109年河川巡守隊經營運作輔導計畫

中文摘要 一、加強及輔導河川(水環境)巡守隊組織經營 1.臺中市水環境河川巡守隊共計29支隊伍,人數共計662人,志工以61~70歲比例最高(43%),其次為51~60歲(29%)。 2.本年度完成90場次訪視,了解巡守隊運作困難及各隊需求,以提升各隊運作成效並持續推廣村里、社區民眾或學校參與河川巡守。 3.本團隊依照屯區、市政區、海區及山區辦理完成4場次分區座談會,參與幹部及隊員共計62名。 4.本團隊辦理完成4場次參訪作業,參加人數達240人,藉由參訪水環境場址活動,以增進隊員水環境知識,並彼此分享經驗與心得,增進各隊感情。 5.本團隊辦理完成2場次水巡守特殊教育訓練,共計68人取得水環境巡守志工身分,目前志工人共計372人,占總隊員人數56%。 6.本團隊完成推薦豐原區豐田社區水環境巡守隊為本年度優良巡守隊並完成製作一部本市推薦參加行政院環保署舉辦之全國優良巡守隊評鑑隊伍之微電影,預計於12月10日舉辦年終檢討會時播放給巡守志工們觀賞。 7.本團隊依據臺中市水環境巡守隊經營運作實施計畫之評比原則,每月依各巡守隊活動辦理及成果登錄運作情形,進行巡守隊積分評比,統計至11月,前三名分別為豐原區豐田社區水環境巡守隊、清水區秀水水環境巡守隊、大里區竹仔坑水環境巡守隊、大安區頂安水環境巡守隊及豐原區葫蘆社區水環境巡守隊。並定於12月10日舉辦本市水環境巡守隊年終成果檢討會,表揚辛苦努力的巡守隊員及增進各隊間的情誼。 8.本團隊針對各隊伍之執行滿意度調查結果,隊伍反映對本計畫執行內容為非常滿意及滿意,並取得隊伍給予本團隊之肯定,讓日後活動規劃能更加精進,符合實際之需求。 二、巡守隊組織之運作推動 1.本團隊辦理完成22場次淨溪及水質監測活動,其淨溪活動內容包括淨溪、水質檢測及教學,總計參與人數496人,共清理約1,196.5公斤垃圾。巡守隊自主辦理巡守範圍內淨溪水環境活動活動達81場次,參與人數總計718人,共清理約299.2公斤垃圾。 2.本團隊辨理完成1場次世界水質監測競賽,邀請豐田社區水環境巡守隊及環保志工隊、豐田里里民及一般民眾共同參與,並向前來的大朋友及小朋友介紹「世界水質監測日」目的及「簡易水質監測包」使用操作方式及技巧,並進行旱溪水體之水質檢測,讓民眾可更加認識在地生活水體環境。 3.本團隊輔導鼓勵各巡守隊定期進行水質檢測,以瞭解巡檢區域河川的水質之變化水質監測網上傳129筆數據。綜合目前水質檢測結果發現,溶氧量(DO)0~4 mg/L,而酸鹼度(pH)大部分介於7~8,屬於中性,少部分呈現微鹼,濁度因各水域不同而有較明顯差異。 4.本團隊針對各巡守隊操作及維護更新之工作要項包含:(1)輔導各巡守隊熟悉E化操作、(2)每月10日前完成更新前一月份之巡守相關資料及文書檔案管理、(3)協助巡守隊髒亂點6件、河面死魚4件及水污染15件之通報作業、(4)統計巡守隊巡守時數約2,111小時,志工時數約20,687小時。 5.本團隊於每月5日及10日前完成更新前一月份之巡守相關資料及文書檔案管理,並將執行成果填報於地面水體垃圾攔除系統與水環境守護網。協助各巡守隊登錄巡守時數於志願服務網中,總計約20,687小時。 三、輔導巡守隊污染案件通報 1.本團隊協助輔導各巡守隊主動進行通報案件,截至109年11月,巡守隊通報案件已完成查報髒亂點或水污染案件為25件。

2020 River-patrolling tutorship program of Taichung City
