Taiwan is a small but highly populated country which makes air pollution episodes often have a huge impact on the surrounding residents. In order to address this problem, the Department of Air Quality Protection and Noise Control in the Environmental Protection Administration (EPA) has been using the data from the air quality monitoring stations to construct Remote Air Quality Monitoring System (RAQMS), which included the photochemical air pollutants measured by the Photochemical Assessment Monitoring Stations (PAMS) of EPA and the Special Purpose Industrial Park Air Quality Monitoring Stations (hereinafter referred to as the Special Purpose Industrial Park Stations). The system improves the applicability of monitoring data and the probability of pollution traceability.
RAQMS is feasible testified by its operation experience but the system is only for continuous automatic monitoring pollutants. Therefore, it does not apply to the manual monitored Hazardous Air Pollutants (HAPs) at the Special Purpose Industrial Park Stations. To appropriately implement the regulations, EPA established this project (Air pollution monitoring and pollution reduction plans in industrial areas) applying RAQMS to similar industrial areas. The monitored pollutants include some of the HAPs mentioned above. Thus, it is necessary to adopt the currently developing (not yet a standardized method) HAPs continuous automatic monitoring instrument. This device can be used with a combination of standard methods in the future for further quantification.
This project refers to EPA’s 22 priority control pollutants (including 15 Volatile Organic Compounds, VOCs) announced under Emission Standards for Hazardous Air Pollutants (HAPs Standards), the usage and manufacture database of the domestic Toxic Chemical Substances Control Act, the pollutants which can be monitored by the device used in this project (including 14 VOCs in the HAPs standards, without formaldehyde), etc. when selecting 6 domestic industrial areas (Haihu, the No.6 Naphtha Cracker off-shore island industrial zone, Xingang, Baoan, Renda, Linyuan) and setting up a total of 8 continuous automatic monitoring stations for VOCs in the sub-atmospheric environment. The monitoring data of this project was incorporated into RAQMS for traceability and emission reduction. The improvement of each plant can be continuously tracked and confirmed by the continuous automatic monitoring data of this project.
After environmental monitoring and source tracing, this project conducted site surveys and emission reduction negotiations with the related industries. In total, the industry has invested about 1.32157 billion NTD in environmental protection improvement, and the total VOCs reduction is about 224 tons/year.
