高污染潛勢事業土壤及地下水調查與預防管理計畫

中文摘要 為避免工廠土壤及地下水污染,影響國民健康及環境品質,環保署於民國103年起辦理「運作中高污染潛勢工廠土壤及地下水污染潛勢調查示範計畫」,續於民國105年辦理「運作中高污染潛勢工廠土壤及地下水污染潛勢調查計畫(第二期)」,針對全國運作中工廠業別運作製程篩選角度切入,進行系統性篩選與調查工作,於民國107年辦理「運作中高污染潛勢工廠土壤及地下水污染潛勢調查計畫(第三期)」,檢討國內現況工廠污染可能成因、污染物流佈及污染改善困難點,研擬污染預防、調查與整治之建議措施。本計畫為延續執行之首要目的,掌握常見污染潛勢業別之工廠名單,關注製程運作特徵,優先進行138家現勘與22家調查作業,調查結果顯示14家工廠超過污染管制標準(污染查獲率為63.6%),檢出之污染物主要為重金屬及總石油碳氫化合物,計土壤超過土壤污染管制標準共有6家,土壤及地下水均超過管制標準共有8家,所調查工廠皆污染來源明確,且納入土污法列管,並透過計畫執行成果回饋,提供後續推動工廠污染預防管理制度之方向參考;另調查結果顯示有3家工廠僅地下水鉛濃度超過地下水污染管制標準約1~3倍,為審慎評估此3場地下水鉛污染狀況,故建議環保局先執行定期監測確認污染情形後,再依土污法相關規定辦理;此外,執行調查過程亦發現地下環境中有檢出微量法規管制項目或樣品外觀、水質異常等現象,本計畫研選10家上述情形之工廠進行專家諮詢污染預防與管理作業,協助建立適合之工廠污染預防管理能力,相關執行成果回饋編修工廠自主管理預防參考手冊。透過本計畫掌握具土壤及地下水高污染潛勢業別製程及運作特性主動稽查成果,大幅提高業者主動守法的意願,杜絕地下環境污染發生,強化對運作中工廠高污染潛勢產業製程之污染預防與稽查管理,以提高工廠自主執行污染預防之管理思維。

Quality Investigation and Preventive Management Project for High Pollution Potential industrial site

英文摘要 To avoid soil and groundwater pollution in factories threatening national health and the environment, Environmental Protection Administration (EPA) has launched “Demonstration Project Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories” (“Demonstration project”) in 2014, and also launched “Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories (Phase II)” (“project II”) in 2016. The investigation focused on screening and investigation of operating facilities systematically by manufacturing process screening. In 2018, EPA kept carrying out the project of “Applying Investigation of Soil and Groundwater Pollution Potential in Operating Factories (Phase Ⅲ)” (“project Ⅲ”). This project reviewed the possible causes of factories’ pollution, the distribution of pollutants, and difficulties in pollution improvement. The recommended measures for pollution prevention, investigation, and pollution remediation also be developed. For the succession of the previous projects, the purpose of this project is to expand the implementation of the investigation, keep abreast of the list with common potential pollution, and pay attention to features of manufacturing and operation. The results of the in-situ survey priority have been executed in 138 factories and investigated in 22 factories, exceedances of the Control Standards are found in 14 factories (about 64%), dominated by metal and Total Petroleum Hydrocarbons(TPH) pollution. Moreover, exceedances of Soil Pollution Control Standards are found in 6 factories; Exceedances of both Soil and Groundwater Pollution Control Standards are found in 8 factories. Not only the pollutants in investigated factories are confirmed, but the factories have been controlled by the Soil and Groundwater Pollution Remediation Act (SGPRA). The feedback on the project implementation results can provide a reference for the subsequent promotion of the factory's pollution prevention management system. In addition, the results of the survey showed that lead concentration only exceeded the Groundwater Pollution Control Standards by 1 to 3 times in 3 factories. In order to prudently evaluate the lead pollution status of groundwater in these sites, it is recommended that the Environmental Protection Agency first conduct regular monitoring to confirm the pollution situation, and then handle it in accordance with the relevant provisions of SGPRA. During the investigation, traces of controlled pollutants, as well as the frequent situation of abnormal samples and water quality, are found underground. This project has established the management ability for factory pollution prevention by consulting experts in pollution prevention and management process for 10 selected factories. The performances are compiled into the manual for the factory’s self-management and pollution prevention and the case study. Through this project, the manufacturing process with high potential of pollution in groundwater and the manufacturing features will be obtained, which is efficient to restrain those illegal industries and reinforces their tendency against unlawful conduct under limited government resources. It could not only eliminate pollution in the underground environment but establishes the comprehensive fundamental of further factory prevention management and law amendment.
