109年臺中市固定污染源許可、空污費管制查核暨空氣品質維護綜合管理計畫

中文摘要 本計畫主要工作項目可分為三大方面,包括空氣品質維護綜合管理、固定污染源許可及空污費審查管理、固定污染源查核管制等。109年臺中市除細懸浮微粒(PM2.5)外,皆符合空氣品質標準,惟110年起臭氧(O3)八小時值也將列為三級防制區,故本計畫協助環保局依據國家排放清冊(TED10.1)解析結果,找出PM2.5及O3排放源中污染來源占比較高者,據以規劃空氣品質改善對策,並協助環保局透過跨局處空氣品質改善委員會、中部空污治理專案辦公室等組織,跨局處、跨縣市推動。本計畫也協助環保局執行環保署對地方主管機關進行之空氣品質維護及改善工作之績效展現追蹤,並協助依109年6月1日環保署公告之空氣污染防制方案(NIP)擬定臺中市空氣污染防制計畫草案。統計109年空氣品質,PM2.5平均濃度為15.4微克/立方公尺,較108年同期改善2.3微克,空氣品質不良(AQI>100)天數27天也較去年同期改善17天,兩項指標均為歷年最佳。 為加速空氣品質改善,市府落實執行105年發布生煤自治條例之台中發電廠減煤四成規定,惟台中發電廠經本府三次稽核下,仍超量使用生煤,已達情節重大,市府依法行政,自109年1月1日起廢止台中發電廠2號及3號機組許可證。然中火在救濟期間,於109年6月24日違法啟動2號機,市府祭出最高2千萬罰單並函請地檢署偵辦。此外,本市除台中發電廠以外,計7家工廠共17座燃煤工業鍋爐仍在營運操作,為降低燃煤工業鍋爐造成空污問題,已啟動鍋爐加嚴標準修正作業,並辦理8場協商會議,經協商溝通後,已有1家業者提前完成改善。另,計畫期間共受理682件許可申請案件,其中9家涉及屢陳案件,計畫搭配許可審查對高度陳情製程及易產生惡臭製程進行嚴加管制,其中5家已完成改善,後續將持續追蹤製程運作情形,其餘案件,仍持續輔導並審查中。空污費管制對象新增列管547家,停工解除列管44家,總列管家數達2,636家,計畫執行期間完成108年第4季至109年第3季空污費審查工作,並核算催繳2,385萬5,986元。 固定污染源查核對象以各工業區及臺中港區等重點管制區域、屬特定行業管制規範或各排放量前50大之工廠為優先,並配合大型固定污染源跨科室專案稽查、感測器熱區、台中工業區陳情案件及印刷業執行深度查核,查核時運用科學儀器輔助查核蒐證。統計至110年1月30日止,已執行715家次查核,查獲81家次違反空污法,違規樣態包括未依許可證核定內容操作(達興材料等31家)、未妥善收集廢氣、無操作許可證逕行操作、定檢不符合規定及專責設置未符合規定。臺中港區管制範圍則每月執行至少4次稽巡查作業,已執行55次,查獲9件有缺失(逸散記點10點以下)。此外,篩選屢遭陳情、重點行業製程及環保局指定對象執行稽查檢測,計執行147件稽查檢測,查獲4家不符合排放標準。加油站查核方面,本項工作係搭配定期檢測與稽查檢測之氣漏測試及加油槍油氣回收比之監督檢測一併執行,計畫執行期間已完成51站法規符合度查核作業並運用紅外線氣體顯像儀掃描油氣逸散情形,未發現不符情形。

2020 Project of integrated management on stationary polluting source permits, control & verification of air pollution fees, and air quality maintenance in Taichung City

英文摘要 This project comprises three aspects of tasks, which are integrated management of air quality maintenance, management of stationary polluting source permits & air pollution fees audit, and control of stationary polluting sources. The air quality standards are all meet in Taichung City 2020 except for PM2.5. Taichung City will be expected to be classified as a Class 3 control region of O3(8-HR) in 2021. Our project assisted the Environmental Protection Bureau (EPB) in analyzing according to the Taiwan Emission Data System 10.1 (TEDS 10.1) and discovered those sources contributing more to the emissions by PM2.5 and the precursor of O3, based on which to formulate measures for improving the air quality. Assistance was also given to the EPB in inter-agency and inter-city implementation through inter-agency air quality improvement panel, the Central Region of Air Pollution Control District Office, among other organizations. Our project assisted the EPB in performing the follow-ups on the performance of local authorities regarding air quality maintenance and improvement. In addition, our project has assisted in compiling a draft of an air pollution control plan in Taichung City based on the air pollution control program promulgated by the Environmental Protection Agency (EPA) on June 1, 2020. Regarding the air quality in 2020, the average concentration of PM2.5 was 15.4μg/m³, which was a decrease of 2.3μg in the same period of 2019. On the other hand, the days of poor air quality were 27 days in 2020, which was a decrease of 17 days in 2019. Both air quality indicators being the best records in history. To accelerate the improvement of air quality, the Taichung City Government (TCG) enforced the regulation of coal reduction by 40 percent at the Taichung Power Plant under the Autonomous Act for Coal Regulation promulgated in 2016. However, as the Taichung Power Plant was found three times by the TCG to have been overusing raw coal to a severe condition, the TCG revoked the permits for Units 2 and 3 at the plant by law on Jan. 1, 2020. During the relief period, Taichung Power Plant illegally powered on and operated the Units 2 generator on June 24, 2020. The TCG has fined the Taichung Power Plant NT$20 million and an official letter has been sent to District Prosecutors Office for investigation. In addition to Taichung Power Plant, there are a total number of 17 industrial coal-fired boilers at 7 plants still in operation. To mitigate the air pollution problem created by these industrial boilers, an operation of revising the standards for boilers by raising the bar is under way, along with 8 discussion meetings held, after communication, 1 company has completed the improvement ahead of schedule. Also, during the project term, 682 applications were filed and reviewed, of which 9 firms involved repeated complaints. A plan is being made to take more strict control of the highly complained processes and the strong odor producing ones by working with permit review. Among them, 5 firms have completed the improvement and its processes will remain under follow-up checks. The other cases remain under counseling and review. There are 547 additional firms under air pollution fee control and 44 firms lifted from control as they were suspended, resulting in a total of 2,636 firms under control. During the project term, the review of air pollution fees for 2019 Q4 to 2020 Q3 was completed, with reminded payment at NT$23,855,986 determined. The prioritized subjects of stationary polluting source checking were the focus on the important control areas, such as the industrial parks, the Taichung Port, the factories under special industry control, and the top 50 factories of air pollutant emissions. Get together with an inter-agency special audit on large-scale stationary polluting sources, the hot spots of sensors, complaint cases in Taichung industrial parks, and in-depth checking on the printing industry, aided by evidence gathering with scientific instruments. As of Jan 30, 2021, 715 checks were made, finding 81 cases of violation of the air pollution act. In the controlled area of Taichung Port, on a 4 or more checks per month basis, the checking has done 55 times, finding 9 cases with flaws (with less than 10 points of emission mark). In addition, audits and tests were made on those receiving repeated complaints, focused processes, and EPB-designated firms; all 147 checks were made, finding 4 firm failing to meet the emission standards. In checking gas stations, this task was carried out coupled with the gas leak tests and oil and gas recovery rate monitoring in and regular tests and audits. During the execution of the project, legal compliance checks were done at 51 stations, with infrared (IR) gas imager used to scan for fugitive emissions, which found no non-compliance.
