108年固定污染源系統與行程申報系統數據品質提升計畫

中文摘要 為強化107年度開發之固定污染源與檢測機構申報資訊應用管理系統功能之應用,本計畫依據計畫目標執行固定污染源系統與行程申報系統數據品質提升,優化相關資訊比對欄位,提升勾稽比對正確率,更進一步的新增試車檢測、稽查檢測等相關資料數據介接,並依不同檢測目的、不同檢測機構作為參數之比較功能,以強化資訊系統之應用,今(108)年度相關執行成果說明如下: (一) 持續介接檢測行程通報與結果申報資料及自動交換功能 本計畫延續107年度資料介接作業,今(108)年度針對固定污染源資訊管理系統與環境檢測機構管理資訊系統自102年度檢測資料進行勾稽比對,並完成自動化資料介接與交換設定作業,以利即時掌握比對資訊。 (二) 完善系統之資料庫及新增資料介接項目 為擴充系統比對資料及提升應用功能,今(108)年度除介接許可試車與一般稽查等不同檢測目的之檢測資料外,同時針對固定污染源檢測時應紀錄之污染源與防制設備操作條件一併納入系統以利掌握檢測當時狀況與比對差異。 (三) 建立事業單位檢測歷史資料,優化資料庫之欄位格式及資料 本計畫為提升系統勾稽比對正確率,針對檢測位置、污染物名稱及檢測申報勾稽比對方式進行資料庫優化與欄位調整,提升資料庫排放管道欄位比對正確率與污染物名稱一致化;此外,本計畫並藉由不同檢測目的,比對固定污染源蒸氣鍋爐定期檢測與稽查檢測差異情形,作為管制參考。 (四) 開發各類檢測值趨勢分析比較功能,作為多次委託分析之參考 本計畫利用今(108)年度新增介接不同檢測目的之資料及其歷史資訊,完成圖像化趨勢比較應用功能,主管機關可透過指定時間內比對行程申報與檢測結果申報之多次委託情形與申報差異,並藉由歷史趨勢圖配合相關操作條件檢視其差異情形。
