109年度推動環保夜市、商圈執行計畫

中文摘要 本計畫主要協助配合環保署環保夜市商圈政策,辦理減少夜市一次用產品使用量及落實垃圾分類,以達成垃圾減量目標。並補助給示範夜市推動垃圾減量、及環保設施等環保措施,並核發配合改善的店家「環保攤商」標章,提供給消費者做參考,希望藉由示範夜市帶頭,讓全國400處夜市都能成為消費有省錢、環境五星級的夜市。有效降低資源浪費。 依合約規定,本計畫人員設備已於109年11月6日到位(嘉義縣環境保護局109年11月24日嘉環設字第1090036329號函同意備查),共執行1.5個月,符合工作進度,各項工作執行成果摘要如下: 一、結合轄內合法夜市(商圈)推動一次用產品源頭減量等相關業務 (一)結合新港魅力商圈餐飲業者,推動夜市商圈飲食區更換一次性及美耐皿餐具,針對有座位區且提供餐具供民眾使用之飲食攤,輔導換用陶、瓷、玻璃、不鏽鋼等材質之環保餐具,共計補助10家。 (二)本團隊邀請餐飲業共同參與,讓民眾無論是內用或外帶自備餐具都可享好康優惠,環保優惠活動,參與商家需自行提供相關優惠方案,民眾至店家消費,即可享有相關優惠。共計輔導10家餐飲業者提供自備餐盒或餐具優惠措施,提高民眾自備餐具誘因。 (三)為協助商圈店家建立良好食品衛生習慣,擬透過餐具清洗講習課程,將餐具清洗良好作業指引納入課程,強化商圈店家對於餐具清洗之認知有更深入的認識,於11月27日針對餐飲業者辦理1場次餐具清洗講習,參與人數共計30人。 (四)為了有效降低一次性購物用塑膠袋帶來的危害,本計畫將結合新港魅力商圈有提供購物用塑膠袋之相關店家,推動回收購物袋循環使用,提供民眾可以拿購物袋進行回收或索取使用回收購物袋之服務,共計設置11處。 (五)針對夜市商圈業者和管理單位全面了解建立環保夜市商圈之必要性,並說明環保夜市商圈相關設施之規劃,辦理1場次新港魅力商圈計畫說明會,共計30人參與。 (六)於12月7日至20日辦理環保夜市宣導活動,並於12月5日及6日結合新港鄉公所「新港五夠讚~特色農牧產品展售」活動,當天擺攤宣導並上台解說本次活動內容,藉此吸引民眾參加。 二、設置資源回收設施等相關業務 於新港魅力商圈設置一般垃圾、資源垃圾及廚餘回收設施,並定期派員進行整理及清掃,共計設置3處。並將每月定期將資源回收量之成果提報予新港鄉清潔隊彙整。

Implementation Project for Environmental-friendly Night Market and Commercial District

英文摘要 This plan project will mainly assist in coordinating with environmental-friendly night market and commercial district policy of the Environmental Protection Administration (EPA), reducing the use of disposal products in the night market, and implementing waste classification to achieve the goal of waste reduction. Besides, it will subsidize the demo night-market to promote waste reduction, environmental protection facilities, and other measures, and also issue the "Environmental-friendly Stalls" label for stores that work for the improvement as reference for consumers. Based on these measures, it is hoped that the demo night market will take the lead to guide those 400 night markets across the country, turning themselves into five-star night markets with economical consumption and outstanding environment, thus effectively reducing waste of resources. According to the contract, personnel and equipment of this project should be set in place by November 6, 2020 (document statement No. 1090036329 of approval for filing from Environmental Protection Bureau of Chiayi County on 24th November, 2020 for future reference) with a duration of implementation for 1.5 months. The progress and summary of the implementation results regarding various tasks are as found as follows: 1. Integrate legitimate night markets (commercial districts) within the jurisdiction to promote related businesses as source reduction for disposal products. (1) Integrate the catering and beverage industry in the Charming Commercial District of Singang, and promote the replacement of disposable and melamine tableware among catering and beverage areas in the night market at commercial district. For food stalls that have seating areas and provide tableware for the general public, they will be advised and consulted to switch to pottery, porcelain, glass, and stainless-steel environment-friendly tableware, with a total of 10 stalls being subsidized. (2) The team has invited the catering industry to participate in the project, so that people can always enjoy marvelous discounts and preferential measures for environmental protection no matter if they use their own tableware to dine in or dine out. Establishments of participating merchants need to provide relevant preferential measures on their own, so that the when the public can enjoy measures as they consume at the stores. With all these efforts, a total of 10 catering stalls are coached to provide preferential measures to diners who bring their own meal-box or tableware, helping to boost the incentives of the public to carry them on their own. (3) To help the stalls at the commercial district to establish good food hygiene habits, good practice and operation guidelines for dish-washing are planned for introduction into the training course of dishwashing so as to strengthen the stalls at the commercial district to possess a further and penetrative understanding. On November 27, a session of workshop on tableware washing was organized for catering industry, with a total of 30 participants as involved. (4) To effectively reduce the harm caused by disposable plastic bags for shopping, this project has worked with relevant stores in Singang Charm Commercial District that provide plastic bags for shopping in order to promote the recovery of shopping bags for reuse. Besides, the measure offers the service to provide the public with shopping bags for recycle, or they can request for using recycled shopping bags, with a total of 11 locations set up for it. (5) To fully appreciate the necessity to establishment environmental-friendly night market at the commercial district by night market operators around the proximity, and elaborate on the planning of related facilities in the environmental-friendly night market at the commercial district, a session of briefing on Singang Charm Commercial District was held with a total of 30 participants taken part. (6) The project has organized the promotional activities on environmental-friendly night market from December 7th to 20th, and set up a booth on December 5th and 6th as working in conjunction with the event as "Genuinely Outstanding Singang ~ Featured Agricultural Products Exhibition and Sale" held by Singang Township Office. During these days, the booth has conducted briefing and guide to explain the content of this event so as to attract more people to participate. 2. Set up resource recycle facilities and other related businesses Regular waste, resource waste, and food waste recycling facilities are set up at Singang Charm Commercial District, while staffers are dispatched to organize and clean up these facilities which are found at 3 locations. Then, reports on the monthly results of resource recycle amount are submitted to Singang Township Cleaning Team for compiling and organization.
