109年「化學品循環利用推動計畫」

中文摘要 本計畫針對國內化學品循環再利用進行推動,以利於精進循環資源的概念,目前已鎖定國內已落實化學品回收循環之重點化學產業,包含李長榮化工、勝一化工、三福化工與永光化學,透過辦理經驗交流會與專家諮詢會議,蒐集相關資訊,建立前述產業初步物質流分析,包含永光化學的磷酸循環系統,三福化工公司半導體顯影劑回收,李長榮化工的異丙醇雙循環回收系統,以及勝一化工的半導體洗邊劑回收處理;本計畫初步提出化學品動靜脈產業相關公協會合作模式之架構及工作分配,透過整合式平台將產業鏈上、中、下游納入整合需求及技術輔導項目,設立專責運營單位,須管控經費來源及運作,同時由化學產業協會主要扮演技術及再生品認證單位。會議辦理方面,於109年10月23日、109年11月06日辦理第一與第二場次專家諮詢會議與經驗分享交流會、110年01月22日辦理第三場專家諮詢會議、110年04月28日辦理第三場經驗分享交流會及3月17日於成功大學辦理化學品循環再利用推廣說明會議,蒐集相關成功案例資訊與執行障礙等建議,據以提出化學品循環再利用推動策略;蒐研國際上綠色化學原則指標,同時提出建置化學品動靜脈產業相關公協會合作模式規劃書,建立溝通平台。另一方面,本計畫透過蒐研國內外應用綠色化學原則於化學品循環利用之案例,具體提出綠色化學創新技術整合管理措施。

Chemicals Recycling Promotion Plan

英文摘要 This project aims to promote the domestic chemicals recycle framework and to improve sustainable materials manamgent. Several key chemical industries that have implemented chemical recycling including Li Changrong Chemical Corp., Shengyi Chemical Corp, Sanfu Chemical Corp. and Everlight Chemical were investigated. To collect information through handling experience exchange meetings and ad hoc committee thereby establishing preliminary results of material flow analysis for the aforementioned industries. For example, Everlight Chemical’s phosphoric acid cycle system, Sanfu Chemical Corp.’s semiconductor developer recovery, Li Changrong Chemical Corp.’s isopropanol dual cycle recovery system, and Shengyi Chemical Corp’s semiconductor edge washing agent recovery and processing. This plan initially proposes the structure and work distribution of the cooperation model of the chemical arteriovenous industry-related associations, and integrates the upper, middle and lower reaches of the industrial chain into integrated needs and technologies through an integrated platform counseling project. The Chemical Industry Association will mainly play the role of a technology and recycled product certification unit. Expert consultation meetings and experience sharing and exchange meetings were hold on 2020/10/23, 2020/11/06, and 2021/1/22, collecting relevant successful case information and implementation obstacles and other suggestions, based on which to propose chemical recycling promotion strategies; researching international green chemistry principle indicators, and proposing the establishment of chemical arteries and veins Industry-related associations and associations cooperation model planning documents to establish a communication platform. In addition, the integrated management measures for green chemistry innovation technology through researching domestic and foreign examples of the application of green chemistry principles in chemical recycling was proposed based on the international case studies.
