108年度推動民眾參與水環境巡守及教育訓練計畫（北中區）
| 中文摘要 | 本年度計畫為延續水環境巡守隊經營與培養巡守隊作為環境教育人員，工作項目共計4項：1. 研提民眾參與水環境守護之策略。2. 推動水環境巡守隊管理經驗交流與活化組織。3. 推動水環境守護政策與生態監測技術應用4. 推動全國水環境巡守隊參與水環境污染整治及辦理管理評核及其他相關工作。 為使縣市環保局了解並討論年度之發展重點與經營管理方向，於計畫初期召開全國工作坊會議進行交流¬，並安排15縣市之巡守隊經營訪查及6場次之優良巡守隊頒獎暨座談會，了解各縣市水環境巡守隊經營策略及困境，依各縣市地區特點提出可行之具體建議。為促進縣市間巡守隊的經驗交流，辦理2場次分區水環境巡守隊經營管理研討會以及1場次北中跨區交流工作坊。本年度召開1場次重點河川民眾參與跨與交流會，分享地方水環境守護及相關經驗，以提供各隊伍了解全國巡守隊地方特色及現狀。 河川保育中心於本年度計畫中持續推廣河川生態監測活動以及持續辦理巡守隊培力及增能教育訓練課程。選定於宜蘭縣鴻毅志工隊及其巡守流域，共辦理了7場次河川生態監測教育與6場次河川生態監測實作，增進巡守隊生態調查相關知識背景與執行能力；並針對去年之種子隊伍崇光社大巡守隊持續進行了2場次種子教師回訓；並於中區辦理2場次河川生態監測示範教學活動與增能課程及培力及增能教育訓練課程2場次，透過辦理增能課程，提升巡守隊之環境知識與技能。 | ||

Energizing River Patrol Team with Empowerment and Educational Training
| 英文摘要 | The theme of the year is empowerment, to continue management assessment strategies and strengthen regional experience exchanges for the river patrols. To achieve the goal, the works can be divided into four parts:(1) Developing diverse strategies of public participation in water management, (2) Enhancing the activation and business communication the river patrols, (3) Promoting water environment protection policies and innovative technologies, (4) Promoting the river patrols to participate in water environmental pollution remediation and conduct management assessment. To elaborate the goals and to communicate with the local governments, the annual workshop was held. To understand the situations of local public participation, government officials of 15counties and cities were interviewed and suggestions were made to meet local problems. Encouraging river patrols who dedicated themselves, 6 teams which are the most outstanding were awarded. Developing multiple strategies for river basin management, 2 regional conferences were held to encourage to exchange the experience of different areas. Cultivating river patrols as a deliverer of environmental education, 2 courses and trainings were held. The main goal of public participation is to gather people and provides platforms for communication, thus 2 local water environmental conferences were held to collect ideas and suggestions. In addition, to improve local people's understanding of the current status and development of rivers and share local water environment guarding and relevant experience and knowledge, 2 focal rivers discussion meetings were held. Furthermore, this year River Conservation Center held water environmental technical observations and river ecological monitoring activities continuously in the project. The patrol teams from the Yi-lan county and mid-Taiwan were chosen to took part in the courses. These monitoring trainings and demonstration activities cultivated the knowledge and execution ability of the patrol team. | ||
