109年度大專校院毒化災防制教育宣導計畫

中文摘要 本計畫執行期間為109年05月05日至109年12月31日止,截至109年12月25日工作成果摘要如下: (一)辦理大專校院毒化防災教育宣導 本計畫於109年09月02日完成毒化災宣導啟動活動,藉由啟動活動向109年度將辦理宣導活動的大專校院展示毒化災防制宣導之項目,讓各校承辦人能更針對各校狀況及需求來辦理宣導活動,進而提升列管毒性化學物質或使用化學物質場所的環境維護與應變處理能力,以確保校園安全。 針對大專校院毒化災防制所舉辦之課程、專題演講或推廣活動,本計畫依地域屬性分為北、中、南、東及離島五區共計完成35場次到校宣導,每場次至少皆有80人參與活動,並於109年12月25日完成59場次宣導辦理(包含35場次到校宣導及24場次提供教材進行宣導)。本計畫以大專校院內有實驗室設備為優先辦理對象,另本計畫再製作教材提供24所校園宣導使用(原則為過往4年未曾辦理過宣導的大專校院,且校園有實驗室並使用化學品或有毒性化學物質之學校進行教材提供);本計畫亦於每場次宣傳推廣時發送宣導品(L型文件夾及環保飲料杯套),且每場次皆將創意活動設計融入課程內容進行宣傳推廣,使其辦理內容精彩又豐富,並完成製作5分鐘成果影片,於成果發表會中撥放展現。 (二)辦理大專校院防災教育宣導之效益評估 本計畫於109年7月15日完成成效評量問卷,內容部分,「宣導成效評估」分為「自我學習認知」、「學習成效評估」兩部分,「自我學習認知」評估學生在宣導前後對於毒化災的知識、技能上自我認知差異,「學習成效評估」則按行政院環境保護署毒物及化學物質局災害應變宣導網頁分類,分為「認識毒性化學物質」、「認識個人防護」、「簡易毒災應變」及「毒災體系與通報」等四個面向。 為瞭解大專校院防災教育宣導成效作為未來精進宣導方式之參考,於109年7月16日完成1場次大專校院防災教育宣導之效益評估諮詢會議,邀請之外部專家學者領域包含:環境工程、環安衛、及統計相關領域,共計3位,以確認問卷效度及信度,讓問卷設計更臻完善。 本計畫35場次大專校院毒化災教育到校宣導活動,總發放份數共2,800份,總回收份數為2,282,有效問卷為1,515份,回收率為81.50%,問卷有效率為66.39%;而有效問卷為1,515份中,統計分析發現,宣導前平均答對題數為7.95題,宣導後平均答對題數為9.07題,平均答對題數增加1.12題,在宣導後均有答對題數的成長,亦顯示本年度宣導之效益卓越;在滿意度部分,參加學員對於課程安排的平均滿意度為89.74%,教學方式的平均滿意度為91.54%,場地設備之平均滿意度為93.33%,以及流程安排的平均滿意度為87.69%;可見學員對於活動之安排大致呈現滿意。 (三)辦理毒化災防制共識營會 本計畫為強化環保機關與大專校院毒化災防制觀念,並提升毒化災害發生時之應變及處理能力,已於109年10月22~23日,於國立臺灣海洋大學辦理109年度毒化災防制共識營,邀請全國各公私立大專校院環保與安全衛生相關單位主管、地方縣市環保局共同參與,辦理議題包含: 專題演講、分組座談、環境教育影片賞析及實地參訪等內容,藉由實務性課程及實地參訪,凝聚並加強環保機關及大專校院毒化災防制控管及應變能力之共識。 (四)辦理毒化災防制教育宣導成果發表會 本計畫為展現106~109年4年宣導辦理之成果,已於109年12月22日假國立臺灣科技大學國際大樓2樓–IB201辦理一場次毒化災防制教育宣導成果發表會,名稱為:「實驗室的逆襲 守護校園安全」,辦理內容彙整106至109年度大專校院毒化災防制教育宣導成果外,也將加設體驗攤位及互動遊戲,並針對「大專校院老舊氣體鋼瓶安全操作」及「實驗室災害與復原歷程」議題邀請專家進行經驗分享,不僅增加各校學生彼此觀摩的機會,也能加深其毒化災防制應變知識。 發表會毒化防災教育宣導推廣活動之大專校院教師/學生、化學局相關同仁、教育部相關同仁、實驗室管理人員、環境安全衛生人員、環境事故專業技術小組及媒體記者共同參與,活動總人數203人。

University Pollution and Toxic Substance Prevention and Control Education Project

In the content part, the “Publicity Effectiveness Evaluation” is divided into two parts: “Self-learning Awareness” and “Learning Effectiveness Evaluation”. There are differences in self-perception of knowledge and skills of poisoning disasters before and after the guidance. The "Evaluation of the effectiveness of learning" is classified according to the disaster response website of the Poisons and Chemical Substances Bureau of the Environmental Protection Department of the Executive Yuan. Four aspects: "Protection", "Simple Drug Disaster Response" and "Poison Disaster System and Notification". In order to understand the effectiveness of disaster prevention education and publicity in colleges and universities as a reference for future diligent publicity methods, a benefit evaluation consultation meeting on disaster prevention education and publicity in colleges and universities was completed on July 16, 109. The invited external experts and scholars included: Environmental engineering, environmental safety and health, and statistics related fields, a total of 3, to confirm the validity and reliability of the questionnaire, so that the questionnaire design is more perfect. There are 35 colleges and universities' poisonous disaster education publicity activities in this project. Teachers/students of colleges and universities, relevant colleagues of the Chemistry Bureau, relevant colleagues of the Ministry of Education, laboratory management personnel, environmental safety and health personnel, environmental accident professional technical teams and media reporters participated in the promotion activities of poisoning and disaster prevention education promotion activities.
