108年度嘉義市空氣品質考核及管理計畫

中文摘要 為了積極有效運用空氣污染防制費以改善本市空氣品質,並於環保署的績效考評制度中爭取佳績,藉由執行本計畫作為統整本市各空氣品質改善維護子計畫成果,也就污染防制策略進度實施追蹤,適時提出建議,達到持續改善空氣品質之目的。 本年度計畫執行期間自108年1月31日起至108年12月15日止,工作進度統計至11月30日,時間比例92%,已依據契約規定提送執行規劃書、期末報告,統計至11月30日各項工作進度平均100%,主要工作項目之執行成果摘要如下: (一) 空氣品質資料蒐集與分析 統整本市及各空氣污染防制區近五年氣象與空氣品質現況資料,由空氣品質指標平均值(AQI),雲嘉南空品區空氣品質呈現改善,幅度達13%,嘉義市也具改善趨勢,幅度18.3%;影響空氣品質的指標污染物,整體雲嘉南空品區以細懸浮微粒比例較高,接近70%,其次為臭氧8小時,嘉義市比例與空品區差異不大,顯示細懸浮微粒屬主要空氣品質改善的污染物種。 108年統計至11月止,嘉義市AQI≧151的紅色警戒事件日共11站日,符合本年防制目標19站日,並較往年同期19站日改善;AQI ≤ 50的空氣品質良好日數共114站日,防制目標達成率111%,並與往年年同期改善。細懸浮微粒濃度部分,本年1~11月之年平均濃度23.0 μg/m3,較往年同期24.1 μg/m3改善,顯示本年度空氣品質現況較往年具持續改善趨勢。 (二) 各類排放源污染屬性分析 依據本計畫檢討更新和掌握之TEDS 9.0排放量資料,本市各類空氣污染物排放量分別為懸浮微粒 (PM10) 1,167公噸、細懸浮微粒(PM2.5) 491公噸、硫氧化物(SOX) 44公噸、氮氧化物(NOX) 2,283公噸、非甲烷碳氫化合物(NMHC) 4,004公噸、一氧化碳(CO) 4,891公噸。 當中細懸浮微粒排放污染源類別以公路運輸之排放量185公噸,所占比例最高,占總量37.7%,其中柴油車98公噸(19.9%)最高;第二大類排放來源以營建等逸散性污染源為主,排放量179公噸,佔總量36.5%,其中以車輛行駛揚塵排放量90公噸(18.3%)最高,其次為建築施工的70公噸(14.3%);第三大類排放來源則是商業(餐飲業-油煙),排放量87公噸,占排放總量17.7%。 因應管制對策於污染防制措施,包含1. 加速柴油車排煙減量,策略包含一期、二期老舊柴油車淘汰,三期柴油車汰換或裝設濾煙器(空氣污染防制設施),使用第五期柴油車輛;2. 降低車行揚塵排放,策略包含加強街道揚塵洗掃、整合企業、營建工程實施道路認養並洗掃維護、加強營建工程污染防制提高管制後污染削減率,營建工地出入口揚塵管制,減少路面揚塵污染來源;3. 提高餐飲業裝設油煙防制設備數,策略包含宣導新設業者污染防制觀念、輔導餐飲業者設置污染防制設備、督導業者實施改善,降低民眾陳情和促成油煙污染改善和減量。 (三) 檢討與追蹤空氣污染防制維護策略 掌握本年度1月至11月,本市空氣污染防制策略推動現況,固定污染源總計有16項策略,達成率91%;移動污染源總計11項策略,達成率79%;逸散污染源總計14項策略,達成率94%;低碳城市總計11項策略,達成率81%;綜合性改善/便民措施總計10項策略,達成率92%。 (四) 推動環保署績效考評作業 本市106年和107年績效考評成績,經行政院環境保護署評定獲「移動污染源管制拔尖」、「移動污染源管制表現卓越」評等。 統計本市108年(截至11月) 環保署績效考評得分為16A、1B、2C,與滿分標準19A,達成率42%,較上年度成績14A,達成率57%。相較滿分水準達成率84%,並較上年成績提高。 (五) 空氣品質淨化區 本市共設置7處空氣品質淨化區,綠化面積達10.57公頃,分別為裸露地綠化3處、環保公園2處、自行車道2處。本年度透過自行考核、委員考核等作業,掌握空氣品質淨化區基地管理維護現況;經5月16日、9月18日委託專家學者實施查核評比,各基地以「富國淨化區」、「中央廣場淨化區」及「嘉油鐵馬道淨化區」為最佳,二次查核評比均獲得4個優良,顯示此3處基地於環境清潔、設施維護及植栽維護均良好。

Chiayi City Air Quality Assessment and Management Plan,2019

英文摘要 In order to actively and effectively use air pollution control fees to improve the city's air quality, and strive for success in the EPA's performance appraisal system, by implementing this project as a way to integrate the city's air quality improvement and maintenance sub-projects, we track the progress of the pollution prevention strategy and make recommendations in a timely manner to achieve continuous improvement of air quality. The implementation period of this year's project is from January 31, 2019 to December 15, 2019. The work progress is counted to November 30, and the time ratio is 92%. The implementation project and interim report have been submitted according to the contract. At present, the progress of each work is 100% on average. The summary of the implementation results of the main work items is as follows: (A) Air quality data collection and analysis The data on meteorological and air quality status of the city and various air pollution control areas in the past five years, via the air quality index average (AQI), the air quality of Yunjianan air quality area improved, up to 13%, Chiayi City also with an improvement trend of 18.3%; the indicator pollutants affecting air quality, the overall Yunjianan air quality area has a higher proportion of fine aerosols, close to 70%, followed by ozone for 8 hours. The difference between Chiayi City and the air quality area is not Large, showing that fine aerosols are pollutants with major air quality improvements. In 2019, the red alert event of AQI≧151 in Chiayi City was 11 station day, which is in line with the 19 station day of the year's control target, and has been improved compared to the 19 station day in the same period of the previous year. The air quality of AQI ≤ 50 is 107 station day. The target achievement rate was 111%, and it increased compared to the 107 station day in the same period of the previous year. The average concentration of fine aerosols was 23.0μg/m3 from January to November this year, which was improved from 24.1μg/m3 in the same period of the previous year, which shows that the current air quality status of this year has a continuous improvement trend compared with previous years. (B) Analysis of pollution attributes of various emission sources According to the TEDS 9.0 emissions data updated and mastered by this project review, the air pollutant emissions of the city are suspended particulates (PM10) 1,167 metric tons, fine aerosols (PM2.5) 491 metric tons, and sulfur oxides (SOX). 44 metric tons, 2,283 metric tons of nitrogen oxides (NOX), 4,004 metric tons of non-methane hydrocarbons (NMHC), 4,891 metric tons of carbon monoxide (CO). When the medium and fine aerosol emission source categories are 185 metric tons of road transport emissions, the proportion is the highest, accounting for 37.7% of the total, of which diesel vehicles with 98 metric tons (19.9%) are the highest; the second largest source of emissions is the construction of spreading sources mainly. The emissions are 179 metric tons, accounting for 36.5% of the total, of which 90 metric tons (18.3%) is the highest in vehicle emissions, followed by 70 metric tons (14.3%) for construction. The third largest source of emissions is commercial (Catering industry - soot), emissions of 87 metric tons, accounting for 17.7% of total emissions. In response to the control measures against pollution prevention measures, including: 1. Accelerate the reduction of diesel vehicle exhaust emissions, the strategy including the elimination of the first and second phases of the old diesel vehicles, the replacement of the third phase of the diesel vehicles or the installation of filter filters (air pollution control facilities) ), the use of the fifth phase of diesel vehicles; 2. Reduce the emissions of vehicles, the strategy including strengthening street dust cleaning, integration of enterprises, construction projects to implement road adoption and cleaning and maintenance, strengthening pollution prevention and control of construction projects to improve pollution reduction rate after control, build dust control at the entrance and exit of the construction site to reduce the source of dust pollution on the road surface; 3. Increase the number of fume control devices installed in the catering industry. The strategy includes propagating the concept of pollution prevention and control of new operators, counseling the catering industry to set up pollution prevention and control equipment, and supervising the implementation of improvement by the industry and reducing the public's feelings and promote the improvement and reduction of soot pollution. (C) Review and track air pollution prevention and maintenance strategies From January to November of this year, the city's air pollution prevention and control strategy promotion in the current situation includes 16 strategies for fixed pollution sources with a total of 91%; a total of 11 strategies for mobile pollution sources, with a completion rate of 79%; and 14 strategies for total emissions sources with the achievement rate 94%; the low-carbon cities have a total of 11 strategies, and the achievement rate is 81%; the comprehensive improvement/convenience measures are 10 strategies in total with the achievement rate 92%. (D) Promoting the performance evaluation of the Environmental Protection Agency The results of the performance evaluation of the city in 2017 and 2018 were evaluated by the Environmental Protection Agency of the Executive Yuan as "Top of Mobile Pollution Control" and "Excellent Performance of Mobile Pollution Source Control". Statistically, the city's 2019 (as of till September) EPA performance evaluation scores are 16A, 1B, 2C respectively, with the full score standard 19A with the achievement rate is 84%. Compared with the previous year's score of 14A, the achievement rate reached 57%. Until December 15th, we continue to urge all air quality improvement and maintenance sub-projects to jointly strive for excellent performance evaluation results. (E) Air quality purification area There are 7 air quality purification areas in the city, with a green area of 10.57 hectares, including 3 bare green areas, 2 environmental parks and 2 bicycle lanes. In the current year, through the self-assessment and the assessment of the members' committees, the current situation of the management and maintenance of the air quality purification area will be mastered. On May 16th and September 18th, the members have surveyed and the bases including " The air quality purification zone of Jiayou Railway Road " and " The air quality purification zone of Central Plaza", " The air quality purification zone of Xianghu Park)", " The air quality purification zone of Gongyi Road ", " The air quality purification zone of Fuguo " these five places as the best examples with maintenance and management results.
