109年社區環境調查及改造暨環保小學堂專案管理計畫

中文摘要 社區是整體社會的基本單位，同時也作為公民參與公眾事務的主要平臺，更是政府政策的宣導重要管道，近年來，社區的發展逐漸呈現多元化，為札根社區參與環境教育相關事務，行政院環境保護署自民國86年起，以社區為單位陸續推動相關計畫，獲得地方基層單位熱烈響應、投入，逐年發展成為至今的「社區環境調查及改造計畫」及「環保小學堂推廣計畫」等一系列扎根社區環境教育相關計畫。本(109)年計畫主要執行成果包括：於109年3月2日至5日邀請專家學者辦理「社區環境調查及改造計畫（社區聯合提案）」及「環保小學堂推廣計畫」輔導審查會議共9場次，選出本年度入選之執行單位，同時就各縣市提案單位執行內容進行輔導並給予建議；透過於6月10日、6月16日及6月18日辦理3場次社區環境教育增能培訓班、於7月6日至8月17日邀請專家學者至社區聯合提案及環保小學堂等23個執行單位進行現場實地技術輔導、於9月22日在桃園市三洽水環境教育中心辦理「環保小學堂執行單位實作及體驗環境教育設施場所」活動等工作，針對社區實際需求提供專業性、實務性、永續性及創意性的環境改造與環境保護的培力知識及輔導建議，以增強本年度執行單位推動環境教育相關業務的能力；另為因應影像化時代，本年度增加編製執行成果影片，期透過影片展現社區執行環境教育的多元面向及成果，讓更多社區瞭解如何參與。本計畫會持著透過執行相關工作，持續輔導增能培訓參與「社區環境調查及改造計畫」及「環保小學堂推廣計畫」之執行單位，陪伴社區逐步成長，以達到進行社區環境教育扎根目標，使環境教育更深入民眾生活。

2019 Community Reforms, Resource Investigation ＆ Environmental Learning Center Project.

英文摘要 The community is the basic unit of the whole society, and at the same time as the main platform for citizens to participate in public affairs. It is also an important channel for the promotion of government policies. In recent years, the development of the community is gradually showing diversification. It is for the root community to participate in environmental education related affairs. Environmental Protection Administration, Executive Yuan (herein, EPA) has implemented a series of environmental improvement projects since 1997 so as to fulfill the principle of community environmental policy. These projects have received an overwhelming response from many local communities and developed as both Community Environmental Survey and Improvement Project and Environmental Learning Center Project established the foundation of community environmental education. The main implementation results of the (2020) year plan include: On March 2-3 and March 3-5, 2020, respectively. experts and scholars were invited to handle "Community Environmental Investigation and Reconstruction Plan (Community Joint Proposal)" and "Environmental Protection Primary School Promotion Plan" counseling A total of 9 review meetings were conducted to select the executive units selected this year, and at the same time provide guidance and advice on the implementation content of the units proposed by the counties and cities; through 3 sessions of community environmental education on June 10, June 16 and June 18 Energizing training courses, inviting experts and scholars to the community joint proposal and environmental protection elementary school from July 6th to August 17th and other 23 implementing units for on-site technical guidance, and on September 22nd in Taoyuan City Sanqia water environment education The center handles activities such as "Environmental Elementary School Implementation Unit Implementation and Experience Environmental Education Facilities and Places" activities, and provides professional, practical, sustainable and creative environmental transformation and environmental protection training knowledge and guidance for the actual needs of the community It is recommended to enhance the executive unit’s ability to promote environmental education-related businesses this year. In addition, this year, response to the Digital age, methods for the compilation of result films have been added. We look forward to showing the diverse aspects and results of environmental education in the community through the film, so that more communities can participate together. This plan will continue to implement the guidance and training Community Environmental Survey and Improvement Environmental Learning Center Project. The goal is to accompany the growth of the community and realize the rooting of community environmental education, so that environmental education would into people's lives.
