In order to continue the promotion of recycling tasks, Environmental Protection Agency of Chiayi City Government regularly conducts guidance and examinations on responsible enterprises, vending enterprises, parties with restricted use of resources, recycling enterprises and individuals (individual ragpickers) as well as hosting recycling education and advocacy tasks to provide assistance to projects such as in-city recycling station image modification grant and setting operations, recycling squadron of circular economy, recycling care project, etc.
As of end of October, 2020, the implement result of this project contains guidance tasks on responsible enterprises’ implementation on registration, filing, payment and recycling signs, with a total of 205 vending enterprises and 374 items examined under our active audit, in which contains 44 articles of responsibility with potential violation, and the cumulative completion rate is 100%; audit and disposition tasks to responsible enterprises with violation of failure to registration, to filing and payments on due and to place recycling signs as handed by the EPA and submitted from (to) other cities are handled, with audit results and follow-up action items documented on web paged designated by the EPA or reported via writing. A total of 22 cases have received guidance; guidance to the in-city responsible enterprises on performing tasks of filing operating volume or import volume and payments are made. The filing is made once per period (two months), and the number of enterprises filed is subject to actual volume; in terms of guidance and examination tasks and advocacy on reverse recycling to vending enterprise, a total of 698 enterprises have been examined, with an accumulated execution rate of 100%; in addition, for relevant audit tasks, results compilation and assessment affairs tasks, a resource recycling and sorting audit has been taken on a total of 579 entities composed of communities, organizations, schools and groups, and an audit on implementation of trash sorting and resource recycling has been performed on a total of 100 entities composed of restaurants, motels (incl. hotels), department stores (incl. hyper marts) and other non-business commercial buildings, shopping districts, traditional markets, etc., with an accumulated completion rate at 100%; a guidance to the city’s automobile repair enterprises on delegated cleaning of waste tires pursuant to Waste Disposal Act as well as an audit and guidance task following classified management system have been made. Audits have been conducted on 95 regulated enterprises in the city, and the accumulated execution rate is 100%. Furthermore, on recycle disposal enterprises, one regular on-site guidance and examination task is made every month, with a total of 234 enterprises examined. For relevant tasks on compilation of effectiveness to waste cars/motorcycles posting and towing performed following EPA resource recycling task performance assessment plan, a total of 885 vehicles have been disposed, with the accumulated execution rate of 100%.
For EPA’s “2020 recycling squadron of circular economy”, 32 recycling individual enterprises have been matched with village recycling stations, communities or schools for performing recycling, in addition, 36 individuals (individual ragpickers) are listed as tracked parties for subsequent guidance and improvement, plus, for “2020 Resource Recycling Care Project”, a total of 52 individuals (individual ragpickers) are matched for participation in the project, and specific personnel are dispatched to cooperative recycling stations on a regular basis to collect the weighing statement on designated recyclable items before requesting cash from the EPA. In terms of setting or renovation of the recycling stations in this city under grants in the previous years (2017-2019), a total of 39 stations have been completed with status of tracking, guidance and operations in previous years and maintenance on basic information, in addition, image modification or setting to the in-city recycling stations under grant are newly added this year, currently, the list of entities approved for setting recycling stations under grant contains five entities (incl. 2 schools, 1 building, 1 village community and 1 group), and the stations are planned to be completed by June 30, 2020. Chiayi City paper utensil circulation-friendly store subsidy project is implemented, with overall checks performed to a total of 141 locations consisting of businesses registered with business scope of “bento/cafeteria” under Ministry of Finance and in-city cafeterias and bento shops, and 5 model recycling spots have been set.
In terms of encouraging our citizens to implement recycling policy, this project has contained plans on a total 18 circuit recycling events for waste pesticide containers and waste glass containers, with 19 events joined by a total of 242 people held. In terms of waste computer appliances recycling and redemption, the goal of 500 pieces of appliances has been reached, in addition, a waste battery recycling and redemption event in collaboration with nine DaJiouJiou Grocery branches in the city is expected to be held in June; the events are held to enable the citizens to form the habits of doing recycling in daily life.
In terms of education training on recycling tasks to cleaning squadron members (garbage section and resource recycling section), in order to reinforce the correct recycling concepts advocacy, a total of 448 people have received training, and a total of three advocacy events have been held; for laws and regulations info-meetings, one “Recyclable Waste Recycling and Disposal Business Laws and Regulations Info-Meeting ＆ Fire Safety Guidance” is held, and inspections with company by fire safety engineers on fire safety facilities at the location of in-city recycling enterprises have been made.
As of end of October, 2020, the overall resource recycling rate is 54.6, increased by 1.82% compared to that of the previous year at 52.78%; in addition, due to the promotions on sorting guidance at two recycling stations, proactive reporting of community recycling amount, obtaining of disposal certificates by individuals (individual ragpickers), regular reporting on recycling amount by recycling enterprise and Crecycling amount has reached 65,246 tons.
