108-109環境水質監測平臺建置計畫

中文摘要 台灣整體性環境水質監測最早始於民國65年起,本署監資處於民國90年起接辦全台河川、水庫、地下水、海域及海灘等水體監測任務,並於民國92年初步建置水質資料庫及網頁式管理系統,自民國92年至今(109),水質資料庫歷經3代改版,例常的水質監測業務與系統化管理方式趨近成;而本計畫自108年起再度針對水質資料庫(後台)與民眾公開網(前台)進行整體性改版,考量資訊化時代的趨勢及配合資料數位轉型,重新盤點前後台系統架構與功能,根據水質監測使用現況與資訊數位化,重新設計網頁性質與操作邏輯,並考量數據數位化的應用與手持設備的進步,開發輔助軟體協助現場採樣人員使用。而針對民眾公開網則考量一般民眾以手持裝備瀏覽網頁與閱讀習慣,進而重新規劃響應式網頁(RWD)做呈現,並將水質監測數據圖像化表現,同時針對部分專有名詞設計圖文小卡,導向簡單易懂的呈現方法。透過本次的改版,除了管理系統操作介面與民眾網呈現方式整體性調整,希冀提供民眾清楚的水質數據,並了解政府於環境水質監測上付出的心力。

2019-2020 The Establishment Program for the Environmental Water Quality Monitoring Platform

英文摘要 The earliest overall environmental water quality monitoring in Taiwan could be dated back to 1976. Since 2001, the Department of Environmental Monitoring and Information Management of the EPA took over the monitoring of all of the water bodies around Taiwan, including rivers, reservoirs, underground water, territorial waters and beaches, and started to establish the preliminary water quality database and online management system. From 2003 to 2020, the water quality database has experienced three versions of updates. The regular water quality monitoring and systematic management has matured with time. Since 2019, another update has been implemented in the backend system for the water quality database and the frontend of the public website. In view of the trend and to comply with the digital transformation and the government’s policy in open data, the architecture and the functions of the front and back end systems have been reevaluated. Based on the current use of the water quality monitoring and information digitalization, the website’s operation and logic has been redesigned. In addition, with the advancements of data application and handheld devices in the information era, a software has been developed to help with onsite sampling. Nowadays, more and more people access information from the browsers on their handheld devices. To accommodate people’s reading habits, the responsive web design (RWD) has been adopted, so as to fit all screen sizes. Moreover, the water monitoring data has been visualized. Some terminologies are complemented with small cards with explanations, so it is easier for the public to understand. Through this latest update, the management system and the website have been adjusted, hoping to help the public better understand the water quality data, so they will appreciate the government’s efforts in environmental water quality monitoring.
