Penghu is a vibrant county comprised of 90 islands, and burial is a common treatment for domestic waste. As landfills reach their maximum capacity, the effective treatment of waste become a major challenge while addressing existing problems such as contaminations in soil due to leaching. With increasing population and urbanization, the main economic activities of the County has shifted towards fishery and tourism in recent years, the severity of subsequent problems such as waste are rising, which cause additional environmental and ecological burdens. According to the general principles of the Resource Recycling Act, the government, enterprise and citizens shall have the duty and be responsible for abiding by reducing resource consumption, controlling waste production, promoting resource recycling and reuse. In addition, the competent authority shall designate a dedicated unit or personnel to formulate renewable resource recycling and reuse policies, and perform relevant auditing, public awareness etc., in an attempt to promote sustainable resource use.
