廢塑膠容器處理後衍生廢棄物輔導去化專案工作計畫

中文摘要 台灣多個縣市焚化廠有延役整改計畫,整改過程焚化量能不足,環保署預計利用工業鍋爐協助處理分類後衍生性廢棄物,並研議鼓勵民間廠商設立SRF製造廠,以降低焚化量能的壓力,並使具熱值之廢棄物可透過能源回收方式發揮其殘餘價值,相對於焚化處理與掩埋而言,較具環保與經濟效益。 本計畫調查各項廢塑膠容器衍生性廢棄物產量等資訊,並將廢塑膠(含綜合廢塑膠及指定廢塑膠如:平板、7號及生質塑膠等)製成SRF並檢測,並以2座流體化床式鍋爐試燒,結果確認廢塑膠SRF適宜作為燃料,可符合環保法令之規定,且有減碳與經濟效益。

Counseling and disposing of derivative of wastes plastic containers after treatment plan

英文摘要 Many incinerator plants in Taiwan are being renovated, so incineration capacity is insufficient in the near future. Therefore, EPA expects to use industrial boilers to treat derivatized waste after classified and to encourage private manufacturers to set up SRF factories, so that the treatment pressure of waste incineration can be reduced. Compared with incineration treatment and landfill, waste with calorific value can exert its residual value through energy recovery, which has more environmental and economic benefits. This project investigates the output of derived waste from waste plastic containers treatment plant, and makes SRF from waste plastics (including various waste plastics and designated waste plastics such as flat plastics, No. 7 plastics and PLA) and detects whether it is suitable for use as fuel, then trial burn it in two fluidized bed boiler, detecting the characteristics of air pollution and ash, and checking whether this method causes environmental impact. The results show that SRF is suitable to be used as fuel, can meet the requirements of environmental protection law, and has carbon reduction and economic benefits.
