effects for the site where the remediation plan has been accomplished. Currnently, there are totally 8 sites that has completed post-improvement verification, and 7 of them have been removed from the control list. 7. UST Online-review and Checking The PVEEC has been associate with EPB to complete the UST reports of Q3 in 2018 (from Sep to Dec), Q1 in 2019 (from Jan to Apr) and Q2 in 2019 (from May to Aug), with 100% of inspection. We also monitored gas stations of 6 UST, and Under the known condition soil and groundwater investigation started at Guang-Jin gas station, the outcome told no sight of exceeding the control standards. 8. Emergency Response and Others There had been 12 Lorries going through the examining work of soil-rock importing management. Amid the use of XRF screening, the selected samples were analyzed for heavy metal content and the results indicated all sample standards compliant. 9. Event Handling and Routine Business This year, there have been completed 3 open conferences for interpreting relevant Acts of prevention of soil and groundwater contamination (total audience number: 242), 5 educational sessions and 1 training courses (total audience number: 360). The team has also assisted the environmental education activities on 2019/10/6 (total audience number: 3200). For the evaluation of performance indicators, the team has assisted the EPB in proposing key points and measures of the 2019 evaluation for program management, contaminated site management and administrative works, highlighting the determination of the EPB in contamination verification and remediation and showing the effectiveness of soil and underground water implementation. In addition, the team also assists the EPB in setting relevant weights for assessments, giving higher weights to projects with higher levels of confidence, in order to achieve the highest scores in addition to the principle of mastering the basic scores, as of December 20, 2019, the score of EPB's performance was 83.35.
