108年度臺東縣固定污染源許可、空污費、逸散源 暨露天燃燒、餐飲設備管制精進計畫
| 中文摘要 | 本計畫工作包括：許可管制、空污費審查、固定污染源查核、餐飲業稽查管制、推動紙錢源頭減量、露天燃燒管制等項目。 在餐飲業稽查管制方面，加強餐飲業或屢遭陳情業者之污染防制設備查核及輔導，成功推動業者及攤商設置或改善防制設備，在露天燃燒管制方面，彙整臺東歷年農廢露天燃燒好發地點資料，製作近 3 年好發點線上地圖，提供各相關單位參考，於一、二期稻作收割期間，以各種宣傳管道向農民宣導不燃燒稻草，結合農政單位辦理農業廢棄物再利用替代措施推廣作業，並出動空拍機進行空拍，輔導及遏止農民不燃燒稻草，有效減少燃燒稻草所帶來的空污問題。 推動企業鍋爐改用天然氣補助方案，以加嚴管制和獎勵補助雙軌並行，推動鍋爐改用潔淨燃料，迄今已有41家業者申請補助，其中25家完成改善。計畫執行期間完成107年第4季至108年第2季空污費審查工作，並核算催繳58萬元。計畫期間計執行固定污染源法規符合度查核122件，其中4件違反法規，已移由環保局告發處分，違規原因包括空氣污染物未妥善收集處理 | ||

| 英文摘要 | This Plan includes: planning of air quality control issues, permit management, air pollution fees reviews, fixed pollution source examination regulating restaurant inspections, reduced the joss paper quantity, open burning regulation on agricultural waste and other projects. In restaurant business regulation inspection, increasing inspection and consulter of kitchen exhaust hood and oil mist collector hardware on restaurant business owner or those restaurants who got file complain a lot about oil mist smell problem restaurants. In the open burning regulation aspect, collecting and integrated over the years for those location data who has occurs farming open burning of waste predilection hot spot in Taitung city. Making the past three years online maps, provide the reference to all relevant units. During the period of first or second rice harvest season, inform to farmers not to burn straw pipeline in anyways. Combined with agricultural authorities handle the agricultural waste recycling alternative way. Send out the unmanned flying vehicles drone to the field and take evidence photos. Counseling and curb farmers not to burn rice straw pipeline and effectively reduce air pollution caused by the burning straw pipeline. The Subsidy Program for the Use Converted to Natural Gas in Reheating Equipment for Enterprises, we pushed forward the conversion into clean fuel for the use in boilers through dual-track approach including “strengthening control” and “supporting subsidies” , and a number of 41 companies have applied for subsidies so far, of which 25 have completed improvement. During the implementation of the Plan, we completed the pollution fees audit from the fourth quarter of 2018 to the second quarter of 2019, computed and pushed payment of 0.58 million.During the plan period, the conformity inspection of fixed pollution sources in 122 cases were completed, 4 of which were in violation of laws and regulations and were accused and sanctioned by the Environmental Protection Bureau. Reasons for non-compliance included failure to properly collect, treat and dispose of air pollutants. | ||
