The Environmental Protection Agency (EPA) has es
tablished the "Standards for
the Establishment of Buffer Zones and Air Quality Monitoring Facilities in
Special Industrial Park" (as the Special Industrial Standards Act) in 1983 and has
gradually completed supporting laws and regulations since 2014, inclu ding the
development of the air quality Monitoring Station (AQMS) system to monitoring
data and upload in the web. The five Special Industrial Park have been monitored
for 5 years since May 2015, and several management problems need to be
improved. Thus, t his project completed the drafts on the revision of the recording
and declaring requirements for industrial parks developers, the introduction of
the in situ inspection and verification mechanisms requirements for the local
Environmental Bureau, developmen t sanction criteria, and reasonably adjustment
of monitoring requirements to raise the awareness of self authority and
self responsibility, to lower regulatory cost and to improve the monitoring data
quality.
The implementation includes (1) review and stud
ies the relevant regulations of
the special industrial park, the identification of the special industrial categories,
the application, and review period of related reports, the clarification of buffer
zone regulations, amend of long term that not detected (N.D) items and
establishment of automatic PM 2.5 measurement, the air quality monitoring
stations that near with the EPA's station can propose a temporary exemption
monitoring, improve the validity of the data, etc. (2) grasp the management list
that already belongs to Special Industrial Park, analyzes the automatic
monitoring data and connection management, and advise the local EPB and five
Special Industrial Park operations. (3) Analyze the air pollution of fiv e Spe cial
Industrial Park, and characteristics of petrochemical pollution of two industrial
areas. (4) AQMS system maintenance and information disclosure, including the
addition of 6 new rationality check programs, and finally, (5) analysis of this plan
that ca n bring about the economic benefits.
