推動一般廢棄物回收管理專案工作計畫

中文摘要 本計畫協助檢討評估增修公告回收項目,參考日本及歐盟分類方法評估國內小家電潛在列管之項目,建議前端徵收以台為單位,而後端補貼則以重量計算補貼費用。而已屬目前納管對象者,則維持以台數計算補貼費用,另探討塑膠平板包裝材料列管之問題,確立後續課費標的、縮減責任業者納管家數,規劃於法規中新增塑膠平板包裝材料之定義、一定金額免徵規定、扣抵機制等內容。 在研析國內廢紙、滅火器及菸蒂回收管理策略部分,建議廢紙可藉由協調平台由造紙產業及回收業者共同制定合理之廢紙價格及使用量;另協助預告「共通性事業廢棄物再利用管理辦法部分條文及第二條附表」修正草案,新增滅火器廢乾粉再利用種類及管理方式,亦建議在符合國健署菸害防制法的規定下,由公家單位之名義進行菸蒂回收相關活動,而菸商則以不具名之方式協助 (如出資贊助或提供資金設置集菸設備等),達到善盡延伸生產者責任之目的。 另在推動太陽能板回收處理機制方面,已協助完成廢太陽光電板回收清除處理示範廠現場查驗作業試辦,並評估不同處裡情境下所需之處理成本,此外,規劃研擬修正廢清法,新增回收自主制相關條文,未完成修法期間仍依廢清法第28條第1項第4款規定辦理廢太陽光電板回收清除處理工作,同步增訂「專款收支保管及運用要點」、「回收處理方法與設施標準」及「查核作業手冊」。 就手機回收,已辦理109年度10月手機回收月活動,,回收成果尚在統計中;另輔導發泡塑膠自辦回收業務,辦理10場次回收再生廠查核及稽核認證作業監督,並評估其就源課費回收補貼機制的影響。

Work Plan of Project to Promote General Waste Recycling Management

英文摘要 The items that were announced as recycling should be examined and reviewed to add the new items or correct the existing items. The classification and evaluation methods from Japan and European Union will be also evaluated and used as the potentially recycling listed items for domestic small appliances. Propose the levies of frontend manufactures are collected by units and the subsidies of end recycling facilities are calculated by weight. But already on the recycling listed items should keep the same way as nowadays method (subsidy is also based on the units). Investigate the issue about plastic flat packaging materials in order to establish the table and levies of collected materials and try to limit the number of responsible businesses. In the new Regulations, the definition of plastic flat packaging materials, limitation of exemption and deduction mechanism should be included and restricted. The recycling management strategies for the wasted paper, fire extinguisher and cigarette butts were studied in this project. The reasonable price and limited amount of imported wasted paper can be decided by the paper industry and recycling plants based on the coordinate platform. Assist to prepare for the draft of amendment on partial articles and the appendix of Article 2 from the regulation of "Management Regulations for Reuse of Common Industrial Waste"; add the amendment for reusing and its management methods of wasted dry powder in the expired fire extinguishers. Follow the National Health Administration Tobacco Control Law” to hold the recycling cigarette butts activities by using the name of public entity. The tobacco dealers can assist in an anonymous way: such as sponsor or provide funds to set up cigarette collection facilities in the public space and help scavengers to encourage them to collect the cigarette butts for cash …etc., Those actions would also support the company to fulfill its the purpose of company social responsibility. The recycling mechanism for photovoltaic modules were promoted, a completed of onsite inspection for the operation and treatment of recycling and removal photovoltaic module was conducted at a demonstrating plant, and the necessary costs were also evaluated under the different situations. It is planned to amend the “Waste Disposal Act” to add recycling related provisions. Before completing the amendment, all the recycling mechanism for photovoltaic modules must follow the “Waste Disposal Act 28”paragraph 1 subparagraph 4. At the meanwhile during amend the new regulations for photovoltaic modules, “Key points for the Custody and Usage of Special Funds”, “Standards for Recycling Methods and Facility of Photovoltaic Modules”, and “Manual for Checking Operation” will be updated. The project also reviewed and examined the voluntary recycling contract for the industry of recycling of expanded polystyrene (EPS) packaging in 2020. At the same time 10 inspections and audits of recycling plants were conducted. The voluntary recycling mechanism was also commented to assure that the mechanism can run continuously. During the period of the mobile phone recycling month of October, a total of 31,948 phones were collected, while at least 31,948 persons participated. All of activities will effectively increase the public awareness and sense in recycling mobile phones.
