107-108年度綠色採購提升暨綠色消費推廣第2年(2年計畫)專案工作計畫

中文摘要 本計畫工作內容涵蓋四大面向,分別為政府機關、民間企業及團體、一般民眾及綠色產品,政府機關部分已於107年度擬定「綠色採購推動方案」(修正草案),將勞務及工程採購納入機關綠色採購範疇,並於107年度及本年度辦理試辦作業,蒐研各類別勞務及工程採購之綠色採購潛力,試辦結果發現,工程案件之綠色採購潛力較勞務案件高,主要因建材類綠色產品眾多,故未來可優先以工程採購為推動重點;民間企業及團體則透過擬定「109年度推動民間企業及團體實施綠色採購計畫」及「企業推動綠色採購策略方案」,搭配輔導作業協助民間單位實施並申報綠色採購,期望提升民間企業申報金額及民間單位綠色採購認知度,藉此引領我國綠色產品商機,進一步強化我國綠色消費可行性;一般民眾部分則以提升綠色消費認知度為主軸,透過參與「2019 ITF 台北國際旅展」、辦理「108年大專院校創意推廣環保集點徵選活動」及綠色消費推廣績優單位表揚典禮,由下而上,將綠色消費推廣至各年齡層及行業別;綠色產品部分,則藉由監督環保標章驗證單位,確保消費者權益及使用感受。以上四大面向,係透過政府機關及民間單位綠色採購,提升我國綠色產品商機及範疇,並鼓勵民眾落實綠色消費,實際於日常生活中採購綠色產品,完整我國綠色消費鏈。

2018-2019 Green Procurement and Consumption Promotion Project (2019)

英文摘要 The project divided into four parts, government agencies, Private enterprise, general public and green product. In Government agencies part, drafted a "Green Procurement Promotion Program" (draft) to include services and work procurement into the government's green procurement scope, and held pilot scheme to study the green procurement potential of various types of services and work procurement. The pilot scheme results found that the green procurement potential of work cases is higher than that of services cases, mainly due to the many green products in the building materials category. In the future, priority can be given to the promotion of engineering procurement. In second part, draw up "Private enterprise Green Procurement Promotion Program" and "enterprise promotion of green procurement strategy plan", cooperate with tutoring operations to assist private enterprise to implement and declare green procurement. Expect to increase the declared amount of private enterprises and consciousness, thereby leading green product business opportunities and further strengthening the feasibility of green consumption. In general public part, we focused on increasing awareness of green consumption, we joined the exhibition of 2019 Taipei International Travel Fair, handling "Activities for creative promotion on "GreenPoint" in colleges and universities in 2019", and praise the excellent units in green consumption promotion. Bottom-up promotion of green consumption to all ages and industries. In green products part, supervise the Green Mark certification agencies to ensure consumer rights and feelings. As stated above, through government agency and general public implementation, enhance the business opportunities and scope of green products in our country, and encourage the public to implement green consumption and actually purchase green products in life to complete our green consumption chain.
